I expressed how I feel about it at the last meeting. And this may not concern what we are getting ready to vote on, but after listening to J.R.’s uh… you know what he presented tonight. All sounds good and all that, but you know I do have an issue when he talked about blighted properties and blighted buildings. And the reason why I say that because, you know I’m still having an issue with Hercules Building. And I know that it belongs to the Timken Company and all of that, but I consider them as being landlords. And one part of their building I considered as a slum landlord. And that building has been sitting like that from administration to administration. And I know that we helped them, you know back years ago and they did the front part. And I just talked to John Highman and I understand that there’s roundabout. And he can tell you I really… you know… didn’t really got for the roundabout because I couldn’t understand why we building a roundabout just to look a blighted building, but you know. And… and I appreciate… you know… Stark Metropolitan Housing being taking off of there, but I’m still not going to support that; because I still feel like there are good landlords and there are bad landlords, and I don’t think that the good landlord should be punished for what the bad landlords are going to do. And I do have an issue because I haven’t really understand or gotten any clarity as to well all this money is going and what we’re going to do with it. PRESIDENT BATES AYLWARD: Uh… are you finished ma’am? MEMBER SMITH: Yes, I’m finish since nobody… can answer that so, I guess I am finished. MEMBER GIAVASIS: I just for the record want to uh… make it clear that you know from the presentation that Mr. Rinaldi gave tonight. Uh… the city is making progress with the use of these fees. Uh… to answer about where that money is going and being used, is my understanding that there was a lawsuit… uh… that was settled uh where… that… that… it was uh… we were told exactly how those funds were going to go and where they are going to be used. I think J.R., tonight, gave a pretty good outline on how those funds were going to be used. And we can also see from that presentation that right now that that fund that does everything that he went through his presentation tonight is operation at a serious deficit. So, if the city is going to continue to end that progress, they city doesn’t have a choice but to increase fees of some nature. Uh… if it’s outlined in this uh… ordinance. Uh… I’ve had several conversations with landlords, I’ve had uh… several conversations with the Mayor. The Mayor has given me his word that we are going to look at… ways possibly to… relieve uh… the financial burden on those landlords that are doing things right. And those landords that continue to operate their rental properties, as an example some of those pictures tonight where the houses aren’t even habitable… uh… should pay those fees. Uh… I asked the Law Director, tonight, to look into the possibility of some of what those remedies might be… for the landlords that are operating and doing things correctly… uh…keeping their buildings up… uh without violations, code violations and things like that to make sure you know the rental properties are liveable. Uh, I do believe that the landlords should… uh… be given some relief for their efforts and make sure their doing it the right way. Uh… I trust that the Mayor uh… is going to hold those meeting like he told me he was going to so that way we can find some type of consenses on how to… uh… relieve that financial burden on the landlords that doing it right in the first place, going forward. Yet, they pay the top three people at SMHA… this is salaries alone, this is not a complete benefits package, Six…three… excuse me $370.00 a day. Do the math folks, figure it out. I remember on the southwest side, when three men robbed the Clark Gas Station. Well, the gentlemen… one of the defendants were shot so they… and he died. So, they all three were charged with his murder. Okay, it was ruled a homicide, Frank’s murder was ruled a homicide why wasn’t all… three… of those cops charged with reckless homicide or two cops and the bar guy charged with reckless homicide? And why didn’t they lady who… who… welcomed the police in by saying “Get him out of here,” COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 457 MINUTES OF THE MEETING NOVEMBER 4, 2024 why didn’t she get charged with inducing panic? These are questions Kyle Stone should have presented to the prosecutor to get a murder conviction… to get a homicide conviction, instead of reckless homicide. When it go… when the case goes to court, I hope the Tyson man here, asks them to plead it out; because why risk taking it to trial and white women on the… on the uh… jury and white men look at those two officers as their son. And go back to the jury room and turn the case around… it was Frank’s fault that he died, and turn this on Frank killing himself instead of those two officers and the bar guy. I know how the system works because I been in it all my life. And I… once I came out of the system and I kept bumping my head up against that wall and I went to paralegal school, I figured you all out. Nobody’s told me anything… if anything’s going to be done about the homeless. And I thought you were Mayor and you’re Mayor. Okay, I did call you. You call me one time and said, “Susan, I’m going to help you out. You’ve been in your house for forty years. You don’t have to put up with that.” You never get the decency to call me back, and I’m still putting up with it. With the trash and garbage in my yard from a guy that was homeless, that moved in a house. His mother was dead for ten years and he moves in. Their… their heat with propane in there. About ten feet from my house. He driving three cars around th… and don’t