PUBLIC SPEAKS PRESIDENT BATES AYLWARD: What we are going to do now before we begin Public Speaks, is grant the Mayor the floor to make a statement uh… in regard to the incident that I know most of you are her about. And he uh… has the floor. Please… as we respect your right to speak, please respect his right… to… to say something. MAYOR SHERER: Thank you, Madam President. Eight months as a new Mayor and I know what I signed up for, but I didn’t sign up for this. Many of you saw the video that’s circulating over the weekend involving the Canton Police Officer kicking the suspect in custody. You’ve heard me say numerous times on more than one occasion that we can do better. And I’m tired of saying it. It is… it is about action. This behavior is not acceptable and will not be tolerated by any department in the city including the Canton PD. And this will…. and this will (applause) and this… this will be handled. I want to… I want to also reiterate that I have total faith in Police Chief Gabbard and his ability to lead our Police Department. And it is very unfortunate that situations like this reflect on our entire department. And we… and situations like this will be handled. Thank you, Madam President. PRESIDENT BATES AYLWARD: Thank you very much Mayor. Okay, we are now under Public Speaks. Many of you have been here but I want to review for maybe some that may not have been. Alright, our first speaker is Miss Kim Bell. Miss Bell. KIM BELL: Kim Bell 1733 Morris Ave. Tonight… Mayor you spoke, now I’m speaking. I want your resignation. We all do. And I will ask those who are in position, maybe not in this room, to allow me to finish his term. Or… I would go house hunting for Ben Crump and Al Sharpton in the Canton area and go work for them. That old saying, “Never kick a man while he’s down,” this is just what this coward of a cop did. This administration has failed the black community and given us civil order from the very department we salute the flag to “Justice for all.” Your first move, Mayor, should have been the police department. Right before Tom left, Zach was killed by a Canton Police whose father is the Canton Police Chief in the same department. Then in April, Frank Tyson was tortured by Canton Police officer Camden and Burch and a bar customer who use their body weight as… tortured him and used… their… their… bare hands and body weight to kill him. At the first town meeting, your administration came to the southeast side where it’s mostly black community where Frank Tyson was murdered by Canton Police, to talk about sidewalk repairs and another park. No one is walking anymore, they’re Ubering and Lifting. What do we need the sidewalks fixed for? (Applause) Stop doing the very minimum just to say… just so you can account for money you put in the neighborhood. Stop trying to play us. Last meeting, you all voted on giving new officers higher pay, well that price just went up like the dial. Now the starting salary will be what $70,000? A black man in a uniform, he does not… he honors the badge unless he’s weaker… a weak minded officer. He honors the badge. Do… I’m pretty sure a lot of you Chris, Nate… MEMBER SMITH: Don’t call out my name… PRESIDENT BATES AYLWARD: Yea… KIM BELL: … Frank Love and… and… and… Officer Boudreaux, those officers wouldn’t have did this. Kicked a man they would’ve simple went there and said, “What are you doing, what are you doing? Come one you’re going to jail.” They wouldn’t kicked him, the wouldn’t have shot him at the bar. I’m asking the protestors and the activist to please to stand down. Let them… give them an opportunity to give Chief Gabbard an opportunity, to give Andrea Perry an opportunity, and give Jason Reese an opportunity. PRESIDENT BATES AYLWARD: Thank you. CHARLA JONES: Okay. We already gave the Chief, the Safety Director an opportunity and the Mayor to fix what’s going on in this City and they have failed us. Numerous times we hear the same speech over and over how you guys are sick of it, but we are the ones who’s facing it. Family, friends, children that we have watched, babysit, watch, grow up with our children being beat by Canton City Police. And nothing is being done. We hear the same speech from all of y’all. It’s a routine at this point. I don’t believe you. There’s no action in none of the cases that we have been here for… for the past three months. It’s a continuance. I’m glad one of you guys are up and alert because the last meeting you was nodding off. Let’s just be real, you guys don’t care what’s going on in this City because if you did, the Tyson family would have justice, the Waiters family would have justice, and that young man that was beat, kicked… dropped kicked in the video would have