City of Cape May Planning Board Meeting Minutes Tuesday, February 9, 2021 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairperson Bill Bezaire at 6:30 PM. In compliance with the Open Public Meetings Act, adequate notice was provided. Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Mr. Belasco Present Mr. Elwell Absent Mr. Moffatt Present Mayor Mullock Present Deputy Mayor Sheehan Present Mr. Shuler Present Dr. Wolf Present Mr. Gorgone Alt # 1 Present Mrs. Reed Alt # 2 Present Also Present: Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer and Planner Karen Keenan, Board Secretary Minutes: Motion made by Mr. Jones to approve the meeting minutes of January 12, 2021, seconded by Mr. Gorgone and carried 8-0. Those in favor: Mr. Belasco, Mayor Mullock, Deputy Mayor Sheehan, Mr. Shuler, Mr. Gorgone, Mrs. Reed, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Dr. Wolf. Mr. Moffatt joined the meeting at 6:35 PM. Application(s): Site Plan Review 1263 Lafayette Street Block 1061, Lot 101 & Qualifiers Knowing that an adjournment of the hearing of the application has been requested, Chairperson Bezaire recommended that the Members personally visit the site prior to the March 9, 2021 Planning Board meeting. Board Solicitor King shared that the attorney requested ahead for the adjournment, so he ------------------------------------------------------------------------------------------------------------------------------------------ City of Cape May Planning Board Minutes, February 9, 2021 1 announced that the matter is adjourned to the March 9, 2021 meeting which will begin at 6:30 PM with no further notice being required. He added that the application, which was referred to the Planning Board from the Zoning Board, is for an access point on a private property to a road on an adjacent property; because the Zoning Board does not have the jurisdiction to make a change to a site plan that was approved by the Planning Board. Member Reed asked about the public alley, and Board Engineer and Planner Hurless confirmed that the public alley is a public right-of-way that has been accepted by the City, Motion made by Mr. Belasco to adjourn the Site Plan Review to the March 9, 2021 6:30 PM meeting, seconded by Mr. Shuler and carried 8-0. Those in favor: Mr. Belasco, Mr. Moffatt, Mayor Mullock, Deputy Mayor Sheehan, Mr. Shuler, Dr. Wolf, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Open to the Public: Discussion was opened to the public at 6:35 PM and closed at 6:40 PM with no public coming forward to comment. Discussion: There was a brief discussion on when members should recuse themselves from hearing an application, such as being within 200 feet from a property and/or having a financial relationship/interest with an applicant or a professional. Solicitor King suggested that it is always recommended to call him prior to a meeting for clarification if there is a question on whether a member should recuse themselves from the hearing of an application. Motion made to adjourn by Mr. Jones at 6:42 PM with all in favor.