have insurance. He has a thing that he can’t have license for the rest of his life, but he’s out there driving. And that’s not even what I wanted to say today. I wanted to talk to you… I didn’t know… I’m yelling at him down there. I don’t want to yell at you, I want to talk to you. First of all, I work for the Homeless Outreach Team, Steve Roberson. And he’s an ass… sorry. And I was down there when you guys shut it down. They… they asked for police officers because there was trouble there. And I wouldn’t want that place next to mine, but they have to be somewhere. They’ve got to be somewhere. They can go get a bath in there, they could get food, and they can sit there and talk to us, and we can pray for them. Not go downtown, they’re sitting all over the place with their carts and stuff with them. I heard they’re not allowed to do that. That’s their home, they got to take it with them or it’s going to get stolen. Somebody went down to the… where they’re staying at, the camp and took pictures the day after I was here. I don’t know who did it. And the police officer, some of them feel sorry those guys and they’re sent out in the street to move them. I mean that’s true because that’s a fact. I know where they stay and I also know… what… nevermind. I’m not going to say that. I’m not going to bring anybody else in it, but you’re looking up the wrong tree Mayor. I’m just telling you that. There’s more people out there that’s doing more damage then the homeless in this town. We have drugs, we have them on our street. I tell you to send the police out there to fight with somebody fighting with his… mistress or whatever where they’re selling drugs. You could be out getting the real criminals. The police don’t have enough people and they’re overworked. And they’re get… and they’re jumping… jumping the gun maybe people’s dying that shouldn’t be… I don’t know… you know. And I… I… I agree with you. You know, but that’s up to them to tell the story, but you never called me back and I never heard anything on the homeless people. Am I saying that correctly. ERIC WOHLWEND: Very good ma’am. I am Eric Wohlwend from 202 49 St SE. I am a member of Stark County Real Estate Investors Association and uh… professional housing provider. Anybody that is here, that was in opposition to the Ordinance that just passed… please stand up to oppose resigistration fee increases. (Audience members who oppose stand.) So, you can see there’s quite a few of us here… that were against that. And I do really want to thank you, thank you everyone. I’d like to thank Councilman Fisher for spending more than a half an hour having a really good discussion with me today. So, thank you for that. I appreciate it and I’m sure you talked to plenty of other people. Now, we looked at what the bunk… uh… Building Department had that was a good presentation. The guy was very happy, in fact. he was excited to take credit for that building at 3001 West Tuscarawas St. So, let us give him the credit that he deserves for the Building Department. They said, “Look at what I did.” Well actually it was my company that did that tugpoint job. It was my company that paid more than $30,000.00 to fix the corner of that building. And that wasn’t the problem, it was the tens of thousands of dollars, and the months of trying to work with the Building Department, that drove me out of the city. It was them just saying, “You’ve got to tugpoint the building,” I said, “Well tell me exactly where. Send me a picture of what you want done, I want to work with you.” By the time we finally got that one little corner COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 459 MINUTES OF THE MEETING NOVEMBER 4, 2024 done they said, “Wow, that’s a great job.” Sent pictures… he was thrilled with the way it was done. We always wanted to do that. And he just kept saying, “You have to tugpoint the whole thing.” drug it out the entire summer. And that was the last straw. I bought that building from a very bad landlord that was actually sentenced to spend 30 days in jail, because he didn’t keep up with his properties. For the next twelve years you had virtually no violations when I fixed it up. And if you have any of the building and code reports, look at what it looked like when I owned it. And after that, dealing with the Building Department… not the $110.00 fee that’s annoying, but just the extra bureaucracy I had to go through. I sold that to another investor to recoup what I had into it. It is now sitting vacant. So, let’s give the Building Department full credit for that building. It has been empty since about a year after I sold it. It’s boarded up with thousands of dollars in violations on it. That is what the Building Department got at 3001 West Tuscarawas St. They talked about all they do. You know what, we mow about five thousand yards a year and we don’t gauge our tenants and charge them hundreds of dollars for mowing. We… they do six dozen in rehabs… well we did seventy - nine just in 2017. My company fixes up more houses then they can get fixed up in the city. And you’re running us out of town. LILA WOHLWEND: My name is Lila Wohlwend, 202 49th St SE in Canton, Ohio. I watched the Code presentation just like all of you. And I want to give him some props for finding ways to lower some costs, but I do disagree with him when he said that if Code wasn’t involved there would… we would quote, unquote, “Never see these success stories.” I been in the real estate industry since 2002 and I’ve watched thousands upon thousands of other investors dump piles of money into buying dilapidated homes and fixing them up. They did it because they wanted too. They did it because that was their business. Some of them fixed them up and sold them. Some of them fixed them up kept them as rentals, but they didn’t do that because some Code Official was