justice. It’s time for this to stop. Or what do you expect us to do? Keep allowing y’all to beat our black young men? Or take action on our own. I don’t have a dream, I don’t live in a fantasy word… I live in reality. And reality is our black male children are terrified from the police. The Chief of police had the nerve to say “ That their officers are stressed out,” (Laughed and then audience laughed). How do you think our kids feel? They in fear of their life when they see the police because the police put that fear in their heart. Y’all playing in our face now. Y’all are truly playing in our face now. Y’all are letting all… and I ain’t even talking to y’all cause y’all don’t care. The Mayor knows he don’t care. He give us the most (inaudible) speech (inaudible) talking about yeah, yeah, we care, we care for you. Man get out of here with that. I’m talking to y’all… PRESIDENT BATES AYLWARD: No ma’am you have to address… us.. VERONICA EARLY: I’m talking to the public… I’m talking to the public. PRESIDENT BATES AYLWARD: That’s fine. VERONICA EARLY: And then y’all understand… all this marching, all this demonstrating… it ain’t doing nothing they count on us to do that. I told y’all we got to hit them in their pocketbooks. We shouldn’t have been out there for the Hall of Fame, we should been out there stopping their money. AUDIENCE MEMBER: Next year! VERONICA EARLY: But… but… but they said you know we have to get permission. Oh no… no… no you can’t protest that. Isn’t that a protest when you don’t want something and they do something and they do it anyway? Is that not a protest? But no everybody was scared. We got too many handkerchiefs in our community that said “ No be calm, don’t do this, don’t do that,” while they keep killing us, beating us, destroying our community. I… you know what, we can defund the police because I take my chances out there with the drug head, with the robber, (inaudible) I’m scared to death with y’all. I’m scared to death of the police. And what we need to do is start writing anybody who’s associated with the Hall of Fame, not in Canton, write in and let them know how this is the most racist place to live. How you and your children are not safe if they are brown, black, or poor. You… we are not safe. And we need hitting them in their pockets. Everybody needs to write. Put it on your social media pages. We need to let the NFL, let the Hall of Fame people know what’s going on here in Canton. And let them know they may want to come here next year and they may open to them. What are y’all going to do? We are sick, we are sick, we are sick and tired of you guys just doing all this. We got a black female sitting up there, Law Director, we got a Safety Director whatever. She actually turns her back and I know she does because I’ve been down there to talk to her. She seeing things in her face and she acts like… oh… “Oh did that really happen. Girl what can I do?” Do more… PRESIDENT BATES AYLWARD: As you know, address me… VERONICA EARLY: So we need to start hitting them in their pockets… hitting them in their pockets. And the Hall of Fame is their queen. They love that thing. Let them know. You better do something or you will not have a Hall of Fame… because what are y’all going to do because the city is already tired. We’re tired of y’all. What’s going to happen when everybody here gets sick and tired of y’all? Then you’re going to have a problem. PRESIDENT BATES AYLWARD: Thank you, Ms. Early. (Applause) Our next speaker is Miss Skylark Bruce. Miss Bruce. SKYLARK BRUCE: My name is Skylark Brue and I live at 2216 Bolinger Ave NE. For over four years I brought a water bottle with me into these chambers. Suddenly today, that is a problem. I’m not sure why the COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 339 MINUTES OF THE MEETING AUGUST 26, 2024 officers at the door had determined 16 oz of water to be a hazard, but it’s very strange. Not strange compared to everything else. Of… as they continue to behave in disgraceful ways toward ordinary people who pose a no threat to them. Two evenings ago I was horrified to recognize Mahoning Manor, a few blocks from my home, in a video sent to me. A young black man was on his knees with his hands raised… complying with the verbal orders giving to him by the officers nearest him. Another officer, Brandon ?? come... running up and lands a flying kick into the man chest… this knocks the man to the ground. I don’t know what sort of Jackie Chan movie dojo Officer ?? mistook for the Police Academy, but around here you’re not suppose to get that sort of treatment without some kind of justification, but Officer J.T. Hampton was also there which usually means someone’s rights are getting violated. A