MINUTES for Cape May Bike & Pedestrian Advisory Committee (BAPAC) DATE: May 19, 2021 TIME: 4:30pm LOCATION: City Hall LIVE STREAM: yes PLEDGE OF ALLEGIANCE – IN ATTENDENCE:  Chris Bezaire (Council Liaison), Terry DiUbaldi, Jim Moffatt, Holly Tilford (Chairperson), Eveyln Lovitz, Hilary Pritchard, Jeff Vecere.  Other Attendee(s): OPENING INTRO OF ALL MEMBERS TO LIVE STREAM . BAPAC “Mission Statement for 2021” is action for safety and education. The $50K budgeted amount should facilitate this! READING OF MINUTES FROM PAST MEETING: n/a OLD BUSINESS: o Update  Safe Route to School grant. Next phase to cross Pittsburgh Ave from Coast Guard area. (Phase indicates block.)  Elmira St engineering study: ACTION ITEM – Chris will get report (livestream):  Four Way Stop at Broad.  Elmira to Ocean  Need to reline corners for better sighting of cross traffic:  Franklin/Columbia.  Washington/Jefferson (across from Washington Inn)  County Roads Improvement  Lafayette St repaving Fall of 2021 or Winter 2022: a BAPAC list of recommendations will be sent to City Mgr for County Engineer. o Noted is the need for a HAWK at Jefferson St crossing. As well, a request for contra-lane which was unofficially ? rejected by Mott MacDonald. o Bike route from Safe Route to School end point at Madison/Lafayette, to continue behind school to connect to park from the rear, as well as to continue on to St.John/Broad intersection, a connector to Transportation Center (DOT Grant*) and on to West Cape May. o Park plans holdup due to JPL and Housing Authority.  Beach Ave update: o Our (and the Bike Walk report) recommendations for Bike Lanes to be painted from Poverty Beach to Madison Ave. and Page 1 of 3  Grant St. to the Cove with sharrows painted from Madison to Grant. o Continental crosswalks be painted at each significant intersection on Beach Ave from Poverty Beach to the Cove o Do away with the angled parking on Beach Ave down by the Cove.  *NJDOT Safe Streets to Transit application -ACTION ITEM: Chris/Holly to check with Jim Rutula. I.e., area (town, park, cutoff road to WCM) around CM Welcome Ctr/Bus station. o Outstanding Items:  Kiwani’s Park - Bike Path to tennis courts and Physick Estate. Note from 2020 minutes: Councilwoman Hendricks to follow up with state grant application.  Construct list of areas for bike racks so can be purchased asap.  Engineer design budget proposal to council for $28K toward path extension of Mt.Vernon, Evelyn will check with Bob Morris.  ACTION ITEM, City Administration: BAPAC is concerned in the mornings at the Promenade when there are tent sales. There is a safety issue of bicycling and the crowding of tent sales shoppers before the bikes exit by 10am which coincides with some premature opening of sales (before 10am). One suggestion: Move tents to a wider area of the promenade and/or have a patrolman monitor the area around that time. NEW BUSINESS:  Maps: ACTION ITEM: Jeff and Hilary will follow up on remaining maps to be distributed. Terry will send distribution list.  ACTION ITEM: it was recommended that BAPAC put together a detailed plan in 45 days (including costs) to present to city council for approval to act.  Chris/Holly to invite the following to discuss BAPAC wish list: o City Mgr: Columbia Ave, Sharrows/signage/wayfaring, and coordinating around Lafayette w/ county. (Elmira/Ocean study done?) o Public Works Mgr o Police Chief :“friendly” enforcement of bike laws in addition to youth helmets and lights. o Bob Church CMC Engineer to communicate concerns on many Lafayette crossings.  Evelyn advised that Jim Rutella has a copy of Cape May Bike Walk Report which is also in Master Plan; it should be noted that the area of Bank/Elmira/Broad/St.John, off Lafayette was NOT addressed in this report; it needs to be updated/included.  Bike racks: o Terry will compile list of recommended new or replaced bike racks in town; once approved, she will contact company that installed Rotary Park and ACME lot for estimates. o Hilary suggested repurposing Flower Racks on Carpenters Lane to be moved to Nature Ctr and Kiwanis Park. Page 2 of 3  Jim requested asap method of traffic calming (speed reduction, signage) around blocked off Decatur around mall (Lyle, Carpenter, Perry).  ACTION ITEM: New members needed. Chris/Holly will communicate w/ City Clerk to advertise (as well, BAPAC invited on Live Stream). Some suggestions were mentioned.
