PUBLIC SPEAKS PRESIDENT SHERER: We are now under Public Speaks and we have two speakers for this evening. I’d like to remind our speakers that you do get three minutes under Public Speaks. Our first speaker is going to be Mr. Joe Snyder. Mr. Snyder, could you please state your name and residential address, please. JOE SNYDER: Thank you. Uh…yea, My name Joe Synder…uh… my address is 482 Needham Ave., Kent, Ohio 44240. PRESIDENT SHERER: Thank you. JOE SNYDER: Thank you…uh… and thank you esteemed Members of Council for your time. So…again my name is Joe Synder…uh…I’m an Internet Technician and I’m also the local President of CWA 4302, covering the Akron and Canton area. We represent a lot of interest in Canton. I’m here tonight to talk to you about broadband. Broadband is simply high-speed internet and it’s availability throughout Ohio is pretty spotty. The Infrastructure Bill that was passed had $42.5 billion carved out in it, to build broadband networks. Now the states put in…uh…what you call it…program requests back in May, to authorize that money to go out to the states Ohio did qualify….Uh…what I’m doing as a member of CWA’s Broadband Brigade here in Ohio, is coming out to communities like this and explaining what that means. So in the past whenever a network or telecom provider wanted to come into your community and build a network, they did it through their own private financing and it was all cost versus recovery, incentive based. So if there wasn’t access to money, to make off of your communities, they didn’t talk. The Infrastructure Bill fixes that. So right now, 26% of Ohioans do not have access to high-speed internet. We need to correct that. We saw here in the pandemic how important it is. It brought to the forefront the need and right now the funds are available. So as city, you can put out a request for proposal to ask the companies to bid into your community, to use those funds to build a high-speed network. Our ask as the Broadband Brigade, is…we do 2 things, we make sure that on and underserved areas are prioritized and to make sure that high road employers are who puts these bids in. And what that means is that only do you get the network, the jobs that are used to build and maintain it comes directly from you community. These are good jobs. Those funds go right back into the community so you’re not bringing in an outside contractor from another state that may last week have been putting in sewer lines and now comes and builds a network and leaves. It’s people that have a stake in it, like myself I mean I’ve worked Akron Canton for 27 years, been up all your telephone polls done here. So yeah, that’s what we’re looking to do. The second part of that is access. So once these networks are built, a lot of our fellow citizens don’t have financial access to be able to afford this services. There’s program called ACP, in each of your packets there’s flyers in English and Spanish. I can get these in any other languages that you want. This is a $30.00 subsidy towards high-speed internet. So once those networks are built, people can actually afford to get access to them. Mr. Mears, could you please state your name and residential address, please. GEOFFREY MEARS: 1601 Vassar Ave NW Canton, Ohio 44703. Mayor Bernabei, Members of City Council, to city officials, fellow citizens…well…here we are again. In August, you may recall, I spoke to council about the theft of one of my vehicle from my home. Here’s the good news, it was recovered by Canton Police and I eventually was able to drive it after…two months of waiting for parts and some…uh…I shall say uh…expensive repairs. The other side of the coin, the bad news…my other car was targeted by the same so called “Kia Boys” this past Thursday. Sometime during the overnight hour, they smashed the rear window of my vehicle. Fortunately the recent purchase of a steering wheel lock, prevented them from stealing the car. However I have uh…once again been forced to file a claim with my insurance company, pay for a rental car, and wait while repairs are made and face the reality that this or my other Kia may again be the target of an attempted theft. By the way, this particular care most recent one…that was a subject to an attempted theft just two weeks after I last spoke to council. And…uh… the underscore of this is I’m sick of this…k…can’t go on…Uh…should be noted that at the time of this most recent incident, it had been about three weeks…three…since repairs has been completed on my Kia Rio which is mentioned earlier, was stolen three months ago and was temporally rendered not drivable. Now I don’t know about any of you, but I don’t have a money tree growing in my backyard. I can’t and shouldn’t be forced to be deal with this thievery and while I appreciate the efforts of Canton Police to catch those responsible for this attempted theft and similar crimes across the city, I can’t help but wonder if their efforts are in vain. For example I read of other instances in other communities, in which victims has suffered the indignation of having their Kia stolen…not once…not twice…but…wait for it…three times…three times. In case anybody’s counting. Now, I followed the advice of the Police, I’ve obtained a steer wheel lock for both vehicles, I’ve filed Police reports with the hope that they’ll lead to increase patrols in the Vasser Park neighborhood. I’ve informed members of our Neighborhood Association about these thefts. Short of hiring a security guard to watch my vehicles are the clock, I’ve done what I can do to prevent such activity from occurring in the future. So tonight I’m making I hope a polite but firm request, on behalf of myself and others the Canton Police continue to investigate these vehicle thefts and step up their patrols whenever possible. I’m also asking that those in the position to do so in terms of prosecuting the persons responsible, to do so to the fullest extent of the law. These crimes primarily been perpetrated by juveniles…so it’s my hope that when and if they are apprehended, they will be sent a clear message that this kind of behavior will not stand. And with any luck I won’t be back to address this issue with you again. Thank you. PRESIDENT SHERER: Thank you Mr. Mears.
