City of Cape May Historic Preservation Commission Minutes May 20, 2024 OPENING: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson Warren Coupland at 6:05 p.m. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. OLD BUSINESS: Cohen - 16 Reading Avenue, Block 1115, Lot 17.02, Non-contributing New House Representing the owners, Architect Paul Kiss, OSK Partners, stated that the owners were unable to attend. Solicitor Gillin-Schwartz asked that the owners send a confirmation letter authorizing Mr. Kiss to represent them at HPC including all conditions approved upon this evening; Mr. Kiss agreed. Mr. Kiss presented the plan, last reviewed and tabled October 16, 2023, noting that no zoning variances are needed with this plan. Amendments to the plan in response to HPC comments include: a reduction in the width of the house 8-10’ with the overall height reduced 2.5’, recessed side loading garages, open front porches and terraced landscaping in the front yard. Sheet A-8 was distributed showing a streetscape rendering of the house. Materials remain as presented in October 2023. HPC favored improvements to the plan: the buffered side loading garages and reduction in the scale of the house. They questioned the doors, garage doors and roofing material. Motion made by Mr. Testa to grant final approval conditional upon submission of a full set of material cut sheets including the garage doors and the use of designer asphalt shingle or cedar roofing seconded by Mr. Boecker and carried 7-0. DuHaime & Carroll - 921 Stockton Avenue, Block 1082, Lot 14.01, Contributing New Detached Garage HPC Minutes May 20, 2024 2 Architect Doug Guseman, The Hyland Group, was present and stated that the owners were unable to attend. Solicitor Gillin-Schwartz asked that the owners send a confirmation letter authorizing Mr. Guseman to represent them at HPC including all conditions approved upon this evening; Mr. Guseman agreed. HPC granted conceptual approval on April 15, 2024, and requested complete construction plans and suggested a different garage door plan. Mr. Guseman noted that A-201 showed the garage doors and construction and landscape plans have been provided including the plan for the amended rear steps and landing. Discussion ensued on details of the plans. Motion made by Mr. Boecker to grant final approval as presented seconded by Mr. Stevenson and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none. Hoff - 1006 Washington Street - Block 1110, Lot 2, Contributing Amend Resolution 2023-09 to Remove Shutters Owner Richard Hoff appeared presenting an appeal from an HPC denial to eliminate the shutters on May 7, 2024, following project approval on August 21, 2023 (RES 2023-09) which stated the shutters must appear to be able to be closed. Owner Hoff stated they preferred the house without shutters and there is an issue with the shutter spacing on the first-floor front windows: they will have to abut when open. HPC agreed that the shutters are appropriate on this Contributing house as there is documentary evidence of shutters. HPC suggested bi-fold shutters for the first-floor front windows. Mr. Hoff submitted a cut sheet for a wall mounted porch lantern. Discussion followed. Motion made by Mr. Boecker to approve removal of the shutters seconded by Mr. Testa and did not carry 0-7. Those in favor: none. Those opposed: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those abstaining: none. The shutter design will be subject to the HPC review committee if altered from Resolution 2023-09. Motion made by Mr. Carroll to approve the light fixture as presented seconded by Mr. Boecker and carried 7- 0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none. NEW BUSINESS: Granados & Roux - 502 West Perry Street, Block 1032, Lot 2 C-502, Contributing Garage Demolition Architect Doug Guseman, The Hyland Group, was present representing the owners who were unable to attend. Solicitor Gillin-Schwartz asked that the owners send a confirmation letter authorizing Mr. Guseman to represent them at HPC including all conditions approved upon this evening; Mr. Guseman agreed. Mr. Guseman presented seven of the nine points of demolition for the garage associated with the rear unit of the house containing three residential units. He reported that the garage, not visible from the street, was built between 1909-1932 and is historic but is not safe as it sits upon the earth and structural members are rotted and unstable. Motion made by Mr. Testa to approve demolition of the garage seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none. Granados & Roux - 502 West Perry Street, Block 1032, Lot 2 C-502, Contributing New Detached Garage HPC Minutes May 20, 2024 3 Architect Doug Guseman, The Hyland Group, was present representing the owners who were unable to attend. Solicitor Gillin-Schwartz asked that Mr. Guseman acknowledge approval to represent the owners and submit a letter from the owners confirming that and all conditions approved upon this evening; Mr. Guseman agreed. Mr. Guseman presented the plan to replicate the original garage in design with similar materials: vertical wood siding, exposed rafter tails, wood Marvin 4/4 windows, a wood arch-topped garage door, asphalt roofing and a concrete slab foundation. In response to an