City of Cape May Planning Board Meeting Minutes Tuesday, November 12, 2024 Opening: The meeting of the City of Cape May Planning Board was called to order by Chairperson Bill Bezaire at 7:00 PM in the City Hall Auditorium. In compliance with the Open Public Meetings Act, adequate notice was provided. Roll Call: Mr. Bezaire, Chairperson Present Mr. Jones, Vice Chairperson Present Mr. Riggs Present Mr. Crowley Absent Mr. Gorgone Present Mr. Lundholm Absent Mayor Mullock Absent Mrs. Reed Present Councilmember Yeager Absent Mr. Padussis Alt # 1 Absent Mr. Crippen Alt # 2 Absent Also Present: Richard King, Esquire, Board Solicitor Craig Hurless, Board Engineer and Planner Karen Keenan, Board Secretary Minutes: Motion made by Mr. Jones to approve the meeting minutes of October 22, 2024, seconded by Mr. Gorgone and carried 4-0. Those in favor: Mr. Gorgone, Mr. Riggs, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Mrs. Reed. Application(s): Katherine A. Healey 230, 236 & 248 Grant Street Block 1019 Lot(s) 12, 13.01 & 14 Attorney Peter Chacanias of Hyland Levine Shapiro LLP introduced the application for minor subdivision and hardship variance relief. Owner Healey, Architect James Chadwick of James E. Chadwick, PE & RA, LLC and Surveyor George Swensen of Cape Land Surveying were sworn in along with Board Engineer Craig Hurless by Solicitor King. Architect Chadwick and Surveyor Swensen presented their credentials and were accepted as experts in architecture and surveying, respectively, by Chairperson Bezaire. City of Cape May Planning Board Meeting Minutes, November 12, 2024 1 Owner Healey shared the family’s ownership of the property and her plans for the property, which she referred to as Healey Point. Owner Healey said there will be deed restrictions and cross easements. Surveyor Swensen described the subdivision plans for the three lots. Exhibit A-1, a version of the Plan of Minor Subdivision with additional colored markings, was described in detail by Surveyor Swensen. The exhibit was retained by the applicant. Board members were allotted time for questions of Surveyor Swensen. Architect Chadwick showed the existing lot lines, proposed lot lines, preliminary building plans and ingress and egress for vehicular travel on gravel connections at the site. Engineer Hurless commented that these are not shown on the plans and the stone area was done without approval. He did not review the standards for parking (such as required buffer, for example) when reviewing the application for completeness. He said a comprehensive plot improvement plan is needed. Member Riggs expressed concern about fire truck access. Member Reed thought the stone area sounds like a parking lot. Solicitor King expressed concern about the easements. A short break was taken at 7:16 PM at the request of Attorney Chacanias. The meeting resumed at 7:28 PM. Attorney Chacanias requested an adjournment of the application in order to prepare a plot improvement plan. Solicitor King announced the application to be adjourned to be heard at the January 14, 2025 meeting with no further public notice required, except in the event the application is significantly changed and/or substantive additional variance relief are needed. There was no public present for comment. Discussion: Payment of Bills: Motion made by Mr. Jones to approve the payment of bills, seconded by Councilmember Yeager and carried 5-0. Those in favor: Mr. Gorgone, Mrs. Reed, Mr. Riggs, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: None. Motion made to adjourn by Mr. Jones at 7:32 PM with all in favor.
