Planning and Zoning Commission Meeting
Minutes – September 13, 2021
The Planning and Zoning Commission of the City of Canyon met in the City Commission Chambers of the
Civic Complex. Vice Chair Jeremy Bradford presided over the meeting with the following Commissioners
in attendance: Larry Raemakers, Roger Mitchell, Corey Collier, Lori Wilhite, and Joel Enriquez. Bill
Craddock and Tonya Tyler were unable to attend. Assistant City Manager Jon Behrens, Building Official
Craig Brown, and Director of Planning and Development Danny Cornelius were also present.
Item 1: Call to Order.
Vice Chair Bradford called the meeting to order at 4:01 pm.
Item 2: Approval of the Minutes from the August 9, 2021 Meeting.
Commissioner Enriquez moved, duly seconded by Commissioner Raemakers, to approve the minutes from
the August 9, 2021 meeting. The motion passed unanimously.
Item 3: Conduct a Public Hearing and Consider and Take Appropriate Action on a Request
to Rezone a Property at 2520 5th Ave to MF (Multi-Family Attached Residential
District) from SF-S (Single-Family Suburban Residential District).
Scott Allison of Champion 1 Builders, LLC submitted a change of zoning application for a property at 2520
5th Ave. The requested zoning is MF (Multi-Family Attached Residential District). The property is
currently zoned SF-S (Single-Family Suburban Residential District).
Letters were sent to 19 property owners within 200’ of the request. Responses were received from 7
property owners with 2 being in support of and 5 opposed to the request.
Vice Chair Bradford opened the public hearing at 4:03. Mr. Allison presented his request. He plans to build
a stackable duplex with 4 bedrooms in each unit and 8 off-street parking spaces. There being no one else
requesting to speak, Vice Chair Bradford closed the public hearing at 4:05.
After discussion, Commissioner Enriquez moved, duly seconded by Commissioner Raemakers, to
recommend approval of the zoning request. The motion passed unanimously.

Re: Consider and Take Appropriate Action on the City of Canyon Comprehensive
Plan Implementation Matrix and Annual Report.
The City of Canyon adopted our current Comprehensive Plan in 2019. Freese and Nichols, Inc.
was hired as the consultant and, with Assistant City Manager Jon Behrens working as the
primary staff liaison, guided a City Commission appointed advisory committee, the Planning
and Zoning Commission, and the City Commission though a process of study and community
engagement. The plan acts as a guide, providing recommended strategies, actions, and policies
for community development.
Chapter 9 of the Comprehensive Plan provides an Implementation Matrix which contains
specific recommendations to facilitate bringing the plan’s vision to reality. Staff has prepared
the attached matrix with notes of progress on several actions and policies. The City
Commission will be provided with report upon approval by the P&Z.
