City of Cape May Planning Board Meeting Minutes Tuesday, January 12, 2021 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairman Bill Bezaire at 6:30 PM. In compliance with the Open Public Meetings Act, adequate notice was provided. Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Mr. Belasco Present Mr. Elwell Present Mr. Moffatt Present Mayor Mullock Present Deputy Mayor Sheehan Present Mr. Shuler Present Dr. Wolf Absent Mr. Gorgone Alt # 1 Present Mrs. Reed Alt # 2 Present Also Present: Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer Karen Keenan, Board Secretary Reorganization: Oaths of Office: Members with expiring terms and new Board Members, James Moffatt and Marilyn Reed, took the Oath of Office as read by Board Solicitor King and will send their signed Oaths to the Board Secretary. Chairperson Bezaire thanked Chuck Lear, Tricia Hendricks and Scott Maslow for their service to the Planning Board. Mayor Mullock, Deputy Mayor Sheehan, Mr. Moffatt and Mrs. Reed were welcomed to the Planning Board by Chairperson Bezaire and all of the members. Election of Chairperson: Motion made by Mr. Jones to appoint William Bezaire as Chairperson of the Board, seconded by Mr. Gorgone and carried 8-0. Those in favor: Mr. Belasco, Mr. Elwell, Mr. Moffatt, Mayor Mullock, Deputy Mayor Sheehan, Mr. Shuler, Mr. Gorgone, Mr. Jones. Those opposing: None. Those in favor: Mr. Belasco, Mr. Elwell, Mr. Moffatt, Mayor Mullock, Deputy Mayor Sheehan, Mr. Shuler, Mr. Gorgone, Mr. Bezaire. Those opposing: None. Those abstaining: Mr. Jones. Appointment of Board Attorney: Motion made by Mr. Belasco to appoint Richard King, Esquire, as Board Attorney, seconded by Mr. Jones and carried 8-0. Those in favor: Mr. Belasco, Mr. Elwell, Mr. Moffatt, Mayor Mullock, Deputy Mayor Sheehan, Mr. Shuler, Mr. Gorgone, Mr. Jones. Those opposing: None. Those abstaining: Mr. Bezaire. Solicitor King explained to the Board that he recently was appointed by Judge Mendez to be temporary administrator for an estate that includes property in West Cape May, and he recommended Chairperson Bezaire to be considered as real estate agent for the West Cape May property. Solicitor King said it is always recommended to give the reason for an abstaining vote. Appointment of Board Engineer/Planner: Motion made by Mr. Jones to appoint Craig R. Hurless of Polistina & Associates as Engineer/Planner to the Board, seconded by Mr. Belasco and carried 9-0. Those in favor: Mr. Belasco, Mr. Elwell, Mr. Moffatt, Mayor Mullock, Deputy Mayor Sheehan, Mr. Shuler, Mr. Gorgone, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Conceptual Review Committee: Mr. Bezaire noted that the Board has a standing Conceptual Review Committee that has been in effect for some time but has not been recently active. Mr. Elwell and Mr. Gorgone volunteered to join Mr. Shuler to serve on the Conceptual Review Committee. Motion made by Mr. Jones to appoint Mr. Elwell, Mr. Gorgone and Mr. Shuler to serve on the Conceptual Review Committee, seconded by Deputy Mayor Sheehan and carried 6-0. Those in favor: Mr. Belasco, Mr. Moffatt, Mayor Mullock, Deputy Mayor Sheehan, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Mr. Elwell, Mr. Shuler, Mr. Gorgone. Adoption of Meeting Dates and Time for 2021: Motion made by Mr. Gorgone to adopt the Planning Board meeting dates and time, seconded by Mr. Elwell and carried 9-0. Those in favor: Mr. Belasco, Mr. Elwell, Mr. Moffatt, Mayor Mullock, Deputy Mayor Sheehan, Mr. Shuler, Mr. Gorgone, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Resolutions: Motion made by Mr. Elwell to adopt Resolution number 01-12-2021: 1, appointing the Planning Board Attorney, seconded by Mr. Gorgone and carried 9-0. Motion made by Mr. Belasco to adopt Resolution number 01-12-2021: 2, appointing the Planning Board Engineer and Planner, seconded by Mr. Jones and carried 9-0. Minutes: Motion made by Mr. Gorgone to approve the meeting minutes of December 8, 2020 and December 28, 2020, seconded by Mr. Belasco and carried 5-0.
