City of Cape May Planning Board Meeting Minutes Tuesday, January 10, 2023 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairperson Bill Bezaire at 6:30 PM in the City Hall Auditorium. In compliance with the Open Public Meetings Act, adequate notice was provided. Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Mr. Belasco Present Mr. Crowley Present Mr. Gorgone Present Mr. Lundholm Present Mayor Mullock Absent Mrs. Reed Present Councilmember Yeager Present Mr. Maloy Alt # 1 Absent Mr. Padussis Alt # 2 Present Also Present: TJ Mooney, Esquire for Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer and Planner Karen Keenan, Board Secretary Chairperson Bezaire welcomed Councilmember Yeager back to the Planning Board. Reorganization: Oaths of Office: Members with expiring terms and returning member, Councilmember Mike Yeager, took the Oath of Office as administered by TJ Mooney for Board Solicitor King. Election of Chairperson: Motion made by Mr. Crowley to appoint William Bezaire as Chairperson of the Board, seconded by Mr. Lundholm and carried 8-0. Those in favor: Mr. Belasco, Mr. Crowley, Mr. Gorgone, Mr. Lundholm, Mrs. Reed, Councilmember Yeager, Mr. Padussis, Mr. Jones. Those opposing: None. Those abstaining: Mr. Bezaire. Election of Vice Chairperson: Motion made by Mr. Gorgone to appoint Michael Jones as Vice Chairperson of the Board, seconded by Mr. Bezaire and carried 8-0. Appointment of Board Attorney: Motion made by Mr. Bezaire to appoint Richard King, Esquire, as Board Attorney, seconded by Councilmember Yeager and carried 9-0. Appointment of Board Engineer/Planner: Motion made by Councilmember Yeager to appoint Craig R. Hurless of Polistina & Associates as Engineer/Planner to the Board, seconded by Mr. Gorgone and carried 9-0. Those in favor: Mr. Belasco, Mr. Crowley, Mr. Gorgone, Mr. Lundholm, Mrs. Reed, Councilmember Yeager, Mr. Padussis, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Conceptual Review Committee: Mr. Bezaire noted that the Board has a standing Conceptual Review Committee that has been in effect for some time but has not been recently active. Motion made by Mr. Jones to appoint Mr. Belasco, Mr. Crowley and Mr. Gorgone to serve on the Conceptual Review Committee, seconded by Mr. Lundholm and carried 6-0. Those in favor: Mr. Lundholm, Mrs. Reed, Councilmember Yeager, Mr. Padussis, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Mr. Belasco, Mr. Crowley, Mr. Gorgone. Adoption of Meeting Dates and Time for 2023: Motion made by Mr. Jones to adopt the Planning Board meeting dates and time, seconded by Mr. Gorgone and carried 9-0. Those in favor: Mr. Belasco, Mr. Crowley, Mr. Gorgone, Mr. Lundholm, Mrs. Reed, Councilmember Yeager, Mr. Padussis, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Designation of Official Newspapers for Public Notice: Motion made by Mr. Jones to designate Cape May County Herald and the Press of Atlantic City as official newspapers for public noticing purposes, seconded by Mr. Belasco and carried 9-0. Those in favor: Mr. Belasco, Mr. Crowley, Mr. Gorgone, Mr. Lundholm, Mrs. Reed, Councilmember Yeager, Mr. Padussis, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Resolutions: Motion made by Mr. Belasco adopt Resolution number 01-10-2023: 1, appointing the Planning Board Attorney, seconded by Mr. Crowley and carried 9-0. Motion made by Mr. Belasco to adopt Resolution number 01-10-2023: 2, appointing the Planning Board Engineer and Planner, seconded by Mr. Crowley and carried 9-0. Those in favor: Mr. Belasco, Mr. Crowley, Mr. Gorgone, Mr. Lundholm, Mrs. Reed, Councilmember Yeager, Mr. Padussis, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Minutes: Motion made by Mr. Gorgone to approve the meeting minutes of December 13, 2022, seconded by Mr. Jones and carried 8-0. Those in favor: Mr. Belasco, Mr. Crowley, Mr. Gorgone, Mr. Lundholm, Mrs. Reed, Mr. Padussis, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Councilmember Yeager. Discussion: Chairperson Bezaire reminded the Board they will restart discussion on the recommendations in the 2019 Master Plan Reexamination with the Board Engineer/Planner Hurless taking the lead. Engineer Hurless will circulate the recommendations included in the Land Use Element of the City’s 2019 Master Plan Reexamination for future discussion by the Board. Chairperson Bezaire said Mayor Mullock and City Council are interested in reviewing the recommendations for consideration to move forward to implement them. Discussion was opened and closed to the public at 6:42 PM with no public coming forward to comment. Motion made to adjourn by Mr. Belasco at 6:42 PM with all in favor.
