City of Cape May Planning Board Meeting Minutes Tuesday, April 11, 2023 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairperson Bill Bezaire at 6:30 PM in the City Hall Auditorium. In compliance with the Open Public Meetings Act, adequate notice was provided. Pledge of Allegiance Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Mr. Belasco Present Mr. Crowley Present Mr. Gorgone Present Mr. Lundholm Absent Mayor Mullock Absent Mrs. Reed Absent Councilmember Yeager Present Mr. Maloy Alt # 1 Present Mr. Padussis Alt # 2 Present Also Present: Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer and Planner Karen Keenan, Board Secretary Resolution(s): Motion made by Mr. Gorgone to adopt Resolution number 04-11-2023: 1, Thomas DiDonato, Cape May Cove LLC, 1105 Pittsburgh Avenue, 40 Harbor Cove, 1134 Lafayette Street, seconded by Mr. Belasco and carried 5-0. Those in favor: Mr. Belasco, Mr. Gorgone, Councilmember Yeager, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Mr. Crowley, Mr. Maloy, Mr. Padussis. Minutes: Motion made by Mr. Belasco to approve the meeting minutes of March 14, 2023, seconded by Mr. Gorgone and carried 6-0. Those in favor: Mr. Belasco, Mr. Gorgone, Councilmember Yeager, Mr. Crowley, Mr. Lundholm, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Mr. Maloy, Mr. Padussis. City of Cape May Planning Board Meeting Minutes, April 11, 2023 1 Discussion: Recommended for Implementation - Changes in the City's Master Plan, Development Regulations, and Zoning Map - Land Use Element Board Engineer and Planner Hurless summarized his April 6, 2023 memorandum which contains the ten simplest recommendations (9, 10, 12, 18, 25, 28, 32, 37, 41 and 42) to be forwarded to City Council for consideration. At the Board’s request, he had analyzed the changes on Elmira Street and found that there is one other lot that could be developed. There was discussion on the lot (Block 1061, Lot 16) that currently houses the temporary electric substation, and the Board felt it should also be included in the R-3 district. Also discussed was an additional recommendation to strike the word “in” from §525-55A(5)(a). Engineer Hurless and Solicitor King said there is a higher threshold of notification required, by City Council, when the recommendations were not in the Master Plan. Motion made by Mr. Gorgone to recommend amendments to the ordinance consistent with changes in the City’s Master Plan Development Regulations and Zoning Map – Land Use Element, as listed in the April 6, 2023 Memorandum of the Board Engineer and Planner Craig Hurless including adding the property at Block 1061, Lot(s) 16 to Recommendation 12 plus correction to Recommendation 41 to strike the word “in” of §525-55A(5)(a), seconded by Mr. Belasco and carried 8-0. Those in favor: Mr. Belasco, Mr. Gorgone, Councilmember Yeager, Mr. Crowley, Mr. Maloy, Mr. Padussis, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. It was determined the Board Solicitor and Board Engineer will work together to prepare a resolution to be sent to City Council. Board Engineer Hurless will work with the City Solicitor, Board Solicitor and Zoning Officer on the next set of Master Plan changes for implementation for the Board to review. Discussion was open and closed to the public at 6:58 PM with no public coming forward to comment. Motion made to adjourn by Mr. Belasco at 6:59 PM with all in favor.