telling that they should. They did it because they wanted too. Wouldn’t it be great if you guys could set up an environment where investors were fighting to get into this city. They wanted to buy these properties. They wanted to fix them up. How much would that lower your demolition costs? How many more homes would you have on the market that people could be renting and living in? Wouldn’t that help lower rents as well, because we would have such a supply, that people would be able to renting them without having to fight over one unit because there isn’t enough. Wouldn’t it be great… if… we had… a good working relationship and not the frustration that I hear from all of these investors. All these proper… housing providers that want to be working in different areas. I work with a lot of people and they don’t want to invest in Canton. They don’t want to buy here. In fact, they’ll tell me, “ Look for anything accept for what’s in that city,” because they don’t like your registration fees. The don’t like the… the bureaucracy and red tape of working with Code. And I have watched some of those difficult situations. I think you guys need to set up a better environment. You wouldn’t need to have any kind of registration fee, if you had the right relationship with the right investors, because they would be the ones that would get these from the bad housing providers. And they would be ones fixing them up. So encourage the right things so you can get the good ones back in this town. Thank you. PRESIDENT BATES AYLWARD: Thank you, Mrs. Wohlwend. Guess I’m here tonight because I’m going to asking for a public record request for Saturday at 3 o’clock, when… this… wheelchair or this stroller is laying there and you see somebody getting loaded on to a gurney… and that’s all in front of this bus. Now, I don’t know if that woman got hit or fell over, or what happened, but I’m going to ask for that. The reason why I’m going to ask for that is because I was accused of that… two crimes down there at that bus garage. One, when I got to court I couldn’t speak. The other one I never had a court date for. And I sit here and these people talk about COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 460 MINUTES OF THE MEETING NOVEMBER 4, 2024 these… unethical conduct by state and Federal Elected Officials. And you guys have eyes, but you cannot see and you have ears, but you cannot hear. And so I’m looking at these busses with a bunch of damage to them, wondering how many incident reports there are. But I didn’t notice a police officer come. I didn’t notice any report. None of that did know and I’m not sure what went on. What I do know is, I stand there and I watched them run off the bus garage and run through the stop sign. And under Section 4511-43 you can’t run a stop sign unless you have an officer waiving you through, but they run it anyway. It’s amazing and then the pull right into the crosswalks… when they’re suppose to stop behind them. And that brings me to Chapter 505-491 where Mr. Watkins don’t right them a ticket. So how much selective law do we have? Are… are you an aristocracy? Are we just commoners, because I’m wondering. And I hear this man talking about the money he spend and the problem he had with Building Department. Well all these fires in the apartments I go look at, and they don’t say they’re apartments. They say that it’s a home owner in it. These people are renovating the Building Department is missing all this. You’re suppose to have fire ratings that aren’t being accomplish through the incompetence of your Building Department. And I’ve had multiple pictures and brought this to the attention of multiple people. Uh… quite frankly, you’re killing people while your robbing them. I just want to tell you that. I don’t know of you think you’re better than us, but my dad come from the Green Beret and the World Terrorist Command Center In Fort Bragg. People ask me, “Are you a Veteran?” Well, no I’m glad I’m not when they’re smoking bubble pipes and called The Hells Angels. Selling drugs in the country and around the world. And our government doesn’t recognize that our military is running an international crime ring. Under violations of uh… US Title Code 8… (inaudible) .332 B Terrorisim Transcending National Bounderies. PAUL BILLIG: Good evening Council. My name is Paul Billig. I live at 5759 Wynnbrook Rd SW. Uh… I wanted to first start with… uh thank you Councilman Fisher for his phone call today. Uh… I sent him a phone call regarding the registration fees. Uh… I was grateful to uh… get a phone call back from him and have a discussion. Uh… sorry that we didn’t see eye to eye on the issue, but I do appreciate the time you gave for that so, thank you. Uh… while I was talking to him I was actually in… uh a rehab that I’m working on. I… was a science teacher, I quite that job in May. I… started rehabbing houses. So, I apologize for my dress, but uh… I just want to say that this is uh… this is what a landlord looks like who cares about the things that they are owning and tries to take good care of them. So, I hope you categorize me as that. (Applause) I’ve been putting a lot of blood, sweat, and tears into these houses. I’ve… this is the third one in your city that I’ve worked on this year. Uh… I hope you catergorize me as a landlord who takes care of those things. I’ve heard some comments made to uh… saying that maybe we can work with some of these fees with the people who are following all the rules. I’ve been following all the rules with the code. I’ve been working with uh… these inspectors on things and been fixing things up. Uh… unfortunately I have to say that that’s just lip service. Uh… because you passed it anyway tonight. Uh… you passed it anyway and you’ve fee’d me… uh… even though you might think I’m a good landlord uh… if you’ve already decided to