City of Cape May Planning Board Meeting Minutes Tuesday, May 14, 2024 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairperson Bill Bezaire at 6:38 PM in the City Hall Auditorium. In compliance with the Open Public Meetings Act, adequate notice was provided. Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Ms. McCorkel Present Mr. Crowley Present Mr. Gorgone Present Mr. Lundholm Present Mayor Mullock Present Mrs. Reed Present Councilmember Yeager Present Mr. Padussis Alt # 1 Present Mr. Crippen Alt # 2 Present Also Present: Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer and Planner Karen Keenan, Board Secretary Resolution(s): Motion made by Mr. Gorgone to adopt Resolution number 05-14-2024: 1, Master Plan Consistency Review of Ordinance 531-2024, An Ordinance Prohibiting the Use of Artificial Turf in the City of Cape May, seconded by Mr. Crippen and carried 7-0. Those in favor: Mr. Gorgone, Mayor Mullock, Councilmember Yeager, Mr. Crowley, Ms. McCorkel, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Mrs. Reed, Mr. Lundholm. Motion made by Councilmember Yeager to adopt Resolution number 05-14-2024: 2, Appointment of Craig R. Hurless, PE, PP, CME of Hurless Planning & Engineering, LLC as Board Planner and Engineer, seconded by Mr. Lundholm and carried 9-0. Those in favor: Mr. Gorgone, Mayor Mullock, Councilmember Yeager, Mrs. Reed, Mr. Crowley, Mr. Lundholm, Ms. McCorkel, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Minutes: Motion made by Mr. Crippen to approve the meeting minutes of March 26, 2024, as corrected, seconded by Mr. Jones and carried 6-0. Those in favor: Mr. Gorgone, Mayor Mullock, Mr. Crowley, Ms. McCorkel, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Councilmember Yeager, Mrs. Reed, Mr. Lundholm. City of Cape May Planning Board Meeting Minutes, May 14, 2024 1 Discussion: Historic Preservation Commission Proposed Changes to City of Cape May Historic District Local Map - Master Plan Consistency Review of Ordinance No. _____-2024 Changes to City of Cape May Historic District Map City Engineer Paul Dietrich provided a color version of the proposed map to each member. He advised he will provide two colored maps: one that will show the current historic district and the other to show the proposed historic district. Chairperson Bezaire believed the board would postpone discussion pending the maps. Historic Preservation Commission Chairperson Warren Coupland was present in the audience. Discussion was opened to the public at 6:44 PM. Alexandra Barikian, 1304 Washington Street, was sworn in by Solicitor King. She objected to the property being included in the historic district. Discussion was closed to the public at 6:48 PM. Motion made by Mr. Crippen to postpone discussion on the proposed changes to the Historic District Local Map to a future meeting, seconded by Mr. Gorgone and carried 9-0. Those in favor: Mr. Gorgone, Mayor Mullock, Councilmember Yeager, Mrs. Reed, Mr. Crowley, Mr. Lundholm, Ms. McCorkel, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Motion made by Mr. Lundholm that mailed notices be sent to owners of properties to be added to the Historic District Local Map, seconded by Mr. Crowley and carried 9-0. Those in favor: Mr. Gorgone, Mayor Mullock, Councilmember Yeager, Mrs. Reed, Mr. Crowley, Ms. McCorkel, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Payment of Bills Motion made by Mr. Jones to approve the payment of bills, seconded by Mr. Crippen and carried 9-0. Those in favor: Mr. Gorgone, Mayor Mullock, Councilmember Yeager, Mrs. Reed, Mr. Crowley, Mr. Lundholm, Ms. McCorkel, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Affordable Housing Member Crowley asked for an update. City Engineer Dietrich advised pending legislation will establish the requirements for the city, and Board Engineer Hurless will work with the city to prepare the plan and report to respond to the state timelines.
