PUBLIC SPEAKS PRESIDENT BATES AYLWARD: We are now going to proceed to Public Speaks. Uh…we have thirteen speakers this evening. Many of you have been with us before, but for those of you that might not have been…uh when I call your name you will approach the podium and give us your name a residential address. You will have three minutes to speak which will…as long as we don’t have any glitches, will display on the monitors so you can keep track of your time. And we ask you to hold it to three minutes just uh…so that everyone does have the opportunity to speak. Our first speaker is Linjun Xu. I’m probably butchering it. I’m sorry sir, if you would approach and…uh…give us your name and residential address. LINJUN XU: Hi, thank you. I have some letters could I give everyone? PRESIDENT BATES AYLWARD: Pick that up and…there you go. And just speak into that and uh…and again your name address…nope before you get and get started, name and residential address. LINJUN XU: My legal name is Linjun XU and residential address is 97 Annadale Akron, Ohio. PRESIDENT BATES AYLWARD: Thank you and she can hand out those papers for you. Okay, go ahead sir. LINJUN XU: Uh…thank you ladies and gentleman I appreciate everyone’s time. I’m here asking for an emergency exemption or emergency extension on my building violation demolition…demolition case. I made my intention for the appeal when I first received my City of Canton violation letter. Uh…I asked for an extension and that request and also my extension for….so appeal and my extension request were not granted before my…violation case was sent to City Legal Department. Uh…I have the right for asking for more time with my building violation and I did not learn this right from the City of Canton. I went to Summit Akron, Ohio COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 186 MINUTES OF THE MEETING APRIL 1, 2024 and they informed me of this right. I asked with verbal and written requests… to the Building Department for extension before my second thirty day notice due date. Uh…I received…in my City violation letter, my right to appeal and I contacted…my only point of contact provided on my City violation letter and I asked for appeal information as well as I had submitted my appeal intention. And those requests were made before the appeal deadline, however, they were not answered and not granted before my case began the legal process. Uh…I was granted a pre-inspection on site meeting with the Building Department and I brought up the questions of why Building Department has residential violation and Zoning Department has zoning violation. And uh…my answer from the Building Department during the onsite meeting before the final inspection was that I should correct the residential site. So then I submitted my electrician’s uh…electrical permit. I asked my electrician to submit that, as per City Building Department request and then that was denied. So I asked… PRESIDENT BATES AYLWARD: Twenty-nine seconds. LINJUN XU: Oh sorry, okay. So I asked for help from a Congressman and he said it’s the city that enforces the laws. And I asked for Columbus Board of Health Building Code and they said it’s a City mass…uh…matter. I asked help from my Mayor and I he directed me back to my Building Department. And so I’m asking for either an extension or exemption for my violation because I really do need help and I don’t believe my case…like I had proper help. Thank you. PRESIDENT BATES AYLWARD: Thank you, sir. Our next speaker is Mr. Errick Freeman. Mr. Freeman if you could approach and give your name and residential address for us. ERRICK FREEMAN: Yes, Errick Freeman 1129 7th St NW Canton, Ohio. I created a horizontal hydroponic system and I incorporated it into a very unique and original art sculpture. I called it “The Living Wall.” It’s a place where art and hoarded culture and artistic sculpture meet and yield small produce, herbs, and flowering vegetation. It’s a one of a kind piece in the nation…the world possibly. I wrote a curriculum for the build and brought it to fruition. I spent a few months researching growing systems and how to make this thing work as I envisioned, but regrettably…a non-profit Organization that’s held in a high regard wrongfully appropriated my work. They were given a grant of somehow or somehow accrued money to buy the supplies and had me build it, but paid me around me around sixty bucks for this incredibly unique piece of art. I’m sure they’ll excuse it as being paid out of hourly…hourly rate or something of that degree, but that truth is my hours were cut with extreme prejudice…but I was expected to build the work on my own time and keep it on track for the classroom timeline. I was contacted by the administration of this business to come and pick the work up. And when I aligned for that to happen, the administration at the non-profit seemed to not know what I was talking about. And I was not able to retrieve the art piece. I found emails and short emails and short texts conversations full of repression. Naturally, I’m dis…I’m deeply disappointed, let down, and feel deceived by the events. I anticipate that the Director will be praised and celebrated when they reopen a new location, while my rightful contribution will be overlooked, tended to by unfamiliar hands, or shoved in another corner. And that’s only if that doesn’t get discarded as I’ve experienced a few times with this non-profit. PRESIDENT