Shade Tree Commission Meeting Minutes Tuesday, March 14, 2023 Chairman Schatz announced that in compliance with the Open Public Meetings Act of 1975, adequate notice of this meeting has been provided. Pledge of Allegiance Roll Call: Jay Schatz Present George Ator Present Barbara Preminger Present Robert Craft Absent Carole Sick Excused James Van Pelt Present George Werner Present Carol York Excused Shaine Meier – Council Representative Present Guests: Kevin Keenan and Martin VanWalsum 1. A motion to amend #10 in the minutes to reflect that “cost” should be replaced with “fee”…to remove a tree was made by Jay Schatz and seconded by Jim VanPelt. The motion was approved by all present. 2. Kevin Keenan (1227 Maryland Avenue) - Gum tree interfering with the sewer line. City and Drain Doctor had problems getting a camera into the sewer line. The issue in question is whether the street tree should be removed. Shade Tree Commission members shared similar issues with their current and former homes in Cape May. It was established that the tree was present before the house was built. The Commission recommended getting a professional to clean out the pipe. The Commission also recommended tabling the decision until there are more Commissioners present for an affirmative or negative vote. A motion was made by Jay Schatz and seconded by Jim VanPelt. The motion was approved by all present. 3. Martin Van Walsum (329 Congress Street) – Street tree on Congress is about a 30 degree lean towards the sidewalk. Pedestrians have to bend to walk under the tree and often have to walk on property owner’s grass. There was a discussion of two other trees in decline. One Oak tree on Claghorn and a Maple on Congress. The Commission recommended that the owner remove the two trees on Congress at his own expense and the city will remove the Oak tree on Claghorn. The owner was willing to replace the trees with trees the Commission recommends. The motion was made by Jay Schatz and seconded by Barbara Preminger. The motion was approved by all present. 4. There was a discussion about getting the Subcommittee together to strengthen the current ordinances. 5. There was a discussion on the proper methods to trim trees. 6. There was a discussion about construction equipment driving closely around trees on 20 Patterson Ave 7. The Commission reviewed the Kiwanis Park Plans. There were discussions about meeting with the Kiwanis Park task force. There was also a discussion about the trees that were planted in dedication of family members. There was a suggestion that the Commission should keep a list of trees that are dedicated throughout the city. 8. There was a discussion about replacing the tree at the Atlantic City Electric Substation. Jay said he would write a letter to AC Electric. 9. Jim VanPelt brought up some questions about a street tree on Indiana Ave in regard to the 50/50 sidewalk replacement program. He also discussed a street tree on Lafayette Street. He asked about the proper way to trim the limbs so that they don’t interfere with the power lines. A motion to adjourn was made by George and seconded by Barbara. All were in favor. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
