Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC)
was called to order by Chairperson Warren Coupland at 6:10 p.m. on Zoom with a livestream on
YouTube. In compliance with the Open Public Meetings Act, adequate notice of this meeting was
provided.

Ms. Decker announced that Klingensmith, 9 Jackson Street, had been erroneously overlooked and was
added to the list of approvals.
Motion made by Ms. Pessagno to approve the applications approved in review seconded by
Mr. Cogswell and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms.
Wilson-Stridick, Mr. Testa, Mr. Carroll, Mr. Coupland. Those opposed: none. Those recusing: Mr.
Cogswell from Church of the Advent, Ms. Wilson Stridick from Sigmond, 10 Congress Street, Mr. Testa
from McMahon, 1416 New Jersey Avenue. Those abstaining: none.
APPLICATIONS:
Mr. Coupland announced that a request was granted to continue Uffelman until the next meeting.
Schultz would be heard first as per agreement with the Chair in discussions.

Schultz – 215 Jefferson Street, Block 1083, Lot 1, Non-contributing
New Single Family Dwelling
Architect Jeffrey Barnes, along with owners Troy and Nicole Schultz appeared representing the
application. Mr. Schultz reported that the plan had been amended as per HPC recommendations. The
garage was eliminated, parking was accomplished in the rear of the house, the illusion of height was
reduced by adding retaining walls, raising the sub-grade, raising the front of the property 16” and
adding a hedgerow. The foundation material was changed to brick and jerkinhead dormers replaced
gable roofed dormers. A 5/12 front to back roof pitch and a 10/12 gable roof pitch have been
accomplished and a window was added to the right side of the house. Mr. Coupland thanked the
applicant for the amendments to the plan. Mr. Stevenson asked about corbels. Mr. Schultz agreed to
add the corbels to the right side.
Motion made by Mr. Carroll to accept the application as presented with the addition of four
corbels under the eave on the right side of the house seconded by Ms. Pessagno and carried 7-
0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa, Mr.
Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none.
Elaine’s Property Management –513 Lafayette Street, Block 1053, Lot 13 & 15, Contributing
Outdoor Bar and Pavers
Owner Shirley Phinney and Architect Steve Fenwick appeared representing Elaine’s. Ms. Phinney
reviewed the project, an existing outdoor bar that was not on approved plans. Mr. Fenwick reported
that he did not know about, or design, the bar. Mr. Coupland noted that the bar was not a temporary
structure, nor had it been reviewed by HPC. In response to a question from Mr. Coupland, Ms. Phinney
responded that she got an electrical permit, but not a building permit for the prefab gazebo-bar.
Discussion ensued. HPC did not favor the look or location of the bar, which is not appropriate for a
significant historic resource. HPC suggested moving the structure back from the street, adding
elements to match the buildings on the Elaine’s property and adding screening to the outdoor bar.
Motion made by Mr. Coupland to accept the application as presented seconded by Mr.
Cogswell.The motion failed 0-7. Those opposed: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms.
Wilson Stridick, Mr. Testa, Mr. Carroll, Mr. Coupland. Those in favor: none. Those abstaining: none.
GC Ventures – 314 Claghorne Place, Block 1031, Lot 63 & 63, Non-Contributing
New Construction, Garage and Pool
Mr. Stevenson recused himself from this application. Architects Steve Fenwick and Kevin Olandt and
builder Jim Brandenburger appeared seeking conceptual approval for this application. Mr. Olandt
reviewed the proposal for a 2.5 story, 35’ high house with a detached rear garage featuring cement
board siding, a stone foundation and chimney, asphalt shingle roof, Andersen 400 series windows, PVC
railings and trim, and a cedar perimeter pool fence. The elevation is proposed to the minimum building
code height; the grade site was filled two feet. HPC suggested using brick rather than stone, reducing
the 12/12 roof pitch and requested streetscape photos and an elevation certificate. The 6’ high fence
was discussed.
Motion made by Mr. Testa to grant conceptual approval conditional upon a brick chimney
and foundation, a softening of the roofline, streetscape renderings and making fence height
adjustments to four feet as it runs along the side of the house
seconded by Mr. Carroll and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno,
Ms. Wilson Stridick, Mr. Carroll, Mr. Testa, Mr. Coupland. Those opposed: none. Those abstaining:
none.
Leska – 277 Windsor Avenue, Block 1027, Lot 16, Contributing
Rear Addition, Deck, Relocation of Basement Door and Exterior Shower
William McLees, Architect, returned with a revised plan for final approval for the windows and rear
decking. The windows will be wood. Discussion ensued.
Motion made by Mr. Testa to approve the application as submitted for final approval
seconded by Ms. Pessagno and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms.
Pessagno, Ms. Wilson Stridick, Mr. Testa, Mr. Carroll, Mr. Coupland. Those opposed: none. Those
abstaining: none.
Cappelletti – 458 West Perry Street, Block 1031, Lot 1, Non-Contributing
Demolition
Builder Scott Peters presented the nine points of demolition. HPC requested more photos including the
shed proposed to be demolished and a site survey. Discussion followed.
Motion made by Mr. Carroll to grant final approval for the demolition conditional upon
submission of all sides of the buildings including the shed and a site survey seconded by Ms.
Cogswell and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson
Stridick, Mr. Testa, Mr. Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none.
Upon request, HPC agreed to review in committee a scale sketch of the new homes proposed on the
site prior to a full commission review.
Drake – 325 Congress Street, Block 1031, Lot 60, Contributing
Rear Addition, Siding, Windows, Deck
Mr. Stevenson recused himself. Tom and Kathy Drake introduced the project. Paul Farnan, Fulcrum
Design Group, presented the project for a rear addition and porch sheathed in cedar shake with
custom JeldWen all wood windows. HPC requested existing versus proposed floorplans for final
approval review.
Motion made by Mr. Testa to grant conceptual approval with conditions as submitted with
final approval conditional upon receipt of a full set of plans with exterior sightlines and a
railing design seconded by Ms. Pessagno and carried 7-0. Those in favor: Ms. Campbell, Mr.
Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa, Mr. Carroll, Mr. Coupland. Those opposed:
none. Those abstaining: none.
OPEN TO THE PUBLIC
Public comment was opened at 7:52 p.m. and closed at 7:55 p.m. with no comment.
DISCUSSION
Following discussion, HPC agreed to hold a zoom meeting on March 21, 2022.
Ms. Baldwin asked Mr. Coupland to describe the grant application approved by City Council. A
Request For Proposals (RFP) will be developed. The State Historic Preservation Office (SHPO) is in
receipt of the application and supports the redevelopment of standards book with a public
education component and access to the standards through the city of Cape May website. Mr.
Coupland thanked Pip Campbell for her work on this project. HPC expects to hear from the SHPO in
late spring.
The mandated Ethics forms due April 30 were discussed; they have not been distributed to date.
Motion to adjourn the meeting was made by Mr. Cogswell and carried at 8:00 p.m.