BATES AYLWARD: Thirty seconds, sir. ERRICK FREEMAN: Speak…Speaking on this matter carries a significant risk, but I can’t remain silent when it comes to my livelihood. It pains me to know that my creation might be hidden away preventing a proper audience from experiencing it’s beauty. The last time I saw the piece it was damaged because it never been installed or used. And I can’t even imagine. JOSIAH ALI: My name is Josiah Ali. I live at 200 High Ave SW…Canton, Ohio. (Inaudible) asalam o alikum to all of the Muslim brothers and sisters that are present. (Inaudible) I’m going to try to be shorter than usual here today with the Council. Uh…right now we are having conversation uh…about presenting why we need to ceasefire. And I just want to express this fact of the matter. The…the Jewish state of Israel is saying that their reason for removing the people of Palestine from Jerusalem is that they can reclaim this land because of their heritage and lineage. I’m here to tell you that that is one thousand percent not their real intentions. Their intention is to sacrifice the red heifer, here shorty, use the ashes from the red heifer to purify themselves and the tools to build to third temple. Once this third temple is built the powers that be who have been in bed with the Zionist for thousands of years will then…start to…ensue, I think is the correct word, mass chaos in every corner of this earth that we live on. Because “Order Out Of Chaos” is the slogan in which not only these Israelites, but the Freemasons who are assisting them in high places this is their mantra… “Order Out Of Chaos” is going to be the next phase in the total domination of this world for the Jewish Zionist. So…that is their goal. That is the end goal. It…it…it…make look like…uh…uh…this red and blue….red verse blue on the news. That’s where it is color coded. It may look like Muslims verses Jews, but I…I…I honestly I’m telling you the true that these people are going to go full force on all of us. And it’s not going to just be the Israelites when this happens. China is coming as well and whoever else is coming with them, but that’s all…that’s…that’s that in a nutshell I just want to let you know that…this is…this is…larger than Palestine. The only person that’s going to be exempted from what I’m about to say I’d say would be your Court Administrator Mike Kochera. As far as the rest of you is concerned uh…or shown otherwise, I feel that you guys are tyrants that really don’t give a crap about the public that you serve. And there isn’t a single leader amongst one of you. A leader understands the position of a servant to the people and (inaudible) and dictation over them. Leaders understand the importance of accountability and admitting that they have a problem and making a genuine efforts to correct the mistakes. Cowards bully and threating anyone asking questions they don’t like. Leaders have a dialog to get a better understanding on what’s going on. Cowards get off…egos and bull crap assumptions as their facts and foundations bases as far as looking into matters. Now I’m here advocating on behave of the majority of the populous that you serve and that you have a blatant distain and disregard for. I’m talking about the improvers, the elderly, the sick, the single parents, blue collars working and struggling to make ends meet, we have no voice and you all have no accountability. What makes things worse that through your actions, you don’t even try to hide that fact anymore that you guys don’t even care. Now on behave on we the people, I’m here to say that we are tired and we’ve had enough. We’ve had enough of grandmother’s dying over community service and complete lacks of empathy. We’re tired of father’s dying and being shot through the back or through privacy fences. We’re tired of having good law enf…not having good law enforcement due too overzealous COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 188 MINUTES OF THE MEETING APRIL 1, 2024 police and horrible training. And having investigating tact’s of bricks and complete ignorance to the laws that they are supposed to enforce. We’ve had enough of the lack of accountable and your notorious policy to continuously want to sweep things under the rug at any…cost…necessary. We’ve had enough of your monarchy and your authoritarian dictatorship you all feel that you run here. You pissed off enough people that there is a mass collective effort to no just rock the boat, but we’re going to use every single le…legal means necessary to sink it with all the corrupt to go down with it. We want answers…and I want answers especially when you going to answer for trying to traffic my kids on an accusation alone. When are you and Andrea Perry going to answer for swatting myself and two counselors for calling…then calling 911 claiming my name is Kevin Mulally? When is your officer Blue Coat of the Year going to answer for his assault at the ODJFS building, claiming I need a lawyer to file a grievance? When the Chief of Police going to answer for setting an appointment for me November 7th here, only to get jumped? When is Jason Reese going to answer for his numerous Ohio Open Record laws violations that he has…documented? PRESIDENT BATES AYLWARD: Thirty seconds, sir. JUSTIN NICELY: You can release the public lobby…you can’t release public lobby footage, but you sure can release the names, birthdays, and social security numbers of City employees, but