City Commission Meeting
August 23, 2023
The City Commission of the City of Canyon met at 4:30 pm in the City Commission Chambers of the
Civic Complex. Mayor Gary Hinders presided over the meeting with the following Commissioners in
attendance, Mayor Pro-Tem Cody Jones, Robyn Cranmer and Commissioner Danny Potter.
Commissioner Paul Lyons was unable to attend.
Also present were the following City Staff: City Manager Joe Price, Assistant City Manager Jon
Behrens, HR Director Hector Mendoza, Communications Director Megan Nelson, Director of Public
Works Dan Reese, Assistant Director of Public Works Chris Enriquez, Assistant Planning and
Development Director Craig Brown, Economic Development Director Stephanie Tucker, Finance
Director Joel Wright, Purchasing Manager Beau Boyer, Chief of Police Steven Brush, Fire Chief
Dennis Gwyn, Parks Director Brian Noel, and City Attorney Chuck Hester.
Item 1. Call to Order.
Mayor Hinders called the meeting to order at 4:34 pm.
Item 2. Invocation.
Commissioner Potter gave the invocation.
Item 3. Pledge of Allegiance.
The Pledge of Allegiance was led by Cranmer.
Item 4. Approval of the Minutes of the Meeting of August 14, 2023.
Mayor Pro-Tem Jones moved, duly seconded by Commissioner Cranmer to approve the minutes of
August 14, 2023 as presented. Motion carried unanimously.
Mayor Hinders invited the public to speak.
Cleat Andrews 1008 14th Street, Canyon, Texas – Mr. Andrews spoke about making it legal to drive
a golf cart around Canyon that is tagged and has proper lights and signals pointing out people drive
scooters all over and all ages. Mr. Andrews also stated during the flooding in June, the sewer line
on Creekmere shifted and needs to be replaced.
Item 5. Conduct Public Hearing and Consider and Take Appropriate Action On Ordinance No.
1183, An Ordinance Making Appropriations for the Support of the City of Canyon for the
Fiscal Year Beginning October 1, 2023 and Ending September 30, 2024; Providing for
the Appropriation of an Interest and Sinking Fund to Pay Interest and Principal on the
City’s Indebtedness; Providing for the Adoption of the Annual Budget of the City of
Canyon, Texas for the 2023-2024 Fiscal Year; Providing That Expenditures for Said
Fiscal Year Shall be Made in Accordance with Said Budget; Authorizing Specific Budget
Adjustment Authority to the City Manager; Providing for the Ratification of Budgeted
Appropriation Transfers in the 2023-2024 Fiscal Year; Providing a Repealing Clause;
Providing a Savings Clause; and Providing for Publication and an Effective Date.

Purchasing Manager Beau Boyer presented Ordinance No. 1183 for a required public hearing and
consideration. Mr. Boyer stated after the public hearing all statutory requirements pertaining to the
budget process will be met. Mayor Hinders asked about any major items that weren’t funded. City
Manager Joe Price explained the big one was running lines under I-27 at a cost to the city of
$800,000.
Mayor Hinders opened the public hearing.
There being no comment Mayor Hinders closed the public hearing.
After discussion, Commissioner Cranmer moved, duly seconded by Mayor Pro-Tem Jones that
Ordinance No 1183, making appropriations in support of the general operation of the City of Canyon
for the year beginning October 1, 2023 and ending September 30, 2024, be adopted on final reading.
Motion carried unanimously.

Commissioner Cranmer moved, duly seconded by Mayor Pro-Tem Jones that Ordinance No. 1183,
making appropriations in support of the general operation of the City of Canyon for the year
beginning October 1, 2023 and ending September 30, 2024, be ratified with an increase of property
tax revenue. Motion carried unanimously.

ORDINANCE NO. 1183
AN ORDINANCE MAKING APPROPRIATIONS FOR THE
SUPPORT OF THE CITY OF CANYON FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2023 AND ENDING SEPTEMBER 30,
2024; PROVIDING FOR THE APPROPRIATION OF AN
INTEREST AND SINKING FUND TO PAY INTEREST AND
PRINCIPAL ON THE CITY'S INDEBTEDNESS; PROVIDING
FOR THE ADOPTION OF THE ANNUAL BUDGET OF THE CITY
OF CANYON, TEXAS FOR THE 2023-2024 FISCAL YEAR;
PROVIDING THAT EXPENDITURES FOR SAID FISCAL YEAR