second incident this weekend involved two officers beating the crap out of a young black man who showed no signs a struggle. The video I saw indicates this was at West Park by… the Veteran’s Memorial catty-corner across 13th St… from… from Mercy Hospital. We’re told “Do what the police tell you and you won’t get hurt.” We are told, “ If you’re not doing anything wrong, you have nothing to fear.” (Applause) We believe actions not words. A running direct kick to the chest can kill someone. People don’t carry giant signs saying I have a heart condition, maybe don’t kick me in the chest. Many of us were so relieved to see this young man upright and still alive moments later in the video. May he recover well. Meanwhile this is all too familiar to the family of Frank Tyson. Two weeks after the preliminary autopsy report, they wait. Four and half months since their loved one was brutally snatched by the CPD. This is all too familiar to the Palestinians in this room and in Gaza. The tactics we are seeing in the streets of Canton by CPD, increasingly mirror the decades of oppression that Israel has (inaudible) out cruelly on Palestinians of all ages. This is the same community now being slaughtered by the tens of thousands. Which this Council can’t get enough votes to verbally support. What is the reality today in Palestine can quickly become the reality of tomorrow in many other places. It could be my family or your family desperately seeking a safe zone with cold hearts everywhere you turn. It’s not too late to make Canton safe from police violence. Justice for Frank Tyson, Black Lives Matter, and Free Palestine. (Applause) PRESIDENT BATES AYLWARD: Thank you, Miss Bruce. Our next speaker only wrote a first name of Asia. And she can’t get around places without her wheelchair because she broke her hip whenever she was in nursing school. And she couldn’t work in the nursing field because of her injuries. And so her wheelchair doesn’t get around very easily. To the fact that not much wheelchair ramps are not around our cities crosswalks at lights, and at streets and at business. Please help me put wheelchair ramps in Canton, Ohio. Thank you very much.” Thank you. PRESIDENT BATES AYLWARD: Thank you… thank you very much. Mr. Gates if you could give us your name and residential address please. DANIEL GATES: My name is Daniel Gates and I am a resident of the United States of America Republic… okay. PRESIDENT BATES AYLWARD: And also Smith Ave… it’s on the sheet. DANIEL GATES: That’s a mailing address and I don’t live there. I live in the United States of Republic okay. PRESIDENT BATES AYLWARD: Okay. DANIEL GATES: Thank you. I have been a victim of police violence as well. Just yesterday actually, but back first in 2019, they popped my spine… out of socket. That got swept under the rug. They never got no news coverage… okay. Nothings ever been done about it. I let it go. I shouldn’t have because I could’ve hit your pockets… okay. Yesterday, am going to hit your pockets for what happened yesterday. Without your officers investigating anything, they pulled the gun on me for being an armed citizens. Which I am every day. Give me liberty or give me death. If you guys keep coming after people all across America, I’m not just saying Canton, then people are going to revolt. Which is our Constitutional Right under the second amendment under the Constitution. I’m tired of the brutality, I’m am tired of the violence, and I tired not having peace. We were guaranteed life, liberty, and the pursuit of happiness. I am not pursing happiness, because every time I walk out the door… every time I walk out the door the police, they’re coming for me. They’re coming for my people. I’m tired of it. It needs to stop. We don’t need no more meetings, we no more cameras, you need to train your officers on how to be an investigator, okay. Not being tactile. That’s all they ever say is, “Oh my life. I have the right to go home to my family.” Well what about me as an innocent civilian that you have mistaken my identity of? How about that because I almost died yesterday by your police officers. By your police officers who… all it took was a pair of red shorts. That’s all… they had one detail. And they knew they didn’t have their guy. I wear cowboy boots I’m not running nowhere. Like I said give me liberty or give me death and that is patriotic. I’m not making a threat that was a guarantee by the Constitution of the Unites States of the Republic. It’s guarantee! We elect you, we bring you here. Do I need to step up? Do I? I got dragged and I got crystals in my hair and I got tattoos. I am the common man. You put yourselves here… PRESIDENT BATES AYLWARD: Sir… sir… DANIEL GATES: You should hold