fee me anyway, and maybe down the road we’ll figure out when I’m good enough that we can… negotiate with me, but right now you’ve passed it and it’s a blanket on the people like me. Uh… I want to say that I uh… was in rehab and right next to me is an empty lot uh… from a place that was recently demolished. Uh… It was actually there when I bought the property. I came back and started fixing it, it was gone. Uh… that’s a missed opportunity. It’s a missed opportunity for people like me who can fix it and turn it into somewhere nice and safe and liveable and clean. Uh… it cost you money to demolish that. Uh… we saw how much money it has been costing to demolish hundreds of homes around here. Uh… you manage to squeeze $50.00 out of me every year… uh for a uh… registration fee. I could’ve saved you tens of thousands of dollars with a demolition that you didn’t have do if you let me do my business. So, again… I don’t want to uh… I don’t want talk down anybody, but in business there’s two different ways to fix your budget. You can increase revenue or you can decrease costs. Uh… if you worked with people like me, and made it simple and easy for us to do what we do, we could fix your problem at little to no cost to you, if you would just let us. SKYLARK BRUCE: My name is Skylark Bruce and I live at 2216 Bollinger Ave NE. Wow, charges! Until Friday evening many of us thought that Canton would do business as usual as related to the officers who murdered Frank Tyson. This city had never held any of it’s officers meaningfully to account for in custody deaths. While the charges of reckless homicide are woefully inadquent compared to what Burch and Schoenegge did, it is something. We may be the at the beginning of a new pattern of accountability. Beginning with the two officers who assaulted Cassie Convern and Jaemiier McElroy. The firings of former officers Nicholas Casto and Brandon Momirov this year, are similary new terrority for this city. Most movements towards change take time to gather momentum. So, we look forward to more signifigant actions in the future. This is the moment to acknowledge all those who have dedicated their time on a Monday evening, to speak their truth about injustice from the police department. Those who spoke up in the streets and other meetings, and in coffee shops and at dinner tables. This is the moment to thank those who have poured years of their lives, decades for some, into laying the foundation we as a community build on today. I don’t know all the names of those who spoke up in the 80’s and 90’s or before, but their legacy lives on. I would guess that some who are public officals in this room did apply pressure behind closed doors pushing for accountability. If that applies to you, thank you. If that’s not you yet, there’s room for you too. You have another opportunity to apply pressure. The judge assigned to Camden and Schoenegge is Kristen Farmer. It is a conflict of interest that she is married to Alliance Police Department Lt. David Bear. A judge should recuse themselves instead of preside over a police accountabily case, when their own spouse is a high ranking local police officer. They married in 2005, here in Stark County. The people of Canton are not silent, we are only getting started. We will make this city much safer for everyone. We stand with our siblings in bigger cities like Columbus, where just today, a jury found Columbus Police Officer Adam Coy guilty of the murder of citizen, Andre Hill. We have a long road to hoe, but hoe it we will. Justice for Frank Tyson and Justice Zachary Fornash. PRESIDENT BATES AYLWARD: Thank you, Ms Bruce. Our next speaker is Mr. Ronald Simmons. Mr. Simmons… give us your name and residential address for the record thank you. RONALD SIMMONS: How are you doing this… this afternoon. Ronald Simmon,s 4619 Greenmeadow Ave. NW, Canton. Just uh… few comments, concerning my cousin Frank Tyson. Before we go there, but I like to comment on you, Council Smith. You know we had an opportunity… we were looking at buying the uh… hotel downtown, then we looked at the bank. And that was one of the things that detoured us. The dilapidation of the town. The town is a total disatster if you ask me. It looks terrible. So we had an opportunity, we went to Columbus. We paid fifty-four million dollars on 3rd and High. Unfortunately, we took out money elsewhere. That’s not the way we want to do business, but in the same respect, when I look at this right now I’ve… I used to rent thirty apartments when I was younger. I’ve been coming here for forty years. Forty years when Bob Fisher and all them was around. They taught me a lot of things and I had to be involve with council. You have to know who they are and you got to know what their playing. I learned a lot. I was respectful to everyone that was here. I’ve always been respectful. I asked for a little bit of courtesy, but the Mayor and a couple people to have a conversation after my cousin was killed… murdered. I never got a response. They could not talk to me. That wasn’t fair, that’s not nice, because I’m a firm believer in love is what solves all these problems. Right COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 462 MINUTES OF THE MEETING NOVEMBER 4, 2024 now we have no love, is the reason why Frank passed away. Someone just sat there and allowed him to die. It’s not right what happened.We need to be sitting down thinking about it. We’ve done our part. I did have the opportunity to meet with one gentleman, that I walked in is door and he handled things the way it was suppose to be handled. I don’t call out names because some people don’t like to be called out. But some that didn’t want to cooperate. They didn’t want anything to do with us, we were criminals. I come to tell you, I’m not a criminal. I’m not a bad guy. My family is not a bad guy. And