Tuesday, June 22, 2021
Opening: The in-person meeting of the City of Cape May Planning Board was called to order
by Board Chairperson Bill Bezaire at 6:34 PM. In compliance with the Open Public
Meetings Act, adequate notice was provided.

Discussion:
Review of Recommended Changes in the City’s Master Plan Reexamination Land Use
Element
Chairperson Bezaire introduced the topic for discussion noting that nothing would be adopted at
the meeting without public input. He asked Members to suggest topics from the Master Plan for
discussion and said that John Van de Vaarst, who had been on the disbanded Master Plan
Implementation Committee, asked for review of the R1 and R1B Zones – Residential and Low
Density and Elmira Street being a commercial zone when it contains primarily residential
development. Chairperson Bezaire gave a history of the zoning. Board Engineer and Planner
Hurless said the two items correspond to recommendation items 11 and 12 of the Recommended
Changes in Reexamination.
Member Elwell said that people often ask him about the tear down of small houses and building
of high houses. Planner Hurless said that there were not any recommendations regarding that
concern. There was discussion on items 30 and 31 which address building height regulations.
Member Belasco shared that the City uses the 1929 datum that no one else uses, and that the City
should change to the 1988 datum used by FEMA. Deputy Mayor Sheehan said she is concerned
about streetscape. Member Wolf would like the typos eliminated.

There was a discussion on the R4 Zone. It was determined that further study is needed.
Planner Hurless will review the items prioritized by the Board and work with City Solicitor Chris
Gillin-Schwartz and Board Solicitor Rich King on changes to present to the Board and public. The
priorities were listed as items 9, 10, 11, 12, 19, 25, 27, 28, 30, 31, 32, 35, 36, 37, and 41 with items
30 and 31 to be at the top and the rest prioritized based on the discussion.
Motion made to adjourn by Mr. Belasco at 7:34 PM with all in favor.

accordance with CDC guidelines, individuals who are not fully vaccinated are requested to wear masks.

Please note that comments made via telephone will no longer be accepted. You must attend the scheduled
meeting in-person to make your public comment.

Preservation, Planning Board, and Zoning Board of Adjustment agenda via the Meeting Agendas tab on the left-
hand side of the Cape May City website, www.capemaycity.com, and also posted on the municipal bulletin
board and transmitted to the Cape May Star and Wave, the Cape May County Herald, and the Press of Atlantic
City.
