City of Cape May Planning Board Meeting Minutes Tuesday, August 8, 2023 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairperson Bill Bezaire at 6:32 PM in the City Hall Auditorium. In compliance with the Open Public Meetings Act, adequate notice was provided. Pledge of Allegiance Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Mr. Crowley Present Mr. Gorgone Absent Mr. Lundholm Present Mayor Mullock Absent Mrs. Reed Absent Councilmember Yeager Present Vacant --------- Mr. Maloy Alt # 1 Present Mr. Padussis Alt # 2 Absent Also Present: Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer and Planner Karen Keenan, Board Secretary Resolution(s): Motion made by Councilmember Yeager to adopt Resolution number 08-08-2023: 1 Master Plan Consistency Review of Ordinance 514-2023 Amending Zoning Code Regarding Maximum Heights of Accessory Uses and to Include Pitched Roofs, seconded by Mr. Lundholm and carried 6-0. Those in favor: Councilmember Yeager, Mr. Crowley, Mr. Lundholm, Mr. Maloy, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Minutes: Motion made by Mr. Lundholm to approve the meeting minutes of July 11, 2023, seconded by Mr. Maloy and carried 5-0. Those in favor: Councilmember Yeager, Mr. Crowley, Mr. Lundholm, Mr. Maloy, Mr. Bezaire. Those opposing: None. Those abstaining: Mr. Jones. Discussion: Master Plan Consistency Review of Ordinance 514-2023 Amending Zoning Code Maximum Heights of Accessory Uses and to Include Pitched Roofs City of Cape May Planning Board Meeting Minutes, August 8, 2023 1 Engineer Hurless shared his consistency review detailed in his memorandum dated July 26, 2023. He read from the Land Use Element part of the master plan where the recommendation to regulate principal structure roof pitch to prevent unaesthetic flat roofs that have been noted particularly in the R-4 district where developers were putting on flat roofs to achieve the maximum livable space possible. He said there were no specific recommendations regarding height for dwelling accessory uses in the master plan. He added the Board may find the ordinance generally consistent with the master plan and could also forward additional recommendations to City Council. Board members were allotted time for questions and discussion. Member Crowley asked for an example of a flat roof. Engineer Hurless could not immediately point to one but knew that it had occurred. Chairperson Bezaire said council is being proactive not reactive. There was no public present for comment. Motion made by Councilmember Yeager that Ordinance 514-2023 Amending Zoning Code Regarding Maximum Heights of Accessory Uses and to Include Pitched Roofs is consistent with the master plan, seconded by Mr. Lundholm and carried 6-0. Those in favor: Councilmember Yeager, Mr. Crowley, Mr. Lundholm, Mr. Maloy, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None.
