Gretchen Mercer, City Clerk City of Canyon AGENDA ITEM 5 AGENDA To: Honorable Mayor and City Commission From: Joe Price, City Manager and Joel Wright, Finance Director Date: November 4, 2021 Re: Consider and Take Appropriate Action on Resolution 42-2021, A Resolution by the City of Canyon City Commission Authorizing the Submission of an Application to the Texas Division of Emergency Management (TDEM) for Funds From the Hazard Mitigation Grants Program (HMPG) to Support the Draft and Adoption of a Master Drainage Plan and Designating the City Manager to Serve as the City’s Authorized Representative in all Matters Pertaining to the Grant Program. Currently, the Hazard Mitigation Grant Program is open to receive grant applications. The City of Canyon is in need of adopting their first Master Drainage Plan. The grant program is a 75/25 grant with 25%-dollar match from the City of Canyon. Similar to the CDBG program. The Master Drainage Plan project is currently in our Hazard Mitigation Plan and in the initial draft of the Canyon Capital Improvement Plan; hence, it is in 2 of our existing plans. Grant Project Application: Project: Draft and Adopt an initial Master Drainage Plan (MDP) Project Description: The City of Canyon continues to see flooding events that need to be addressed with effective drainage measures and storm system. A master drainage plan addresses the current and future drainage needs of our community. The boundary of the plan will follow regional watershed limits. The proposed facilities may include channels, storm drains, levees, basins, dams, wetlands or any other conveyance capable of economically relieving flooding problems within the plan area. The plan includes an estimate of facility capacity, sizes and costs. More detail will be given in the following areas: • First, the plan will provide a guide for the orderly development of the City and outlying areas for future growth areas (ETJ and other area) as it relates to drainage and the watershed/stormshed. • Second, the plan will do a study of the watershed/stormshed and the watershed/stormshed areas. Special Emphasis will be planned more in depth for the South and Southeast side of Canyon (SHFA and adjacent areas) and the North/Northwest side of Canyon., • Third, the plan will provide a list of projects and an estimate of costs to resolve flooding issues within a community. This will be in the form of a Capital Improvement Program list, where project expenditures for each budget year will be identified. City of Canyon  AGENDA • Finally, the plan will be used to establish Area Drainage Plan fees aka a Stormwater Utility Fee for the community, which prevent existing taxpayers from having to shoulder the burden of land development costs. Project Cost Breakdown: Engineering Studies/Planning Activities: $250,000 Grant Administration: $12,500 (5% of Activities) Total Project Cost: $262,500 Funding Stream Breakdown: HM Grant Funding Amount: $187,500 (75% - Grant Funding) Grant Administration: $12,500 (Grant Funding) City Match Amount: $62,500 (25% - City Funding) Total Project Cost: $262,500 Recommendation: Staff recommends Commission authorize the submission of a Hazard Mitigation Grant for a Master Drainage Plan with a 25% match, not to exceed $80,000. Recommended Motion: “I move to approve Resolution 42-2021, and authorize the Mayor and City Manager to submit a Hazard Mitigation Grant Application for a Master Drainage Plan on behalf of the City of Canyon, with a 25% City Match, not to exceed $80,000.” City of Canyon  RESOLUTION NO. 42-2021 A RESOLUTION BY THE CITY OF CANYON CITY COMMISSION AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE TEXAS DIVISION OF EMERGENCY MANAGEMENT (TDEM) FOR FUNDS FROM THE HAZARD MITIGATION GRANTS PROGRAM (HMGP) TO SUPPORT THE DRAFT AND ADOPTION OF A MASTER DRAINAGE PLAN AND DESIGNATING THE CITY MANAGER TO SERVE AS THE CITY’S AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE GRANT PROGRAM. WHEREAS, the purpose of the HMGP is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster; and WHEREAS, the City of Canyon, by virtue of its 2021 FEMA-approved Hazard Mitigation Plan, is eligible to receive HMGP funds; and WHEREAS, the City of Canyon is vulnerable to a wide array of natural hazards including severe thunder- storms, tornados, wildfires and flashfloods which can arise with little warning and inflict costly damages to property while placing the lives of residents at-risk; and WHEREAS, the City of Canyon desires to utilize HMGP funding to address a hazard mitigation action iden- tified in the 2021 City of Canyon FEMA-approved Hazard Mitigation Plan by implementing a project to draft and adopt a Master Drainage Plan; and WHEREAS, the City of Canyon intends to apply for HMGP funding under DR-4586, a federally-declared disaster which was associated with the severe winter weather event that directly impacted the locality in Feb- ruary 2021. WHEREAS, the implementation of this project will help to mitigate known natural hazard vulnerabilities in the City of Canyon. WHEREAS, if this application is approved for funding, the City of Canyon will be obliged to provide 25% of the costs of developing and adopting the Master Drainage Plan as a cash contribution. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION FOR THE CITY OF CANYON, TEXAS THAT: SECTION 1. That the City of Canyon is hereby authorized to submit an HMGP application to the TDEM for funds to draft and adopt a Master Drainage Plan on behalf of the City of Canyon. SECTION 2. That the City Manager is designated to serve as the City’s authorized representative in all matters per- taining to the City’s involvement with the HMGP program. SECTION 3.
