Tuesday, August 24, 2021
Opening: The virtual meeting of the City of Cape May Planning Board was called to order
by Chairperson Bill Bezaire at 6:34 PM. In compliance with the Open Public
Meetings Act, adequate notice was provided.

Chairperson Bezaire stepped away from the meeting.
Minutes:
Motion made by Mr. Gorgone to approve the meeting minutes of August 10, 2021, seconded
by Mr. Jones and carried 7-0. Those in favor: Mayor Mullock, Deputy Mayor Sheehan, Dr. Wolf,
Mrs. Reed, Mr. Gorgone, Mr. Yeager, Mr. Jones. Those opposing: None. Those abstaining: Mr.
Elwell.
Chairperson Bezaire returned to the meeting.
Discussion:
Ordinance 438-2021 Amending Section 258 of the City Code Regarding Flood Damage
Prevention
Board Engineer and Planner Hurless began the discussion by stating that the ordinance amending
Section 258 of the Flood Damage Prevention Code is a referral from City Council regarding the
ten-year lookback for substantial improvements along the Promenade. He began the
summarization of his memorandum dated August 19, 2021 by sharing that his memo lists the V1-
30 and VE Zones, but only affects the V Zone not the V1-30 or VE Zones. So all references to

the V1-30 and VE Zones should be disregarded. He went on to share the parts of the Master Plan
Reexamination, specifically 6.0 Community Facilities & Recreation Element - 6.16.14 Promenade
Upgrade & Redesign and 10.0 Resiliency Element - 10.13 Recommendations that indicate
Ordinance 438-2021 is consistent with the Master Plan Reexamination and will not affect the
City’s ability to strive for Class 4 designation in the NFIP Community Rating System.
Board Members were allotted time for questions and comments.
Motion made by Mr. Jones to adopt Resolution number 08-24-2021: 1, Flood Damage
Prevention Look Back in the City of Cape May Set Forth in City Council Ordinance 438-
2021, seconded by Mr. Gorgone and carried 9-0. Those in favor: Mayor Mullock, Mr. Elwell,
Deputy Mayor Sheehan, Mrs. Reed, Dr. Wolf, Mr. Gorgone, Mr. Yeager, Mr. Jones, Mr. Bezaire.
Those opposing: None. Those abstaining: None.
Cape May Creative Placemaking Plan for Sustainable Jersey
James M. Rutala, PP, AICP, MBA of Rutala Associates, LLC presented the background of the
City’s participation in Sustainable Jersey which is a rating system and shared that the City has won
awards that have provided grants and other positive results. He went on to say that the participation
has to be renewed every three years, and the City created a committee to formulate the plan to
inventory the arts, cultural and creative assets in the City to meet the requirements of Sustainable
Jersey. He shared that was Plan has been accepted by the City and needs to be accepted by the
Planning Board as part of the Sustainable Jersey requirements.
Motion made by Dr. Wolf to adopt Resolution number 08-24-2021: 2, Cape May Creative
Placemaking Plan for Sustainable Jersey, seconded by Deputy Mayor Sheehan and carried 9-
0. Those in favor: Mayor Mullock, Mr. Elwell, Deputy Mayor Sheehan, Mrs. Reed, Dr. Wolf,
Mr. Gorgone, Mr. Yeager, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining:
None.
Open to Public:
There was no public present for comment.
Motion made to adjourn by Mr. Gorgone at 6:55 PM with all in favor.
