City of Cape May Planning Board Meeting Minutes Tuesday, March 26, 2024 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairperson Bill Bezaire at 6:31 PM in the City Hall Auditorium. In compliance with the Open Public Meetings Act, adequate notice was provided. Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Ms. McCorkel Present Mr. Crowley Present Mr. Gorgone Present Mr. Lundholm Absent Mayor Mullock Present Mrs. Reed Absent Councilmember Yeager Absent Mr. Padussis Alt # 1 Absent Mr. Crippen Alt # 2 Present Also Present: Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer and Planner Karen Keenan, Board Secretary Resolution(s): Motion made by Mr. Jones to adopt Resolution number 03-26-2024: 1, Bogle Investment Properties, LLC, 502 Washington Street, Block 1050, Lot(s) 9, seconded by Mayor Mullock and carried 4-0. Motion made by Mr. Crippen to adopt Resolution number 03-26-2024: 2, Madison Cape May RE, LLC, 1025-1029 Beach Avenue, Block 1095 Lot(s) 8-13, seconded by Mr. Jones and carried 4-0. City of Cape May Planning Board Meeting Minutes, March 26, 2024 1 Discussion: Payment of Bills Motion made by Mr. Gorgone to approve the payment of bills, seconded by Mr. Crippen and carried 7-0. Those in favor: Mr. Gorgone, Mayor Mullock, Mr. Crowley, Ms. McCorkel, Mr. Crippen, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Master Plan Consistency Review of Ordinance ___-2024 An Ordinance Prohibiting the Use of Artificial Turf in the City of Cape May Engineer Hurless shared the consistency review detailed in his memorandum dated March 18, 2024. He referenced the Historic Preservation Element Recommendation and Conservation Element parts of the master plan and said he believes the board can find consistency with the master plan and could also give comments and/or recommendations to city council. Board members were allotted time for questions and discussion. Member Gorgone shared he served on the artificial turf subcommittee that included representation from the Historic Preservation Commission, Shade Tree Commission, Zoning Board, Environmental Commission, City Engineer and Manager Paul Dietrich, Board Solicitor Rich King and City Solicitor Chris Gillin-Schwartz. They came to a consensus that artificial turf would be prohibited where landscaping is appropriate. He said there are instances where artificial turf may be appropriate, and variances could be sought from the Planning Board or Zoning Board in those instances. He said there are commercial use exceptions such as miniature golf or municipal use. Discussion was opened and closed to the public at 6:42 PM with no public coming forward to comment. Motion made by Mr. Gorgone that Ordinance ___-2024 An Ordinance Prohibiting the Use of Artificial Turf in the City of Cape May is consistent with the master plan, seconded by Mr. Crippen and carried 7-0. Those in favor: Mr. Gorgone, Mayor Mullock, Mr. Crowley, Ms. McCorkel, Mr. Crippen, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Discussion was opened and closed to the public at 6:43 PM with no public coming forward to comment. Motion made to adjourn by Mr. Crowley at 6:43 PM with all in favor.