yourselves to a higher standard because you put yourselves in that higher standard! Volume is an exception… it not. I am allowed to be as loud as I want under the first amendment. I am upset! Your police officers pulled guns on me and told me to calm down when I did nothing. And it’s been happening. So you want to say that you’re going to do something, this has been going on since 2019. Look up 1085 2019… 1085. You’ll see. JUSTIN NICELY: My name is Justin Nicely 2952 Lincoln Way. Resident of Canton hall of shame is a platform to the public. Been before you Council several times to tell you there’s a problem, yet y’all don’t listen. Just back to your days like nothing is (inaudible) in your delusion like this is the everyday reality that the majority of you represent and it’s not. You all feel the sense of entitlement as you sit in your position in your elected roles of presumed authority all a while forgetting it’s derived from the liberties of myself and we the people here that put you there. Now in an intellectual dialog of addressing what’s wrong, things are going to be said that you may like to hear. And hence my gift to you prior preparation – H and obviously y’all ain’t using it. So stop taking what’s being said to you personally and get your attention. Now, I’ve been asking many times for you leaders to sit there and take it serious enough and have all your leaders come and sit at the table. Now, last time I was here your Madam Chair had the audacity to sit there and tell me to sit down and be quiet. Only proving my point on how well she really (inaudible) public servant. Now last I checked employees don’t get to tell the bosses here what to do. Now, as your boss though I’m reasonable enough to accept an apology and legitimate efforts on y’alls behalf to sit there and make reasonable efforts on your cha… on your ends to sit there and make a decent change for betterment of our community. Now with al due respect, Madam Chair and to the rest of City Council, not only am I not going to sit down and be quiet, but I am going to stand toe to toe with and shout from rooftops against any of you trying to intimidate and expose those who abuse the rules. Now to clear the air once and for all, I’m going to go ahead a reintroduce myself for all of you so you know who I am and what you’re in for when you know that when it comes to this war against myself and countless others. I’m a single father of four children, three that the system has kidnapped, trafficked, and abused. Gave back under the cover up and blackmail with no follow up. My youngest son right now, in the fight for my life just to sit there for the sake of being a father. As a single father in this state and especially Stark County, I’ve been met with systematic failure across the board. And when trying to get answers on why I’ve been threaten, assaulted against, conspired against, charged, harassed, slandered, and ignored. All my claims meticulously documented, so you’d think by now y’all would realize I’m not looking for money and lawsuits. So telling me to get a lawyer isn’t going to get me to shut up and back off. Now, I’m in touch with state reps, press, We the People, members of Congress, Senates, single parent father advocacy groups.. all is… trying to put in to place with legislation that can drastically overhaul this broken ass system that you all are oblivious to being in such bad shape. Now most of the guys that are partly irresponsible for putting you in national spot light for being one of the most corrupt cities in our nation. With Canton hall of shame and the power of social media being our weapon… against you. And your complacency being shown to millions. Now, this is my ultimatum for you and until the Mayor, your Safety Director, your Chief of Police, your Prosecutor, your Law Director, your everybody of all your city administrators are willing to sit down have a dialog and address the issues and answer simple questions, I’m not going to back down. Very ashamed of each and every one of you, especially the Mayor. You know it… what it takes me to feel like this, I went to Ferguson, Missouri ten days ago for Mike Brown’s 10th year anniversary… hands up. They showed me more love in Missouri then what y’all showed me in my own town. I’d be proud to call Canton my home… nah not at all. I’m not proud no more. And for you up there on that board, especially you black ones… I’m serious. It’s going to be one of your family… member and you gone be on this side in a club I did not choose to be in. I didn’t choose this club. Y’all put me here. And each and every one of y’all… I mean each and every one of y’all (inaudible) my family and apologize. Fake apology the Mayor gave… save that shit. You