Tuesday, October 13, 2020
Opening: The meeting of the City of Cape May Planning Board was called to order by
Chairperson William Bezaire at 6:35 PM virtually via Zoom and streamed live on
Facebook. In compliance with the Open Public Meetings Act, adequate notice was
provided.

Minutes:
Motion made by Deputy Mayor Hendricks to approve the minutes of September 22, 2020,
seconded by Mr. Belasco and carried 6-0. Those in favor: Deputy Mayor Hendricks, Mr. Belasco,
Mayor Lear, Dr. Wolf, Mr. Jones, Mr. Bezaire. Those opposing: None. Those abstaining: Mr.
Elwell, Dr. Maslow, Mr. Martz.
Resolution(s):
Fence Recommendations in R-4 District
Motion made by Deputy Mayor Hendricks to adopt Resolution number 10-13-2020: 1,
seconded by Mr. Gorgone and carried 8-0. Those in favor: Deputy Mayor Hendricks, Mr.
Belasco, Mayor Lear, Dr. Maslow, Dr. Wolf, Mr. Martz, Mr. Jones, Mr. Bezaire. Those opposing:
None. Those abstaining: Mr. Elwell.

Discussion:
Cape May City 2020 Flood Plain Management Planning Annual Report
Chairperson Bezaire introduced the discussion as a brief overview and informational in nature.
CRS Coordinator and Member Belasco described the report as the required annual update to the
City of progress of the last five-year plan and advised they are already working on the next five-
year plan.
Board Engineer and Planner Hurless added that this is in the Resiliency Element of the Master
Plan and that pages four and five show amendments to the plan and that the City is actively
implementing the Master Plan.
Member Martz about the Class 5 rating. Member Belasco replied that the City is working to meet
the Class 4 criteria.
Mayor Lear asked for response of City Council’s waiver of fees for flood vents permits. Member
Belasco replied that more permits are being pulled for flood vents installation.
Solicitor King described the recent Zoning Board of Adjustment meeting where there was public
discussion about flooding near the Atlantic City Electric substation and specific concern about the
lack of a working flap in the pumping station in the area. Board Engineer and Planner Hurless and
Member Belasco said that the City is working on this as seen in Section CCM-8 of the report
regarding the Venice Avenue pump station and which depends on funding.
Discussion was opened to the public at 6:51 PM with no public coming forward to comment.
Motion made to adjourn by Dr. Wolf at 6:52 PM with all in favor.