then turn around and try and threaten me for trying to tell you about it and turn it in. When’s our Mayor going to stop being complacent and ignoring the problem? Housing, high violent unsolved crime rates, drugs, mental health, single families, children, city corruption, (inaudible) epidemic and you really think we care about an aquarium. Mr. Chapman if you would approach and give us your name and your residential address sir. LAWRENCE CHAPMAN: Yes, my name is Lawrence Chapman I live at 4122 25th NW. Over the last thirty- five years I’ve owned probably an average of fifty properties in this City. I’ve always maintained my properties the way they should be maintained. Most of you probably don’t know my name because I take care of what I need to take care of. Recently, it has come to my attention that there is a property at 1112 12th St NE, uh…the last two weekends there has been a large gatherings at this building with cars parking in private lots, destroyed property, leaving trash behind, creating noise all hour of the night. I have tenants calling me and I tell them to call the police. The police come by, they drive by and that’s all that’s all that’s happened. I’ve heard rumors of an underground bar and gambling activities at this location. Uh…I don’t know all I’m hearing is rumors of everyone I talk to you. Uh…I’ve talked to tenants, I’ve talked to neighbors, I’ve even talk to somebody who supposedly have worked on gambling machines on this premise. I recently heard, I think yesterday that they raided this place three months ago, but they’re still open. Uh…last week, my nephew and I who helps me manage property now…we…we laid fourteen railroad ties down on one of my lots to try to keep them from parking in it and tearing it up. Uh…they moved the railroad ties. Just moved them out of the way parked in the lots, tore everything up. I have some damages from this weekend’s activities, where they destroyed a fence on one of my other lots. They just park wherever they want, they just don’t care. Uh…I..I…I don’t maybe this issue is being handled, I don’t know. Uh…I have not received any information and…I can’t get answers from anybody. I left a message with the Ward Councilperson for my Ward…Ward 2 on March 21st on a cellphone that was listed on Council website. I yet to receive a call back, yet. I put…I put thirty-five years of blood, sweat, and tears into these neighborhoods, but I could cash out to the out of state buyers, who live on a beach… COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 189 MINUTES OF THE MEETING APRIL 1, 2024 *Someone In The Audience made an inaudible comment* LAWRENCE CHAPMAN: drink some margaritas, but… I don’t believe… PRESIDENT BATES AYLWARD: No comments from the crowd or you’ll be expelled… LAWRENCE CHAPMAN: I don’t believe that’s best for the City. Uh…I’m in this…I’ve been this for the long haul and I don’t plan to leave right now. Uh…I guess what I’m asking is I’m looking for some information from somebody, that this on a radar. That this is being handled. Uh…I know we had an issue with OT’s which is just two doors down and it took a long time to solve that, I get it, I don’t know if this is being looked at. MONCEF BEN ABID: Yes my name is Moncef, my last name is Ben Abid reside in 1300 Dunkeith Dr NW Canton, Ohio. Dear Council Members, today I want to talk about the disappointment and the anger of people because of the atrocities happening in Gaza. All these has impacted the US image worldwide… put the values we stand for in question. In fact, by supporting…and being complicit…in those atrocities the US image as negatively been impacted. So by passing a ceasefire resolution, we are saying no to killing, to bloodshed, to genocide, to force of displacement, and ethnic cleansing. So please open your hearts and listen to us. Please let our voice get to you. Adopt and pass a ceasefire, this will benefits everybody, them and us. Our image is jeopardized. Thank you. COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 190 MINUTES OF THE MEETING APRIL 1, 2024 ABDALLAH MASRI: My name is Abdallah Masri, my residential address is 3892 Mt. Pleasant St NW. Uh… asalam o alikum. I have I think eight friends who are doctors that personally volunteered in Gaza and some of them are still there. And their first hand stories that are…and their pictures that they’re sending are beyond comprehension. My Intensivist friend he’s the Associate Program Director at the University of Florida Gainesville, (inaudible). He’s sending pictures of three year old…two year old intubated with…buck shots all over their body and melting bones and cheek bones showing from the atrocities in the…from the indiscriminate shelling. This is not a (inaudible). And we have…overwhelming evidence. The facts are there for tho…those who bother to look for it. My other friend (inaudible) he’s a neurosurgeon and…uh…he…has…seventy broken backs to fix their spine, but no equipment and nowhere to schedule all those…all those with the broken health care system. One or two remaining functional hospital out of thirty-six in the Gaza Strip. You can look up the numbers. Moving on, the United States has always tried to be a moderator of peace. And asking Israel not to invade Rafah And then Israel…uh…we’re going to invade Rafah anyway, but you’re going to pay for it. And then the United States says, well you have to make sure there is enough humanitarian aids. And they