we’ve done our part. You’ve never heard from us, we’ve been working with you guys. And well, we couldn’t really work with you because you didn’t respond, but at the end of the day we nevere got a response from you. We never really got an appreciation for what was even done within our own. I’m not… we… I’m a firm believer you will not blemish my family’s name by terrorizing this broke down city, as bad enough as it is. No one wants to come in. And then I was real… I was happy today when the police officers there, the union done their job. They put you guys in a position that I have to respect. And you guys have to do your job and I respect that, but couldn’t allow things to happen, but I would greatly apprecitate it. We did our job, you use us, but don’t missuse us. Saturday, we were used. That is a nothing but a political move. Let’s make sure, at the end of the day, that we get justice. And we’re not talking about a slap on the wrist and you keep your job. And at the end of the day you get probation. That’s not what we’re asking… (inaudible) life for it either, but I thank everyone…(inaudible) bless everyone here tonight. DANIEL GATES: My name is Daniel Gates… I… I’m from the United States Constitutional Republic. First thing I want to talk about is this housing bit. Now, it’s not just landlords who are affected because they’re going to have to adjust their prices, their rents… to fit… profit. So, people like me, who rent, are going to be affected as well, who are already struggling… to make rent. The next thing, I want to bring your attention to this right here that I am wearing this brace. Back in 2019, the police beat the shit out of me, okay… they did. My spine is out of socket. I go to work everyday and I cry and bleed and I still do it. They fought me for two years. I still… I can’t get any reparations for my spine. Okay, it’s a permanent injury… I’m broken. And I… by the time I’m my father’s age, some of your guys age, I probably will not be able to keep on going. I hope I have enough saved up by then. Let’s talk about the roads. It’s shit, absolute shit. I’ve called the water department, I’ve let them know about their valve covers… which one destroyed my car guys… okay. They said they would do something about it. That was a week ago. There’s no cones, we got water valve cover holes that I can stick my whole leg in. You want to talk about safety? There ain’t no safety, you guys don’t care about that… you don’t. You guys are destroying peoples vehicles. You see more headlights and everything out across this town because of your roads… you’re roads. No matter whether you want to say it’s not your road…. through time of driving down the some roads on your daily commute, you’re vehicle starts to get broken, hitting potholes, railroad tracks, manhole covers, valve… water valve covers. It’s not safe. Your roads aren’t safe. We are not safe. You got to do something about it. Uh… it’s to my knowledge that you guys received funding to maintain West Tusc. Where’s that money going because it’s not being maintained. It’s cracked. You guys did that road not to long ago. It’s suppose to last ten to twenty years. I say ten years because we live in Ohio, and the weather is crap, but you’re not fixing it. You’re only fixing the things you want to fix. What you want to make… pretty. You’re painting a turd and it’s still a turd… bottom line. So, my question is, which I’m not going to get an answer, what are we going to do about fixing these manhole covers, water valve covers? I go work forty hours a week… I should be able to supply for myself. I shouldn’t have to rely on a government program, which that… just as this gentleman stated. Code Enforcement comes in and causes all kind of problems for him. Now, Habitat For Humanity puts out a stub… standard… product. Yea you get a house for $100,000.00, you don’t pay any interest on it, but now $164,000.00 houses that are being built are the upgraded version. We don’t get the pleasure of getting that, because you know what, when is the last time a substantial place has come in to here that it’s created some kind of job for us here in Canton, Ohio? Not a $14.00 an hour job, not flipping a burger, I’m a… I’m a skilled tradesman. I can’t even find a job because Code Enforcement stops me from being able to sit for the test. So, how’s that fair to me? That… that goes back to everybody elses privilege. You guys are controlling who is able to do this thing. Me at 55, if I go try and join the trades… I can’t join the trades. Age discrimination, but yet it’s allowed. So, my problem is that these houses that you say are affordable housing… and this housing is going in… I get into a house I ain’t going to be able to hold onto that house, eventually I’m going to loose that house. It’s going to go back to wherever. How is that going to benefit me because I can’t go find a job that’s going to substain me to be able to be able to buy a $164,000.00 house. Unless I rely on a government program. I shouldn’t have to. I’m an American, I’m free. I work forty hours a week. Now property taxes are taking a good chunk of that. Hey… they’re raising property taxes. Okay, so be it. You raise the property taxes. You guys are raising it for the rental… the registration fees. That’s being paid… paid… by the renters. The owners are not going to take… the loss on it. So, therefore, now somebody is struggling already to pay for $400.00 a month in rent or… there rent goes up to $450.00, $475.00. That means they go… like I said for myself, without heat, have to decide on whether we’re going to eat tonight, I’m going to make sure that I don’t eat but that my are going to eat. That’s realtiy, that’s not where were living at. I hear you guys talking about spending millions of dollars here, right. Where is the money that’s going to the community? Not a