Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to
order by Chairperson Warren Coupland at 6:00 p.m. In compliance with the Open Public Meetings Act, adequate
notice of this meeting was provided.

Motion made by Mr. Boecker to approve the minutes of November 25, 2024, seconded by Mr. Carroll and
carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-
Stridick, Ms. Pessagno. Those opposed: none. Those abstaining: none.

Motion made by Mr. Boecker to approve the approvals or denials in review seconded by Mr. Sevenson and

Stridick, Ms. Pessagno. Those opposed: none. Those abstaining: none.
OLD BUSINESS
CMC of Cape May LLC – 721 Beach Avenue, Block 1064 Lot 16, Non-contributing
Railings, Pool Fence
Owners of the Heritage Inn Gwen Finlay and Eric Bednar returned with contractor Scott Johnson with three
different products to replace the wood hotel railings with prefabricated sections of Timber Tech and metal
products without the original spindle or rail design. HPC suggested Azek stick-built on site with a matte finish
vinyl material, as previously suggested at the November 25 meeting. With HPC opposed to all the current
proposals, the applicant agreed to return to the review committee with a plan to include the original spindle design
to be built in Azek or wood.
Motion made by Mr. Testa to table the application with a waiver of the 45-day review period seconded by
Ms. Wilson Stridick and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson,
Mr. Testa, Ms. Wilson-Stridick, Ms. Pessagno. Those opposed: none. Those abstaining: none.
NEW BUSINESS
Jersey Development Group – 930 Washington Street, Block 1093, Lot 9, Not Rated
Four New Townhomes
Mr. Hammeran recused himself from this application.
Owner Scott Peter presented a conceptual plan for four new townhomes facing Madison Avenue with gabled
roofs, Victorian details and rear load parking on the corner lot. Mr. Peter confirmed that no Zoning Board
variances would be requested. HPC did not favor the plan and requested a partial front view on Washington
Street. The applicant agreed to an indefinite extension and agreed to meet with the review committee with
amended plans.
OPEN TO PUBLIC – Opened at 7:09 p.m.
Laurel Nuschke, 924 Washington Street, requested that the structures be oriented to Washington Street with one
front door, compatible design and scale.
Public Comment was closed at 7:14 p.m.
Motion made by Mr. Boecker to table the application seconded by Mr. Carroll and carried 7-0. Those in
favor: Mr. Coupland, Mr. Carroll, Mr. Boecker, Mr. Stevenson, Mr. Testa, Ms. Wilson-Stridick, Ms. Pessagno.
Those opposed: none. Those abstaining: none.
Mr. Hammeran returned to the meeting.

DISCUSSION
Ms. Baldwin invited HPC to the City Council meeting on December 17 at 5 p.m. to celebrate the HPC.
Mr. Coupland received a round of applause from the HPC for his long service on the Commission.
ADJOURNMENT
Motion to adjourn the meeting was made by Mr. Coupland at 7:20 p.m. with all in favor.