understand, save it! It’s time for this… shit to stop. They’re nothing but Klansmen in blue. That’s what they are! The Klansmen are in blue! And I still think that was a pretty good idea and I… and I’d still like to endorse that. And I think that… you all need to be reminded that… that the tone and the culture starts here. When I was an elected school board member, that was the first thing we learned in school board school, that the tone and he culture starts here. You all need to learn that lesson. You know I… I watched that video that happened Saturday night, actually right behind where I live. And I was appalled because we keep coming here complaining about the same things. It’s the same basic problem. The police just roll up even before the cruisers doors closed, they got somebody going. And… and there’s no verification is to what’s going on, there’s no de-escalation, there’s no real concern for anybody’s rights. The fundamental duties of a police officer, is to serve the community, safe guard lives and properties, protect the innocent, keep the peace. The Ohio… Law states that a police officer will never employ unnecessary force or violence. I looked this up today and we have this going on over and over. Forgive me, giving honor to God because I don’t want to get upset. And to thee Tyson family, justice will… take place for you guys. But my think is… when I got two videos yesterday, a young man on his knees, hands up, dropped kicked and I’m looking at the video I’m… I’m… I’m looking at the young man, but I’m also looking at all those police officers that was out there. Not one of them said anything to him. Like “You shouldn’t of did that,” or “Why you do that,” or “What’s this for,” or anything. And that tells me one thing, they’re used to doing it, and used to covering it up. Thy know that they’re people is going to cover it up. Whatever we do, we’re not going to tell on each other. I mean this is going on and it… it… it… just got to stop. Now, I’m trying to be patient and understand and job… the job is tough. Any job in… in… the leadership got to be tough, but I agree… I think that the Chief of Police has totally lost control over… what is happening in the city. I don’t see no changes. I… this goes way back to Shawn Morosey and Darrell Ross. This been going on and on and on. As a matter of fact it goes back to Emmitt Jones, when they… put him in the trunk and beat they boy real bad. And sooner or later somethings gots to take place. Canton’s… uh violent crimes is at 362.8 higher than it’s usually been. I mean what is going on? I mean and you can look these up… you can look it… actually look it up. The misconduct that’s taking place in this city it is just unreal. We need a real City Review Board. And at the bottom I’ve listed the people we need on that board. We don’t want to ride around in a police car. I remember myself and seventy passengers on the first Civil Review Board. You want to ride us around in a car. For what? You going to be out here misbehaving. We don’t want you on your best behavior. We need to monitor that cases that come in. Not no he oh he gets twenty- two times before we can do anything. When Hamas killed civilians and took hostages on October 7th of last year, it was an act of violence. I value human life an basic human rights. The National Code of Justice Prosecutor Karim Kahn found reasonable rounds to believe that three Hamas leaders… their criminal responsibility for war crimes and crimes against humanity committed on territory of Israel and the state of Palestine in the Gaza strip from at least the 7th of October 2023. Council Member Fisher also questions why resolutions where not done after the US invasions of countries in the middle east following 911. We’ve told Pastor Moss who killed this girl. She wasn’t from Canton man. It was just her and her boyfriend in the house. We told, this man walking free. So how do you think we feel when we try and tell y’all when this stuff is going on and y’all don’t do nothing about it. We know who’s doing it, we trying to tell y’all, y’all still don’t do anything. And then when I’m having an interaction with the police they don’t care who it was. Let me tell you I just had an anxiety attack man, I just saw Robert Hubert. I walked out of here I saw Robert Hubert, Robert Hubert is the man who killed James Williams. He’s a detective. He was just in the hallway man, so how do you think I feel? I can go to Walmart and see this man in Walmart in my community, but he scared to be interacting with us. Either they scared or they’re stressed out. Now we just gave them seven thousand dollars last year for mental health, right. Check the dockets how much you give these people for mental health.