damn penny of it. All that I see you guys spending all this money, but… the community is here and we aint seeing any of it. You guys (inaudible). I mean that’s fine. God bless, have a good day. Yes. I live in Stark County as a homeless person in my car and I’m very lucky to have it still. There are several… hundred people in this community that have nowhere to go. The homeless helpline does not call back. If you leave a voicemail, nothing never gets done. I’m also coming up here to ask you guys to eradicate this bill you keep sending to me when you adopted my child without my consent. I tried to write my own appeal and take that to the Court of Appeals, only for you to give me a lawyer that didn’t file his paperwork. And now my son was given to the highest bider. Which is his grandmother, but that doesn’t matter because parental alienation is real. It effects a lot human beings in this community. It’s terrible. I wonder how many other mothers and fathers in this local area are having to deal with the same thing. COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 464 MINUTES OF THE MEETING NOVEMBER 4, 2024 I’m a convicted felon, I haven’t been in trouble since 2011… okay. I worked my way up to a job in Boston making $65,000.00 a year with that felony. I’m not a stupid person, but here I am… battered by our community and by it’s supposed leaders. We are broken here. There are people on drugs on every fucking corner, pardon my language… PRESIDENT BATES AYLWARD: …oh yea, nope. SHAWNA KIRBY: There are people over here… on the streets. You guys… who paid for those signs that say no pandhandling in front of the damn court buildings for real, you know. Those are our dollars, did we ask for those signs or is it just an inconvenience for you to look at? Okay, it’s getting hard out here and we shouldn’t be doing this to the people that build your community. We shouldn’t be making money off of the lower income people in this community. It’s devastating the next generations. Do you not see what your doing? You’re setting it up. What, 80% of people that go to prison, their children go to prison. We should be taking care of our children. We should to be allowed to speak our minds. We should be able to have ideas and work together and I don’t see any of that community action going on here. It’s a cold hearted place and it’s sad. Uh… yea I’d like you guys to take away this $105.00 bill because I’m not going to pay you for taking away my child. Uh… so that’s to the clerk if possible. If you you guys could eradicate that’d, be great… PRESIDENT BATES AYLWARD: Which Clerk… just which Clerk of Courts is it? I don’t believe it’s ours. SHAWNA KIRBY: This would be for Probate Court… PRESIDENT BATES AYLWARD: …Yea… right… SHAWNA KIRBY: …because when you go for child adoption, it would be probate… PRESIDENT BATES AYLWARD: … yea we don’t control that. SHAWNA KIRBY: …the fact of the matter isit should of went to the Supreme Court. My case should’ve went to the Supreme Court. I worked very hard on my life to establish a life for my children, but the highest bider one. I make $65,000.00 they made $325,000.00. You see what the inequality is. CASSANDRA WHITE: My name is Cassandra White at 816 2nd St. First off I want to thank Chris for calling me today and checking back about that. The Health Department that’s back there that has called and went out to the apartments, I appreciate it. My grandchildren that live there appreciate it. Now, if we could get you all to listen to us for the fact of change. Not asking for you to talk about us a specific case or the people involved in the case. I’m asking that we work together to bring reform to the City of Canton. I’m asking the same thing that Bobby DiCello is asked. Let sets sit down and talk. Right, Jason Reese? I went on You Tube Saturday and I searched. All I searched through bar was Canton Police. Wow… I would be ashamed to hold a seat of an office in this city. Just to clarify and make sure you’re listening. We are not going anywhere! As we all proved on Saturday. We all stand united and ready to be the voices of the citizen alive or deceased. I was asked Saturday night, “How did you to that press conference and support the Tyson family, when… Officer… Officer Moreno is still empoyeed by the Canton Police Department?” Well that’s a simple answer. I do not come here every Monday, just to talk about Zachary. I’m here to support and speak on everyone’s pain and injustice. I’m here every week so on other family member has to plan a funeral. So, if I have to be here then I will continue all of our fights, because lack of accessive force… not lack of, I’m sorry. All the accessive force, no de-escalation being done, no accountability by your officers, we’ve all had to become one big family. I’m sure you all saw the picture in the Repository of all of here together. I’m many more people do you want to add to that picture? Ms. Perry, why are those two officers still employeed by the City of Canton? Do your job, but you don’t know how though. Justice for all the people of Canton the police have killed or harmed… have been killed, I’m sorry, or harmed. And prayers for all of you because I don’t know how you sleep at night. I’m the creater and founder of the Canton Hall of Shame Advocacy Group Page, for everyone here in the local community. I am a single father advocate, I am a single parent family advocate. Now we the people… we’ve been obviously making strides so we’re going to ahead and keep justice going. Alright, now I’m making a declaration tonight, that the Canton Hall of Shame, we’ve reached unprecedented milestone after almost four years of investigations, audits, backfinding, and fighting this system where it’s been broken at. We’re going to be celebrating our one year anniversary going on public platform as a voice for you and us… we