HPC question regarding the setback, Mr. Guseman confirmed that a variance would be sought to conform to current 5’ side yard regulations. Mr. Coupland stated that HPC would recommend setback approval to the Zoning Board to replicate the garage as nearly as possible to its historic site. HPC favored the project. Mr. Boecker suggested 8’ rather than 6’ garage doors to replicate the original doors; the applicant agreed. Motion made by Mr. Carroll to grant conceptual approval with a recommendation to the Zoning Board that the building be placed as close as possible to the original site with 8’ wide garage doors seconded by Ms. Wilson-Stridick and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none. Moca Family Irrevocable Trust - 12 North Street, Block 1021, Lot 3, Contributing Rear Addition, Windows Owners Montu and Casey Patel appeared with Marcello Mogavero, Southwater Construction, seeking final approval to amend the fenestration on the Windsor Street elevation, enclose the side porch and add a gabled roofline to the rear addition following meetings with the review committee. The applicants asked to delete ZP-4 & 5 from the packet. The applicants distributed a photo of the Windsor façade of the house as Exhibit #1. HPC and the applicant agreed that the Kolby windows were previously approved in review. HPC requested a full set of material cut sheets, verification of HPC approval in review for the windows, roofing and chimney removal and advised an amended rear addition roof and shutters. Following discussion, HPC determined to table the application for plan revisions. The applicant agreed to sign the application and waive the 45-day review period. Motion made by Mr. Testa to table the application subject to a waiver of the 45-day review period seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none. Peter - 930 Washington Street, Block 1093, Lot 9, Non-contributing Demolition Mr. Johnson recused himself from this application. Owner Scott Peter, Jersey Development Group LLC, presented seven of the nine points of demolition for an existing non-contributing bank building at the corner of Madison and Washington. Motion made by Mr. Testa to approve the demolition seconded by Ms. Wilson-Stridick. Members of HPC expressed concern with what Mr. Peter might propose on this significant site in the Historic District. Mr. Peter confirmed that demolition would not occur until after the moratorium in the fall and stated the site is zoned for residential use up to four units. A vote was taken and the motion carried 5-1. Those in favor: Mr. Coupland, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick. Those opposed: Mr. Carroll. Those abstaining: none. Mr. Johnson returned to the meeting. The Painted Lady Condominium Association - 11 North Street, Block 1022, Lot 20 Porch Reconstruction, Sidewalk, Remove Front Wall, Light Fixture HPC Minutes May 20, 2024 4 Owners, architects, and condominium chairs Kevin and Rita Settembrino presented a front porch reconstruction project to HPC. Mr. Settembrino reported that they own units 1 & 2 of the four-unit Painted Lady condominium building. Due to storm damage and age, porch elements have failed and structural repairs must be completed. Mr. Settembrino reported that the concrete masonry wall supporting the front porch will be removed and new brick faced piers with wood privacy lattice and a small access wood door will be installed. Porch joists, decking, and all other wood elements will be replaced in kind with new structural posts wood wrapped with same dimensions. New baluster posts were proposed for support by the applicants. The spans were discussed, and the applicants agreed to remove several on the side elevations and the stair railings on sheet A-201.00. HPC requested adding brackets to the first-floor porch as appropriate although the existing brackets do not appear to be original. Motion made by Mr. Testa to grant final approval conditional upon revised plans showing the elimination of the posts, adding brackets to the first-floor porch and wood privacy lattice seconded by Mr. Stevenson and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none. OPEN TO PUBLIC Public comment was opened at 8:26 p.m. and closed with no one coming forward to comment. DISCUSSION Parking Beneath Residential Buildings Mr. Gillin-Schwartz presented the two proposals discussed in previous meetings to eliminate parking beneath structures and front-loading garages outside the Historic District as a zoning and planning goal for the city. A discussion followed. HPC favored the first alternative. Motion by Mr. Boecker to submit both drafts to the Planning Board for consideration seconded by Mr. Testa and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson- Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none. Boat & Trailer Parking Mr. Gillin-Schwartz presented the draft he prepared in consultation with Mr. Stevenson to send to the Planning Board to set parameters citywide for minimum visibility of boat storage, trailers, and campers for consideration. Motion by Mr. Stevenson to send the draft ordinance to the Planning Board consideration seconded by Mr. Testa and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Mr. Johnson. Those opposed: none. Those abstaining: none.
