City of Cape May Historic Preservation Commission Minutes August 15, 2022 Opening: The meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson Warren Coupland at 6:03 p.m. at Cape May City Hall. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. APPLICATIONS City of Cape May – Kiwanis Park, 801-807 Madison Avenue, Block 1110, Lot 8, Not in Historic District Bathroom building Solicitor Fineberg explained that the city was making a courtesy presentation to HPC at the request of the State of New Jersey for the Department of Community Affairs funded ADA upgrades to Kiwanis Park. Louis Belasco, Deputy City Manager, and City Solicitor Chris Gillin Schwarz were present representing Cape May. Mr. Belasco gave a Power Point presentation of the conceptual plan to update Kiwanis Park with an ADA compliant bathroom building, new paths, a play area enlargement, and improvements to the gazebo. The plan has been approved by City Council. HPC had several questions, addressed by Mr. Belasco, most notably that the paths would access the tennis courts and would have a surface compatible to bicycle use. HPC suggested eliminating the brackets from the bathroom building. HPC favored the project and thanked the city for the presentation. Motion by Mr. Testa seconded by Mr. Cogswell and carried 7-0 to grant an advisory approval of the plan for Kiwanis Park. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none. Wenzel – 105 Queen Street, Block 1096, Lot 1, Non-contributing Demolition Architect Steve Fenwick and owners William and Karen Wenzel were present for the application. Mr. Fenwick stated that the existing building is non-contributing. Solicitor Fineberg recited seven of the Nine Points of Demolition as questions with Mr. Fenwick responding. HPC had no comments. Motion by Mr. Carroll to approve demolition seconded by Mr. Testa and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none. Wenzel – 105 Queen Street, Block 1096, Lot 1, Non-contributing New house Architect Steve Fenwick and owners William and Karen Wenzel were present seeking conceptual approval. Mr. Fenwick presented the plan for a 2.5 story house over a recessed garage on a very low lot. Zoning Board approval will be sought for setbacks and the fencing. Lot coverage will be 45%. Cedar siding, an Alaskan juniper shingle roof, Anderson non-wood windows, a wraparound porch, a brick foundation, a pool and brick retaining wall are proposed in the “Shingle Style”. Two types of fences are proposed: a higher fence around the pool with a lower decorative fence at the front. Driveway and patio will be pavers. Mr. Carroll favored the design but noted that the size is large, Mr. Testa noted that it will also look tall. HPC complemented the design of the house. Motion by Mr. Testa to grant conceptual approval seconded by Mr. Carroll and carried 7-0. HPC Minutes August 15, 2022 2 1121 New York Ave LLC – 1121 New York Avenue, Block 1117, Lot 25, 26, 27, Contributing Rear addition, porch, windows, siding, steps Architects Catherine Lorenz and Will Haryslak and owner Mike Roch presented the plan to add a 2-story rear addition with side roof dormers and rear steps to the back yard off a three season room, install a new asphalt roof, repair or replace the wood shingle siding, replace nine vinyl windows with non-clad 9/1 wood windows, replace broken wood trim or replace in kind, repair or replace railings in kind, add new wood decks rear and front. HPC discussed the location and screening of the new condensers with the applicants. Motion made by Mr. Carroll, seconded by Mr. Testa and carried 7-0 to grant final approval conditional upon final plan to be submitted to Review Committee to show condensers to be moved to the rear of the building and show dormer trim, exterior lighting, casement windows on the porch, cut sheets for the windows and doors and changes to the railings on the front porch as suggested. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none. Franceschi – 514 Elmira Street, Block 1054, Lot 11, Contributing Deck, driveway extension Owners Vidette and Michael Franceschi presented the plan to regrade for drainage, extend the 10’ wide gravel driveway a further 35’ into the rear yard, and build a 13’ X 22’ 6” high wood rear deck. A short discussion ensued. Motion by Mr. Testa to grant final approval as submitted seconded by Mr. Stevenson and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none. 921 Beach Avenue LLC – 921 Beach Avenue, Block 1081, Lot 19, Key Contributing Front porch posts, newels, railings Owner and Manager Maureen Egan and husband Ed Gill presented the project. They want to replace the six front porch newel posts, the railings, and bring the second floor railing up to code from 29” to 36” for safety. They propose to add a newel post to both railings on the east side to break up the 11’ run. Spindles have always been 1 5/8” wide; the applicant passed out historic photos. There was discussion on the baluster width, columns, and railing height. Motion made by Testa for final approval conditional upon raising all railings to 36”, the installation of 2” balusters with posts as submitted, and final drawings to be submitted to Review Committee for approval seconded by Carroll and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none. Moore - 1106 New Jersey Avenue, Block 1115, Lot 4, Non-contributing Rooftop solar panels Owners Rick and Emily Moore and James Leo of RCL Solar presented the plan to place 24 rooftop solar panels on the rear roof of the house. Following a brief discussion, a motion was made. Motion made by Mr. Testa to grant final approval seconded by Mr. Carroll and carried 7-0. Those in favor: Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: none. Those abstaining: none. OPEN TO PUBLIC Public comment was opened at 8:12 p.m. and closed at 8:13 with no comment. HPC Minutes August 15, 2022 3 DISCUSSION HPC Application Form Mr. Coupland reported that a draft was developed by Mr. Testa and Mr. Cogswell. It will be distributed to members to comment for review next month. Mr. Fineberg confirmed that HPC is permitted develop its own application form. Bylaws Update Mr. Testa stated he taken over this project from Ms. Wilson Stridick. Ms. Decker will create a draft for Mr. Testa. This project will be undertaken once the application form process is completed. HPC Design Standards Update Grant Ms. Campbell reported that a committee was formed and will meet August 25 to begin to develop a Request for Qualifications and Request for Proposals for a consultant. HPC Awards Mr. Carroll reported that he and Ms. Wilson Stridick have been in discussion regarding an awards program, perhaps in spring of 2023. Discussion ensued. Zoning Hearing – LOKAL Mr. Coupland reported that he and Mr. Fineberg will attend the hearing. In response to a question from Mr. Testa, Mr. Coupland said that a letter was written by Rich King, Chris Gillan Schwartz and Mr. Fineberg was sent to the Zoning Board regarding the appeal of the HPC decision. Mr. Fineberg agreed to distribute the letter to the HPC. ADJOURNMENT Motion to adjourn the meeting was made by Mr. Carroll at 8:30 p.m. with all in favor.