the people. Now that everyone is following this page in the single fathers life and has supported the cause for the fight for the better of our community, I am here to tell you from the depts of my soul personally… I want to thank each and every single one of you. Y’all are the heroes here. You, each and every single one of ya’ll are the heros here. Okay, you guys are the ones that make this right. Last week, I was here a broken man alright. I… I… I… had a loss of faith in every single thing I believed in. The feelings that I had … everything I had I felt it was in vain. Everything I’ve been doing you know. I was literally reliving the nightmare of family five years ago. You know they’re going to take my kids, they’re going to take my freedom, they’re going to throw me in jail… you know. And something amazing happened, I had a change of perspective. Alright, and uh… not only did I have a change of perspective, it made me realize it’s how much harder I’m going to be pushing now. Now uh… what happened is we the people stepped up and we came through as a village… okay. Y’alls encouragement to have me keep fighting for change was absolutely mind blowing. This support that I was shown by every since person has awaken me to a whole new level importance of what it is that I’m doing and how badly it needs to be done. Made me realize that all of us, every single one of us, we’re not irrelevant. Listen to that, we are not irrelevant. And what you are doing, it is making a difference. It’s making a change so don’t stop fighting. Now we as a community and the masses… we’re going to be standing unified as one. And I’ve been… reminded of the power that we all hold when we all stand together. Now with that being said, I’m making a… pub… publicly sworn, solemn vow to everyone here that I’m going to fight these unlawful policies. I’m going to get fathers back in the children’s lives. I’m going to continue to expose the corrupt and those that want to continue to abuse their postitions. And I’m going to also give the public back the transparency that it damn well deserves. And I’m going to stand behind every single one of you. And all I’m going to ask from this room tonight… uh… regardless of your seat, your role, your title… if you’re willing to sit there and make our community a better place; I’m asking you right now, to stand with me. NICKOLAS GOODNIGHT: Good evening. My name is Nickolas Goodnight and I’m one of the investors in this city that is considering taking my business elsewhere. And I have a case study for you to let you know why, to backup what these guys are saying. I don’t buy houses from uh… people that are having an average house. I COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 466 MINUTES OF THE MEETING NOVEMBER 4, 2024 buy houses that should be torn down. It’s one of my hobbies, I took it over from my grandpa. And when I’m done, a lot of them I lived in myself. My houses are gorgeous and nothing against these guys, I have the nicest houses in this city. Uh… two examples with Building Code, the first one, uh… last… two years ago I damaged my eye. I hired a guy to put a roof on for me and it was done in a weekend. And then after that I got a phone call from Building Code that said, “Hey, uh… now you need to put siding on the side of the house.” I was working on other houses (inaudible) I said, “Okay.” I hired, not a small siding company. I paid $25,000.00 dollars to have a two bedroom sided. Two weeks later I get a phone call from Building Code that said, “The building company did not pull a permit.” Okay, I was literally in Cleveland Clinic, here’s the paper that says I was, and I spoke Rinaldi about this. He said “Okay.” So they… uh… Building Code went to the… the contractor and they got their permit. Two days after that I got a note on my door from Building Code that said I was in violation for my porch light. This house does not have electric. This house does not have plumbing. It has a brand new roof, brand new siding, and is the best looking house on the road, but I got a letter about my porch light that doesn’t have electric. I called Housing Code I said, “Hey can I talk to someone about this?” they said, “Sure.” I’m not going to give any person’s name out here, but that person would not talk me. I said, “Okay, I will come down to your office.” Okay, I go down to the office. The person would not see me. Now the person I will mention is Mr. Hoffman. Mr. Hoffman and I have had a relationship forever. The guy is phenomenal. He helps me, he answers my calls, I have his cell phone number. The guys on top of his game. I said Mr. Hoffman this is the letter I have, please tell me what I need to do about my porch light so I’m not going to get a fine. He says, “Nick, I’ll be right back with you.” He goes to talk to the other the other inspector, comes back and he said, “Well nothing.” He said, “Every person on that block got a violation and you happen to be in that line.” I said, “Okay… so what do you want me to do?” He said, “ Don’t worry about it.” A couple days later, and I have all these text messages and emails. I have that same inspector, not Mr. Hoffman, on another issues, I called the person back and I said, “Hey, what do I need to do about this?” She said, “Nothing” I go, “Okay… what can I do?” “Well you’re being audited.” (inaudible) …500 dollars worth of bills in the mail and prove that you did not do these. PRESIDENT BATES AYLWARD: I’m sorry sir. You’re time is up. Our next speaker is Mr. Devin Wohlwend. Mr. Wohlwend, if you’d give us your name and residential address. DEVIN WOHLWEND: Devin Wohlwend 202, 49th St. SE, in Canton. Why, what do you want out of any of this. What is your purpose? What is your goal? Start with that. Do you want to make to make this city better? I would hope so, I would think so. How do we do that? Is the