said uh…were going to block Rafah and (inaudible) boarders, we’re not going to allow much aid in, we’re going to starve people to death. Then the United States sends people to build this port with…uh really contentions and intentions and uh…they kill the workers today. Four people that work on that port are killed. Austrian, Polish, Spanish, so Israel not only undermining Palestinians and the Palestinians (inaudible). They’re undermining US, they’re undermining ever country, every democracy, they’re undermining and threating global safety. And we’re doing nothing about it. This is clearly to pass a ceasefire resolution and to push for everything we can do to…uh…end the…occupation and all its atrocities… PRESIDENT BATES AYLWARD: Twenty seconds… ABDALLAH MASRI: I see the time, thank you. Besides my other bills, like I put in the letter you guys got an idea of what I’m trying to talk…what I’m talking about here. So I gave you an idea, but I’m going depend on you all to come together and make my idea better were you can adopt this for us low income families. Or like United Way only offered it…that kind of assistance if you have children in the home. Well people that don’t have children have car problems too. So, in their in the low income families…and don’t…have…children in the home. We have car problems too and I’m a witness to that use me as a guinea pig for the project. Test it out, test my idea out. Another thing, I’m going to pass this…I got a couple pictures here about what I talked about last week. I didn’t get to my print shop…my print shop to have them make copies of it, but this what else I wanted to talk about. Okay so, riddle me this batman, how did…how is the homeless sleep…sleeping next to the Housing Authority on the ground? How...how is that happening and you’re right next door to the Housing Authority sleep at the Golden Pheasant…I’m not understanding that. Canton, we’ve been in…Canton’s been impoverished for too long and it’s time for…the people we voted for to do something about it. To long…we been in impoverished in this City for it to still look the same when I was living on…grew on Indiana Way. I live…I live in that area and sa…right across the street from…cr…yea…right across the street COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 191 MINUTES OF THE MEETING APRIL 1, 2024 from Crenshaw where they’re doing the renovation is, but right across the street from Crenshaw, that same sign for sale where are has been there since 1970. The same red and white sign. Make that make sense. PRESIDENT BATES AYLWARD: Thank you, Miss. Bell. (Applause) Our next speaker is Jehad Alrawajfeh…I hope I didn’t butcher that too death, please approach the podium and give us your name and residential address, sir. And feel free…yea pick that up. JEHAD ALRAWAJFEH: Hi, my name is Jehad Alrawajfeh…uh Jehad is just fine, 4501 Bishops Gate Rd NW. Uh… first I want thank all of you for the opportunity to voice my concerns today. As I’m sure your aware a number of us have attended last week as well as this week to voice our concerns about the ongoing crisis in the Gaza Strip. I think it’s already been articulated very well, but I want a second denotation that a uh…cease passing of ceasefire resolution in the City of Canton uh…for the Gaza Strip would put us on the right and just side of history. Uh…I worry that this request perhaps…perception of this request falls a little bit short…uh…of careful consideration. I worry that it’s easy to see the community that’s making this request. And to think that it’s just a Muslim obligation to stand up for the innocence and the meek within our brothers and sisters. I think it’s easy to look at the request and look at the community and to fall into the delusion that perhaps those making this request, are part of a vocal minority. Uh…and I think that’s a mistake to do that. Uh…setting the aside the reasons I believe uh…that a ceasefire resolution is appropriate and worthwhile, I’d like to remind everybody in…in this room that the residents that are make this request are proud citizens of the City of Canton. We’re your doctors, business owners, engineers, service workers that serve the City of Canton. Uh…our children go to the same schools as your children. Uh…you know we take spouses on dates at Canton’s restaurants. We attend Balloon Fest, some of us every year. Uh…we’re looking forward to taking our families to the Waterpark at the Hall of Fame Village. We get frustrated about the midday traffic in town. Uh we’re excited about the new grocery stores that are opening up and hope to shop for (inaudible) there…uh but lately it has been difficult to enjoy being a citizen of Canton. Uh…you know…when…I think all of you remember it’s Ramadan uh…when breaking your fast, you know when food turns to ash in your mouth because you remember that on hundred percent of Palestinians in the Gaza Strip are food insecure, starving. Or the clean water…uh which we have plenty of and we plan to swim in it and lounge in it and ride in it. Uh…reminds you of the children the babies… PRESIDENT BATES AYLWARD: Twenty seconds… JEHAD ALRAWAJFEH: …that are skeletal that are dying or have died because of inadequate access to hydration, nutrition, or proper medical care. It’s exasperating to know this won’t change until our leaders are willing to stand up and acknowledge that the tactics used in the region are meant to…uh…. *Buzzer* PRESIDENT BATES