OPENING: The regular meeting of the City of Cape May Historic Preservation Commission
was called to order by Chairperson Warren Coupland at 6:04 PM in the City Hall
Auditorium. In compliance with the Open Public Meetings Act, adequate notice
of this meeting was provided.

options without success and feel that these brochure holders will work best for them and the
theater group that uses their space.
Commissioners were allotted time for questions and comments. There was a discussion on
alternatives with none being suitable due to wind and the irregular stone façade.
Motion made by Mr. Testa to accept the application as presented. Seconded by Mr.
Carroll and carried 6-1. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson,

Owner Scott Peter presented this application to demolish this 1970s modular vinyl-sided
rancher. The nine points/criteria of demolition were reviewed by Owner Peter noting that the
last two points are for relocation and do not apply to this application .
Motion made by Mr. Testa for approval of demolition of the existing structure.
Seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr.
Testa, Mr. Stevenson, Mr. Boecker, Mr. Carroll, Mr. Coupland. Those opposed: None. Those
abstaining: None.
Owner Peter then presented plans and the materials list for a new single family home.
Commissioners provided comments that they prefer upgraded materials and gave many
suggestions. Owner Peter said he appreciated the feedback for this oddly shaped property.
Motion made by Mr. Testa to table the application with applicant waiving the time for
a decision. Seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Cogswell, Ms.
Pessagno, Mr. Testa, Mr. Stevenson, Mr. Boecker, Mr. Carroll, Mr. Coupland. Those opposed:

Architect Joseph Scarpa of the Hyland Group presented this application for demolition of a single
family home to be replaced by a new single family home.
The nine points/criteria of demolition were reviewed by Architect Scarpa noting that the last
two points are for relocation and do not apply to this application .
Motion made by Mr. Carroll for approval of demolition of the existing structure.
Seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr.
Testa, Mr. Stevenson, Mr. Boecker, Mr. Carroll, Mr. Coupland. Those opposed: None. Those
abstaining: None.
Architect Scarpa said he is seeking final approval and designed the new single family home after
studying the homes around it. He said they are moving the building forward to be in line with
other homes on the street and shared the materials list.
Commissioners were allotted time for questions and comments. There was a discussion on parking
in the rear, the siding and setting the structure back due to the massing. Vice Chairperson Carroll
compliment Architect Scarpa on the design and said the HPC wants to look at the materials list and
dimensions on the design.

Motion made by Mr. Testa for conceptual approval of the design of the structure with
a return to the HPC after Zoning Board approval subject to a change in design of
parking to be moved to the rear as much as possible and not in the front. Seconded
by Mr. Carroll and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr.
Stevenson, Mr. Boecker, Mr. Carroll, Mr. Coupland. Those opposed: None. Those abstaining:
None.

Architect Christina Amey and Contract Purchaser Connor McMahan were present for this application
to elevate the structure. Chairperson Coupland advised that elevation is only to mitigate for flood
for a contributing structure and for no other purposes. Architect Amey said the lot is undersized
and there is structural damage in many places. She felt that the addition below the structure
would be more respectful to the HPC versus a floor addition above the existing structure. Architect
Amey showed Exhibits A-1 Floor Plans with Photos and Exhibit A-2 Existing Streetscape Photos.
Commissioners were allotted time for questions and comments. There was concern about the loss
of the contributing status and the Sears house, a piece of Americana. There was a discussion on
proper flood elevation. Commissioners felt it was not possible to approve the plan without
threatening the City’s National Historic Landmark status.
Motion made by Mr. Cogswell to table the application with applicant agreeing to waive
the time for a decision. Seconded by Mr. Testa and carried 7-0. Those in favor: Mr.
Cogswell, Ms. Pessagno, Mr. Testa, Mr. Stevenson, Mr. Boecker, Mr. Carroll, Mr. Coupland.
Those opposed: None. Those abstaining: None.
Council Liaison Bezaire departed the meeting at 7:40 PM.

ELEVATE/NEW FOUNDATION BLK 1031 LOT(S) 43 (CONTRIBUTING)
Commissioner Stevenson recused himself from this application.
Present for this application seeking final approval for elevating the existing building and installing
a new foundation were Owners Amanda Adams and Daniel Uffleman and Project Designer Adam
Crossland. Designer Crossland described the plans included in the application and shared the
materials list. He said the proposed elevation is BFE plus two feet to elevation 10 which is required
due to the extent of interior renovations exceeding 50% of the house value.
Commissioners were allotted time for questions and comments. It was determined the net raise
of the building is to be 1.7 feet. There was a discussion on lattice with horizontal and vertical cedar
privacy lattice to match existing on the front porch in keeping with the period of the house. The
new brick will match existing brick.
Motion made by Mr. Carroll to approve the application with the exception that the
vertical panel to be cedar privacy lattice, 75% lattice and 25% opening. Seconded by
Mr. Cogswell and carried 6-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Mr.
Boecker, Mr. Carroll, Mr. Coupland. Those opposed: None. Those abstaining: None.
Commissioner Stevenson returned to the meeting.
OPEN TO PUBLIC:
HPC 4 August 16, 2021
Discussion was open to the public at 7:53 PM and closed with no public coming forward to
comment.
DISCUSSION:
Chairperson Coupland shared that Dave Clemans will be recognized for his service to the HPC
and the City via a proclamation to be read at the City Council meeting on August 17 th, 2021.
There was a discussion on the possibility of HPC inspections to take place upon the sales of
properties in the Historic District as is done by the Zoning Official and Fire Prevention Bureau.
Fines were discussed with Solicitor Fineberg to work on the issues and also a review of the
bylaws, which were adopted over twenty years ago, for possible changes.
Vice Chairperson Carroll commended Chairperson Coupland on acquisition of a $45,000 grant
to explore and celebrate Black history in the community.
Motion to adjourn the meeting was made by Mr. Carroll at 8:23 PM, with all in favor.

June 1, 2021 and until further notice. Meetings will also be streamed live on the City’s Livestream
account (instructions on how to watch below). In accordance with CDC guidelines, individuals
who are not fully vaccinated are requested to wear masks.
