He explained the research on the topic included review of ordinances from the states of Washington, Florida and New Jersey and the HPC’s concern being strictly limited to streetscape. Engineer Hurless summarized his memorandum dated July 3, 2024 for the board. He said the proposed ordinance was initiated by the HPC. Although it affects section 7 of the code (an enforcement issue) and no changes are proposed to the zoning code, he found it beneficial to review the proposed ordinance for consistency with the master plan. He did say the board could find the proposed changes consistent with the master plan. The board had a general discussion on the ordinance and enforcement. Members had differing opinions on the length of time listed in §7-22.6G(ii) Exceptions. It was determined that Member Riggs would bring the ordinance to the Quality of Life Committee for consideration. State Development and Redevelopment Cross-Acceptance Response Engineer Hurless reported he is waiting on input from the city to complete a draft response. He will disseminate his draft to the board and a link to the state development plan, so the board can provide input on the draft. Master Plan Implementation Engineer Hurless advised that he will review more reexamination recommendation items to continue the discussion on the master plan implementation.
