City of Cape May Historic Preservation Commission Minutes February 10, 2025 Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Vice Chairperson Tom Carroll at 6:03 p.m. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. Chair Boecker asked each Commissioner to give a short statement of why they are serving on the Cape May Historic Preservation Commission; each Commissioner in attendance gave a statement. MINUTES: January 13, 2025 Motion by Mr. Testa to approve the January 13, 2025, Minutes seconded by Mr. Carroll and carried 5-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. PAYMENT OF BILLS: February 2025 Motion made by Ms. Wilson Stridick to approve the Payment of the Bills seconded by Mr. Hammeran and carried 5-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. Motion made by Mr. Carroll to ratify the applications approved or denied in review except for the removal of White, 1623 New Jersey Avenue, seconded by Mr. Testa and carried 5-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: Ms. Wilson Stridick from DeMario and Congress Hall, Mr. Hammeran from Hoff. OLD BUSINESS: White – 1623 New Jersey Avenue, Block 1186, Lots 4,5, Contributing Railings Contractor Marcello Mogavero, who was authorized to represent owner John White, presented a request to use Intex on the porch railings. Mr. Boecker advised Mr. Mogavero that a revised HPC application with Intex crossed out and replaced with wood on the Applicant Information page and Material Checklist was received on February 6, 2025, after the informal review on February 4, 2025. Ms. Decker reported that the HPC advised her to correct the original application to reflect the review on February 4 approving wood, which was emailed out to the applicant. HPC did not support the use of Intex and cited the Standards on page 34. Motion made by Mr. Testa to approve the project conditional upon the use of wood for the railings with the new railing dimensions to be submitted to the review committee seconded by Mr. Carroll and carried 5-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. Taylor-Gordon – 921 Washington Street, Block 1094, Lot 16, Contributing Roofing This application was continued until the April meeting at the request of the applicant. Jersey Development Group LLC – 359 Congress Street, Block 1031, Lot 2.02, Not Rated HPC Minutes February 10, 2025 2 New House Owner Scott Peter presented a plan for a new single home on a vacant lot which received conceptual approval with recommendations, which have been accomplished. He also met with the review committee and made further amendments to create the revised plan presented this evening. HPC made several additional recommendations. Motion by Mr. Testa to approve the plan conditional upon the balusters having spacing of no more than 3”, all windows to be revised to 4 over 1 divided light with exterior muntins, and the side door shall be revised to a 4 pane divided light door with exterior muntins, while the three front facing doors on each floor will all have no grills seconded by Mr. Carroll and carried 5-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. NEW BUSINESS: Burton – 302 Howard Street, Block 1065, Lot 9, Non-contributing Elevation, Addition, Siding, Windows, Steps This application was moved to the March 17 agenda at the request of the applicant. Roth-Reinhart – 1250 Lafayette Street, Block 1129, Lot 21, Contributing Fences, Shed, Exterior Shower, Driveway Stone Co-owners Gary Roth and Patricia Reinhart presented a plan for new wood fencing, a wood exterior shower enclosure, a wooden shed and re-stoning the existing driveway. HPC suggested using 6” X 6” posts for all fences and shifting the location of the front yard fencing to, or within 6” of, the property line. HPC favored the shed style on page 18 of the application with the arched doors. The owners agreed to delete pages 19 and 20 from the application. Motion made by Mr. Carroll to grant final approval conditional upon receipt of a revised plan submission confirming that the shed will match the design as shown on Pg. 18, both the exterior shower enclosure and all fence posts will utilize 6” x 6” posts, the location of the front yard fence will be within the property line, and submission of a cut sheet for the full stockade fence, seconded by Ms. Wilson Stridick and carried 5-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. PUBLIC COMMENT Public comment was opened at 7:30 p.m. and closed at 7:30 p.m. with no public comment. DISCUSSION HPC Alignment Workshop Public Meeting – February 20, 10 a.m. to 2 p.m. Mr. Boecker reminded members of the upcoming Alignment workshop public meeting. He anticipates holding another meeting to discuss priority activities. HPC Workshop – Primer for Preservation Planners & Commissioners, March 15 Mr. Boecker suggested that HPC members attend. To date, Mr. Boecker, Mr. Testa, Mr. Hammeran and Ms. Decker will attend. HPC Annual Conference – June 4 & 5 – more information will be forthcoming HPC Awards Following discussion, Mrs. Baldwin stated she will resend all the documents for HPC comments. Mr. Boecker intends to re-convene the sub-committee. HPC Minutes February 10, 2025 3 The Water Consumption Questionnaire was discussed. Mrs. Baldwin agreed to investigate it.
