City of Cape May Historic Preservation Commission Minutes May 19, 2025 Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson John Boecker. MINUTES Motion made by Mr. Testa to approve the Minutes dated April 21, 2025, seconded by Mr. Stevenson and carried 7-0. Mr. Stevenson read the Purpose Statement of the HPC: To serve as a catalyst for guiding and valuing Cape May’s historical, cultural, and natural resources in ways that inspire and unite our community to steward these resources for the benefit of all, so that present and future generations continue to express the unique quality of life in this place we love. OLD BUSINESS Heathcote – 1283 Lafayette Street, Block 1061, Lots 113, 114, Contributing Elevation, Doors, Siding, Windows, Railings, Decking Shutters, Lighting Architect Pam Fine, certified to represent the owners, returned seeking final approval to elevate the house 2’with a new foundation, install new floor joists, replace the asbestos siding with wood clapboard to match the original siding, add new wood landings and steps, replace the front and rear doors, replace all windows with new 6/6 appropriate wood windows with functional wood shutters, and add a new front light fixture. Ms. Fine presented amendments HPC suggested: a six panel Colonial style wood front door with single light transom, window cuts sheets, and a landing plan. Motion made by Mr. Testa to grant final approval seconded by Mr. Kurtz and carried 7-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Stevenson, Mr. Hammeran, Mr. Kurtz, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. Burton – 302 Howard Street, Block 1065, Lot 9, Non-contributing Elevation, Addition, Siding, Windows, Steps, Shutters Fenwick Architect Kevin Olandt and owner John Burton returned following conceptual approval for a home elevation of 3’, second and third floor additions to the house, siding, front steps and a retaining wall. As per HPC suggestions, zoning approval was received from Bruce Britton, shutters were added to the front façade and gable windows were separated as per HPC suggestions. HPC thanked the applicant for the amendments. Motion made by Mr. Carroll to grant final approval seconded by Mr. Kurtz and carried 7-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Stevenson, Mr. Hammeran, Mr. Kurtz, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. HPC Minutes May 19, 2025 2 NEW BUSINESS Tarosky – 925 Corgie Street, Block 1093, Lot 12, Contributing Rear/Side Covered Porch Mr. Kurtz recused himself from this application. Owner Roland Tarosky presented a plan to construct a rear roofed 17’ X 15’ wood deck. Exhibit A-1, a two-page illustration of the deck with additional dimensions was distributed. HPC suggested removing the 2’ bump out from the side façade to create a 13’ X 17’ cedar deck flush with the side facade. The applicant agreed. Discussion followed with HPC suggestions for revised drawings. Mr. Tarosky agreed to meet with the review committee prior to returning to HPC for final approval. Motion made by Mr. Testa to grant conceptual approval conditional upon revision of the drawings to show: a deck size of 13’ X 17’, a top rail of 2” X 6” beveled, a bottom rail above deck level, 6” X 6” posts, a drop soffit and lattice detail seconded by Mr. Carroll and carried 6-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Stevenson, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. Macfarland Associates LLC – 112 Madison Avenue, Block 1096, Lots 8, 9,10, Contributing Enclose Rear Second Floor Porch, Windows, Siding Mr. Kurtz recused himself from this application. Mcfarland Associates LLC owner Rob Wilson and Architect Chris Zender, Zen Architecture, presented a plan to enclose a rear second-floor screened porch to add a bathroom with three new all wood true divided light 6/1 windows, a wood shake roof and siding to match the house. Mr. Gillin-Schwartz asked if an FAR variance was needed and suggested calling the Zoning Officer. Mr. Boecker requested a rendering of the south elevation with a corner board added to differentiate the addition as per the Design Standards. Motion made by Mr. Testa to grant final approval conditional upon a plan of the south elevation submitted to the review committee seconded by Mr. Stevenson and carried 6-0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Stevenson, Mr. Hammeran, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. Mr. Kurtz returned to the meeting. OPEN TO PUBLIC Public comment was opened at 6:55 p.m. and closed at 6:55 p.m. with no public comment. DISCUSSION Special Alignment Workshop Report - Special June 9 HPC Meeting June Mr. Boecker announced that a cover letter and notice have been developed to be sent out shortly. The legal notice and press release are under development. Alignment meeting minutes are almost complete, and the June 9 Agenda is also underway. HPC Shirts Mr. Stevenson proposed the HPC personally purchase city polo shirts for special occasions. He distributed the order sheets for consideration. Mr. Stevenson will take the orders for HPC. Historic Preservation Fund and National Park Service in 2026 Federal Budget Cuts Mr. Testa reported that funding for preservation will take a tremendous hit in the upcoming federal budget and suggested HPC adopt a resolution draft he developed to be sent to our Senators and US Representatives. The draft resolution was distributed and read by the Chair. HPC Minutes May 19, 2025 3 Motion made by Mr. Kurtz to approve Resolution 2025-19 seconded by Ms. Wilson Stridick and carried 7- 0. Those in favor: Mr. Carroll, Ms. Wilson Stridick, Mr. Stevenson, Mr. Hammeran, Mr. Kurtz, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none. Mr. Hammeran noted that Tom and Sue Carroll were awarded Citizen of the Year for 2022 by the City of Cape May. The Carrolls were thanked for their efforts.
