City of Cape May Historic Preservation Commission Monday, June 21, 2021 - 6:00 PM OPENING: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson Warren Coupland at 6:02 PM in the City Hall Auditorium. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. Those abstaining: None. ANNOUNCEMENTS: Chairperson Coupland introduced the new Compliance Officer, Lair Liles. Solicitor Fineberg explained that HPC’s role when the City presents a project to the HPC. The HPC’s role is to review and issue an advisory report as to the appropriateness of the project to the Historic District. The HPC decision is not binding on the City. APPLICATIONS: CITY OF CAPE MAY FRANKLIN STREET SCHOOL…………................................720 FRANKLIN STREET RENOVATION BLK 1059 LOT(S) 3 (NOT RATED) Andrea Orsini, Director of the Cape May County Library and Architect Michael Calafati presented the plans for the new library and community center at the school. Architect Calafati showed the plans, elevations and photographs including restoration work that has been completed. He said that nothing that is original to the building will be demolished, and the new construction was HPC 2 June 21, 2021 designed not be confused with the original construction. The new one story addition, elevator addition and mezzanine were described in detail. Commissioners were allotted time for questions and comments. Chairperson Coupland shared that he and Vice Chairperson Carroll met with Architect Calafati and made some suggestions. Positive comments on the wall to expand the library were expressed. There was concern regarding the use of gray block on the new addition as inappropriate, and the north side addition of 700 square feet was viewed as unfavorable due to the loss of four arch windows and natural daylight. Commissioners made positive comments on the plan. OPEN TO PUBLIC: Discussion was open to the public at 7:07 PM. Susan Briant, resident and library building consultant, said the addition is extremely important and will help preserve Black history. Anita DeSatnick, 1307 Trenton Avenue and Board of Education Member, enthusiastically supported the project for Cape May students. Bernadette Matthews spoke in support of the project and is looking forward to seeing it completed. Jim Chaney, 1107 Maryland Avenue, spoke in support of the project and said the design was done with minimal changes to the exterior. Zack Mullock, Mayor, spoke in support of the project and shared that the Historic Sites Council unanimously approved the plans. Discussion was closed to the public at 7:24 PM. Chairperson Coupland will develop an advisory report. CITY OF CAPE MAY ALLEN AME CHURCH…………….........................................715 FRANKLIN STREET RESTORATION BLK 1080 LOT(S) 30 (KEY) Present for this application were Mayor Zack Mullock, Councilmember Lorraine Baldwin, Deputy City Manager Lou Belasco and Architect Catherine Lorentz. Deputy City Manager Belasco said the objective is to present the first phase of the project. He shared that the stabilization of the structure was done to make it weather tight and not susceptible to damages. Architect Lorentz described the preservation plan in detail including rebuilding the bell tower, stain glass window restoration and interior renovations. Commissioners were allotted time for questions and comments. All were in agreement with preserving the building. Chairperson Coupland said he will provide a narrative supporting the project. CAPE CJ LLC………………………………………...…………………………………..………..…1301 BEACH AVENUE PATIO/LIGHTS BLK 1146 LOT(S) 26.02, 27, 28 (KEY) Manager Jeff Gernitis returned to the HPC for final approval of this application after receiving unanimous approval from the Zoning Board. HPC 3 June 21, 2021 Commission members were allotted time for questions and comments. Commissioners asked for cut sheets for lights and the pavers. Motion made by Mr. Carroll for approval of the application subject to submission cut sheets for the lights and pavers for approval by the Review Committee. Seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker, Mr. Carroll, Mr. Coupland. Those opposed: None. Those abstaining: None. HEALEY………………….…………………………………..……………………………………..……236 GRANT STREET DETACHED GARAGE BLK 1019 LOT(S) 13.01 (NON CONTRIBUTING) RELOCATE SHED/ADD SHED Owner Katherine Healey was present for this application for a detached garage, relocation of a shed and addition of a shed. She described the garage for parking of two vehicles, paddleboards and a sailboat plus overhead storage with the siding to be the same clapboard as the house and a metal roof. Commissioners were allotted time for questions and comments. There was a question regarding the need for Zoning Board approval specifically the height of the roof. Owner Healey said her architect is working with the Zoning Official to determine if a variance is necessary. Chairperson Coupland said the application is to be changed from final to conceptual approval sought. There was a question about the design of the sheds, and Owner Healey showed a photo of the shed to be relocated. She said the sheds are to be sided with cedar, and she will provide additional details to the HPC. Vice Chairperson Carroll asked about the driveway. Owner Healey said it was left off but was included on the previous plan. Motion made by Mr. Carroll for conceptual approval of the application subject to details on the driveway layout, driveway lighting and descriptions of the proposed sheds. Seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker, Mr. Carroll, Mr. Coupland. Those opposed: None. Those abstaining: None. OPEN TO PUBLIC: Discussion was open to the public at 8:20 PM and closed with no public coming forward to comment. DISCUSSION: Chairperson Coupland shared the news of a recent grant approval. He asked for volunteers to review an application to be submitted. Tom Carroll and Jake Stevenson volunteered. Chairperson Coupland advised the Commissioners that he will send a link to a new flood guideline that seems to already be incorporated into the City’s ordinance.