AYLWARD: I’m sorry sir, your time is up… JEHAD ALRAWAJFEH: …and to reduce the population growth and cause long term medical…care issues. I’m an American citizen I was born here in Cleveland, Ohio at Mercy…not Mercy uh…I can’t even remember the hospital I was born in, but in Cleveland, Ohio. When I go to Palenstine…uh…every couple years when I get the opportunity…uh I get questioned in the airport for about eight hours, right. And not because I’m a…you know…bad person or I’m involved in illicit activities or something like that. It…they do it on purpose, just so you don’t come back, right. Just so you don’t come back to the country that my father, my grandfather, my great grandfather and so on were born and raised on, right. The land that the tilled and you know…raised animals on…uh…it’s systematic and everybody who’s gone to Palestine knows this and has experienced it. The last time I went I had my…my daughter and who was about a year old. And we waited in the airport for about seven hours, right. And they said we need to question you. They didn’t question me, we didn’t have any water, any milk, you know it’s just…it’s terrorizing. You know what they do to us. And as you could see if you look in what’s going in the news…I implore you to go and look up Al Jazeera News English, all day. And it’s actually a more relaxing news even though you’re watching genocide compared to CNN and Fox News and stuff like that. It’s less uh…opinionated, right. It’s just facts. Uh…so anyway I just wanted say to you guys…that if you guys care about your reputation and the future of this City, uh…you will stand with the oppressed and call for a ceasefire. We…I’ve seen a lot of people coming to the City Council, there’s a lot of problems in this City, right. And money could fix a lot of these issues. I know we don’t have like uh…mental health…you know a big mental health…uh…you know…care for them. Instead of sending all this money to Ukraine and Israel to literally just kill children and women…you know statically it’s still it’s actually smarter to join Hamas, you’re less likely to die. You’re more likely to be…die if you’re a woman or a child, right. A lot of that money could be out here in the City of Canton. We shouldn’t have to be for grants by driving giant lithium batteries. No we should get that as a right as being Americans. We should get free education, we should get free health care, we should get you know housing. There’s housing crisis here…you guys should do something about rent control, right. Today I’d like to take moment to define to you what exactly an atrocity is. Idi Amin, guilty of the murder of three hundred thousand in Uganda. Pol Pot, the blood of two million in Cambodia is on his hands. King Leopold II of Belgium, blood of ten million…men and women of Africa are on his hands. We stand right now baring witness to over thirty thousand deaths tragic, violent deaths…Gaza. That blood is on our hands. We have a choice tonight ladies and gentleman. We can listed among the names of Idi Amin, Pol Pot, and hundreds of other heinous criminals throughout history. Or we can stand with people like…nations like United Na…United Kingdom, France, China, Russia…those are the permanent members of the UN Council. Elected members of the UN Council are places Algeria, Equator, Guyana, Japan, Malta, Mozambique, South Korea…and others. Many of them are allies, many of them are friendly business partners, but all of them on the 24th of March 2024, voted for a ceasefire. That stands separate from the heinous names I mentioned before. We have a choice ladies and gentleman either we stand on the side of peace, stand on the side of consciousness, stand on the side of morality. And say loud to the world that we want peace. Or we stand silent…we’re quiet accomplices to more bloodshed…to more deaths. Anyone call this type of massacre a foreign policy issue should seriously evaluate both their facts and humanity. Speaking of facts our government is authorizing a new arms package which includes more than eighteen hundred MK84 two thousand pound bombs, five hundred MK82 five hundred pound bombs, and fighter jets…for Israel. So on one hand, our government has authorized this new arms package or Israel on the other hand it’s dropping food aid to Palestinians to but on a show. The hypocrisy is not fooling anyone. I’m sure…actually I’m not sure how many women and children must be massacred before this City Council votes on a meaningful resolution for a ceasefire. The genocide must be stopped...not just postponed. I’m here representing our brothers and sisters in Gaza. If any resident of Canton once to speak up for the oppressed under siege, victims of atrocities in Eastern Europe, North Africa, Middle East or anywhere else in the world…they are free to do so. As Muslim we condemn the oppression and pray for the oppressed … across…the world. A few years from now the International Court Of Justice will complete its judic…judicial process and deliver final verdict of genocide against (inaudible) government. Other nations found complicit in this genocide will not get a free pass. And I don’t want you all to forget about Saturday morning. We will be cutting the ribbon on the Health Facility and the Grocery Store. Which is located at 1318 Gonda Ave SE. If you could possibly be there by 10:30 AM, it’s going to start at 11:00 AM. And for the uh…listening audience also, thank you so very much.
