City Commission Meeting June 20, 2022 The City Commission of the City of Canyon met at 4:30 pm in the City Commission Chambers of the Civic Complex. Mayor Gary Hinders presided over the meeting with the following Commissioners in attendance, Mayor Pro-Tem Cody Jones, Kelsey Ward, Randy Ray and Paul R. Lyons. Also present were the following City Staff: Assistant City Manager Jon Behrens, City Secretary Gretchen Mercer, HR Director Hector Mendoza, IT Director Shaun Holtman, Communications Director Megan Nelson, Business and Community Development Interim Director Larry Tucker, Police Caption Matt Coggins, Assistant Fire Chief Vince Whitfill, Planning and Development Director Danny Cornelius, Planning and Development Assistant Director Craig Brown, Parks Director Brian Noel, Director of Public Works Dan Reese, Assistant Director of Public Works Chris Enriquez, Street and Solid Waste Superintendent Brendon Banner, Water Superintendent Eric Whitten, Wastewater Superintendent John Poole, Budgeting and Purchasing Manager Beau Boyer. Item 1. Call to Order. Mayor Hinders called the meeting to order at 4:35 p.m. Item 2. Invocation. Mayor Pro Tem Jones gave the invocation. Item 3. Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Hinders. Item 4. Approval of the Minutes of the Meeting of June 6, 2022 Mayor Pro-Tem Jones moved, duly seconded by Commissioner Ray to approve the minutes of June 6, 2022 as presented. Motion carried unanimously. Item 5. Public Comment – Comments from Interested Citizens. No comments were made. Item 6. Work Session – CIP Budget Presentation for the Current, Proposed and Future Proposed Budget. Purchasing and Budget Manager Beau Boyer presented the CIP Budget. City Manager Joe Price and the Commissioners commended Mr. Boyer on doing a great job with the budget. Item 7. Consider and Take Appropriate Action on Resolution No. 14-2022, A Resolution of the City Commission of the City of Canyon, Texas, Determining That an Area of the City Contains Conditions Which are Detrimental to the Public Health, Safety, and Welfare of the Community and Constitutes a Slum/Blighted Area. City Commission Meeting June 20, 2022 Page 2 of 4 Assistant City Manager Jon Behrens presented Resolution No. 14-2022 for consideration. Mr. Behrens stated part of the process for qualifying for the TxCDBG Downtown Revitalization Grant is to classify the alley on the east side of the square between 16th Street and 17th Street as a slum or blighted area. After discussion, Mayor Pro-Tem Jones moved, duly seconded by Commissioner Ward to approve Resolution No. 14-2022 as presented. Motion carried unanimously. RESOLUTION NO. 14-2022 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CANYON DETERMINING THAT AN AREA OF THE CITY CONTAINS CONDITIONS WHICH ARE DETRIMENTAL TO THE PUBLIC HEALTH, SAFETY, AND WELFARE OF THE COMMUNITY AND CONSTITUTES A SLUM/BLIGHTED AREA Item 8. Consider and Take Appropriate Action on Resolution No. 15-2022, A Resolution of the City Commission of the City of Canyon, Texas, Authorizing the Submission of a Texas Community Development Block Grant (TxCDBG) Application to the Texas Department of Agriculture for the Downtown Revitalization Program (Main Street Set Aside) and Authorizing the City Manager to Act as the City’s Authorized Representative in All Matters Pertaining to the City’s Participation in the TxCDBG Downtown Revitalization Program. Assistant City Manager Jon Behrens presented Resolution No. 15-2022 for consideration. Mr. Behrens stated Resolution No. 15-2022 is another requirement to qualify for the TxCDBG Downtown Revitalization Grant and allows the PRPC to state in the Grant Application that the City of Canyon Commission supports the application, is aware of the required matching portion and authorizes the City Manager to represent the City of Canyon in all matters pertaining to the grant program. After discussion, Commissioner Ward moved, duly seconded by Commissioner Ray to approve Resolution No. 15-2022 as presented. Motion carried unanimously. RESOLUTION NO. 15-2022 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CANYON, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT (TXCDBG) PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF AGRICULTURE FOR THE DOWNTOWN REVITALIZATION PROGRAM (MAIN STREET SET-ASIDE) AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY’S AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY’S PARTICIPATION IN THE TXCDBG DOWNTOWN REVITALIZATION PROGRAM. Presentation of City of Canyon 2022 Strategic Plan Quarterly Update – Q2 City Commission Meeting June 20, 2022 Page 3 of 4 Assistant City Manager Jon Behrens presented an update on the Canyon 2022 Strategic Plan. Presentation only, no action required. Item 10. Consider and Take Appropriate Action on Authorization Allowing the City Manager to Sign AE Letter with Sims + Architects for AE Services Associated with Preliminary Design and Cost Estimates Related to a Police Station and City Hall Renovations. Assistant City Manager Jon Behrens presented a contract with AE Letter with Sims+ Architects for services associated with the preliminary design and cost estimate Item 11. Consider and Take Appropriate Action on Proposed Agreement with Payments for Remote Electronic Payment Solution for City of Canyon Utility Billing Customer Convenience. This item was put aside for a future meeting. Item 12. Consider and Take Appropriate Action on Resolution No. 16-2022, A Resolution of the City of Canyon’s City Commission Authorizing the Submission of an Application to the Texas Division of Emergency Management (TDEM) for Funds From the Hazard Mitigation Grants Program (HMGP) to Install Generators to Support Continuous Operation of the City’s Water and Wastewater Facilities and Designating the City Manager to Serve as the City’s Authorized Representative In All Matters Pertaining to the Grant Program. Director of Public work Dan Reese presented Resolution No. 16-2022 for consideration. Mr. Reese stated the Hazard Mitigation Grant Program was open to receive applications for a 90/10 grant with a 10% match from the city. Mr. Reese said the City of Canyon is in need of meeting the requirements of SB3 from the most recent legislative session that creates a mandate form the State of Texas requiring back up facilities with power. Mr. Reese said the city will use the grant money to place generators on the Kim Road Pump Station and 4 key wells. Mr. Reese said an estimated project cost $867,312 with the City of Canyon match not to exceed $90,000. After discussion, Mayor Pro-Tem Jones moved, duly seconded by Commissioner Ray to adopt Resolution No. 16-2022 and authorize the Mayor and City Manager to submit a Hazard Mitigation Grant Application for a Water Utility Generator Project on behalf of the City of Canyon, with a 10% City Match not to exceed $90,000. Motion carried unanimously.
