Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to
order by Chairperson Warren Coupland at 6:02 p.m. In compliance with the Open Public Meetings Act, adequate
notice of this meeting was provided.

NEW BUSINESS
City of Cape May – 643 Washington Street, Block 1059, Lot 11, Key Contributing
Fence Enclosures for HVAC
Manager Paul Dietrich announced that a Cape May City Historic Building Needs & Conditions Assessment was
prepared for the city and will be distributed to HPC. He presented the plan to buffer all the building condensers with
white painted wood fencing.
Motion made by Mr. Boecker to approve the fence enclosures seconded by Ms. Wilson Stridick and carried
6-0. Those in favor: Mr. Coupland, Mr. Boecker, Mr. Stevenson, Ms. Pessagno, Ms. Wilson-Stridick, Mr.
Hammeran. Those opposed: none. Those abstaining: none.
OLD BUSINESS
230 Grant Street Cape May LLC - 230 Grant Street, Block 1019, Lot 14, Not Rated
New House
Owner Katherine Healeyand Architect James Chadwick returned with a revised plan following HPC conceptual
approval in July and an informal meeting with the review committee. A Planning Board meeting is scheduled for
the lot line change request. There was discussion about the front porch staircase alternatives as there is no central
front door. The parking plan and the landscape plan were amended. The Solicitor noted that the applicant can
return to HPC with the Planning Board decision of approval letter for final approval.
Motion made by Mr. Boecker to grant conceptual approval conditional upon alternative front stair plan 4A,
wood balusters on all railings and siding to have the smooth side out seconded by Mr. Coupland and carried 6-
0. Those in favor: Mr. Coupland, Mr. Boecker, Mr. Stevenson, Ms. Pessagno, Ms. Wilson-Stridick, Mr. Hammeran.
Those opposed: none. Those abstaining: none.
Waxman – 931 Corgie Street, Block 1093, Lot 11, Contributing
Replace Shed, Fence, Exterior Shower, Doors, Concrete and Trim Repair
Owners Gary and Miriam Waxman presented a plan to remove a chain link perimeter fence and replace it with a wood
fence, replace concrete patios and walkways with pavers, install wood doors, and an all-wood exterior shower stall.
They also propose replacing a shed with a wood shed kit on the same footprint as the shed demolished prior to this
application. In response to Mr. Coupland, Mr. Waxman cited seven of the Nine Points of Demolition to support the
demolition of the Non-contributing shed.
Motion made by Mr. Boecker to accept demolition of the shed seconded by Ms. Wilson-Stridick and carried 6-
0. Those in favor: Mr. Coupland, Mr. Boecker, Mr. Stevenson, Ms. Pessagno, Ms. Wilson-Stridick, Mr. Hammeran.
Those opposed: none. Those abstaining: none.
The shed kit was discussed. HPC requested applying horizontal wood siding painted to match the house to the shed
over the existing Texture 1-11 vertical siding; the applicant agreed. HPC requested catalog cuts for the proposed doors
and pavers. The Solicitor asked the applicants if they need any zoning relief and they responded that they were not
sure. The applicants agreed to a 60-day extension and tabling the application.

Motion made by Mr. Boecker to table the project as requested by the owner seconded by Mr. Coupland and
carried 6-0. Those in favor: Mr. Coupland, Mr. Boecker, Mr. Stevenson, Ms. Pessagno, Ms. Wilson-Stridick, Mr.
Hammeran. Those opposed: none. Those abstaining: none.
Gallagher – 257 Grant Street, Block 1023, Lot 20, Contributing
Windows, Siding
Architect Pam Fine appeared representing Bill and Sandy Gallagher who were unable to attend. Mr. Gillin-Schwartz
reported that the city received an email of representation approval. Ms. Fine presented the project for new Kolbe 9/1
wood windows to match existing, new siding to match existing or repairs to the original clapboard, new corner boards,
converting the rear sunroom into a laundry room by eliminating windows and adding wood panels, and two new
windows on one side elevation. HPC noted that replacement windows in recent projects have exhibited size problems
and simulated divided light grills. As such, HPC requested detailed window specifications to match existing as closely
as possible.
Motion made by Mr. Boecker to grant final approval conditional upon submission to the review committee of
exact window cut sheets, photographs of the existing conditions, and the siding to match the existing clapboard
seconded by Ms. Wilson Stridick and carried 6-0. Those in favor: Mr. Coupland, Mr. Boecker, Mr. Stevenson, Ms.
Pessagno, Ms. Wilson-Stridick, Mr. Hammeran. Those opposed: none. Those abstaining: none.
O’Connor – 1226 Lafayette Street, Block 1129, Lot 10, Non-contributing
Addition, Porch, Windows, Driveway, Siding
Architect Paul Farnan, Fulcrum Design Group, appeared with owners Brian & Victoria O’Connor seeking conceptual
approval as they need zoning relief for the project. Proposed are: a full second story bedroom addition, orienting the
house to the street by adding a two-story front porch, a front door and bay window to face Lafayette Street, replacing
asbestos siding with horizontal Hardie Plank 5”exposure siding, Azek trims, Andersen 400 series windows, and a
permeable paver driveway. HPC commented the design was an improvement to the house but suggested “softer” design
featuring shutters, mahogany or decking that appears to be wood upon return to HPC.
Motion made by Mr. Coupland to grant conceptual approval to further develop the plan with shutters and
wood decking seconded by Mr. Becker and carried 6-0. Those in favor: Mr. Coupland, Mr. Boecker, Mr.
Stevenson, Ms. Pessagno, Ms. Wilson-Stridick, Mr. Hammeran. Those opposed: none. Those abstaining: none.
Hoff – 1006 Washington Street – Continued at the request of the applicant.

Public comment was opened at 7:28 p.m. and closed at 7:28 p.m. with no public comment.
DISCUSSION
Windows
Mr. Boecker reported that he will be investigating windows that may be easily approved by HPC as the
manufacturers specifications change year to year. In addition, HPC will request a photo of the existing windows
to match the opening size.
HPC Awards
Pip Campbell presented a draft plan developed with Ms. Baldwin and Ms. Wilson-Stridick to reinstitute the HPC
awards program. Ms. Decker and Ms. Wilson-Stridick will review all full commission applications during 2022-
2024 for substantial projects. These would be reviewed for nominations to be sent to a credentialed independent
panel of judges to recommend projects for categories of awards to be presented by the City of Cape May at an
event in the spring. Ms. Baldwin is working on the award design. HPC will provide feedback at the next meeting.

National Historic Landmark Historic District Amendment Approved
Mr. Coupland announced that the National Trust has been forwarded the additional documentation to recognize
and add African American history to the National Historic Cape May Historic District. He encouraged HPC to
read the document.