best way to do that really to just… keep taking money from the citizens, however it maybe. Maybe your trying to take more fees from me, which I have to pass on to all of the good people around here. I don’t want to do that. I want to be able to provide a better, cheaper option for everybody. And it’s getting more and more difficult. If you want things to be better, if you want good housing cheaper, make it easier for us. If you want things to actually turn out better, work with us. Instead of trying to make level, after level of problems and hassles for us. Say “Hey, this is a property that needs work,” “Maybe this person isn’t coorporating with us, I know you’ve done well, how about you go and talk to this person. Here’s some contact info maybe you can buy that.” I’ve heard of that happening in other cities. At least on the on small scales and it has been very successful for them. Why can’t we do that here? Why can’t actually work with the community. Let’s work together. We don’t need to have us… us here in the community verses you up there. It doesn’t need to be us verses you. We can work together and solve these problems together. If we keep figting amongst ourselves, we’re just going to be fighting. A war never helps anyone. It needs to be… if we really want things be it needs to us working together. Not fighting against each other. Consider that for any future law or legislation that you may pass. Thank you. I honestly don’t know where to start uh…I said last week and I finished off last week with uh… you know we need to make this place… make Canton a place where you know, the system that operates within our communities are actually functioning. But today, everybody else took it a step deeper. I mean (inaudible) that everybody’s right ya’ll need to work with us, but working with us starts with understanding. Working with us means coming into our homes and looking at the things that were shown on that board… on that screen. If means actually seeing what… the kind of things that Chris Smith and Nate Cooks see in their communities. I heard somebody at the end of the meeting last week, I believe it was Sacco, uh… he said, “Well, my community doesn’t look like that.” I know. That’s why we’re here, because I need you to understand what my community looks like; because I live next to an abandoned house and another house that’s doing things that I don’t even want… to… phathom what could be going on in that house. I’m petrified to even have my daughter in my home. I shouldn’t get a call from my mother on a Friday afternoon when she knows I’m going to pick my daughter up, because she… because she’s at home and my neighbors are acting such a fool that it’s not even safe for me to bring my child home. So, let’s talk about the environment. I can’t imagine what that house looks like, but the landlords… they can’t… I mean… they’re hands are being tied by fees and other properties. I mean I can’t even imagine how many things you have to neglect trying to deal with… you know Building Codes and dealing with our… our government. I mean people who are literally stating that they want to be here, they have a desire to be in Canton, but they don’t want to be in Canton, not because of the place that Canton is, but because of the systems that operate within our community. It’s a problem. I’ve been saying since was thirteen years old, everybody talks about how much they Canton, how much oh I Canton wait to get out of Canton, I’m so sick of Canton, I can’t wait until I’m grown I want to leave. When are going to start making Canton a better place? When are we going to start making Canton a place that’s not just downtown, and the Football Hall of Fame, but all of our communities? A place where our children, who are in the ghettos, can still go outside and play and… where they have community centers, where they have playgrounds that are actually safe? When are we going to do that for Canton? Because the people who are in out communities… they’re trying. But the folks who don’t, the people who are getting the two hundred and some thousands dollars a year, y’all don’t get it. Come live a day in my neighborhood. Come live a night in my house, because I promise you would crying telling somebody to come pick you up if you didn’t have a way to get out. PRESIDENT BATES AYLWARD: Thank you, Ms. Mason. And I asked is there any Miscellaneous Business any wants to bring before the body? Yes, Ms. Crystal Smith. MEMBER CRYSTAL SMITH: (Inaudible) So, I just wanted to say uh… we’re grateful for the Grand Jury indictment of the two Canton PD officers, but I have to recognize that this represents a fork in the road our city. On one hand we can use this as an excuse to do nothing. Claim that you know… the system has run it’s course. Sit back and wait for something else to happen. Or on the other hand we can use it as a learning experience to move forward. Justice is not just letting this one case go before a judge. I think the way that we really should honor the memory of Mr. Tyson and some of the other victims uh… is to make real change. That’s why I’m announcing today uh… Police Reform Bill that will address the accountability, civilian oversight, and recruit, retention of good officers. Our city can’t continue down this path. And this legislation has been in the works for a few months. And I just wanted to bring that to your attention. That I have been working to do that and I hope I can get some support for that. I also do want to say that, this is not an attack on Law Enforcement because I have a tremendous amount of repect for Law Enforcement. There are some great cops uh… some great officers out there. And we do need out officers and I do support them. So, but we do need change. And I know I’m a new councilwoman, but I do want to do the right thing. So, we’ll discuss that (inaudible).
