Carlin City Council City of Carlin Meeting Minutes July 27, 2016 CARLIN CITY COUNCIL CITY OF CARLIN STATE OF NEVADA REGULAR MEETING CARLIN MINICIPAL COURT ROOM 101 SOUTH 8th STREET CARLIN NEVADA JULY 27, 2016 @ 7:00 P.M. Call to Order and Roll Call: Mayor Dana D. Holbrook called the meeting of the Carlin City Council to order at 7:00 p.m. Council Members Present: Mayor Dana D. Holbrook Vice Mayor Lincoln Litchfield Councilperson Bob DeMars Councilperson Jay Duke Council Members Absent: Councilperson Pam Griswold Administration Staff: David Jones (City Manager), LaDawn Lawson (City Clerk) Public: Thomas Burney, Pamela Smith, Karla Jones, Fred Monte de Oca, Margaret Johnston, Anna Dean, Donnetta Skinner. 1. Comment by the General Public: Pursuant to NRS 241.020(2)(D)(3)(I & II) this time is devoted to comments by the general public and discussion of those comments. No action may be taken upon a matter raised under this item until the matter has been included on a successive agenda pursuant to the required procedures at discretion of the City in accordance with applicable law and identified as in action. (Non-Action Item) A. Introduction: Pamela Smith from Newmont Carlin Operation’s External Relations Representative. Covering Eureka County, Elko County, Toole County, Owyhee County, Wendover down to Ely. Plan to provide the same great service that you have received in the past. B. Thomas Burney with concerns that he would like the City Council to address: a. Handed out copies of an email exchange between himself, the City Attorney and the City Manager. Still don’t have what he would consider a competent professional answer. The question being on the table is if Dennis Fobes was ever sworn in as Chief of Police. Understand that he is a sworn police officer. Dennis Fobes has every right to run for City Council seat, if he is elected and seated he takes oath of office does he not. Would like the Council to address the matter with Dennis Fobes using his authority as Chief of Police to be a thug and a bully. b. It was pointed out he was to contacting the City Attorney’s office but yet they are listed in the Phone Book. c. Document of Petition of Carlin City Council, Document included in the packet, has a list of names and signatures. 1 Carlin City Council City of Carlin Meeting Minutes July 27, 2016 d. Bringing the ATV Ordinance back to the table to be modified and approved. Does not believe that it is the State of Nevada dragging their feet. e. Is it his responsibility to clean the alley? 2. Public Comment may be taken prior to any Discussion Being Taken by the Council: Review, discussion, update and presentation offered by Pam Borda regarding the Nevada Land Council and H.R. 1484 and possible review, discussion and approval of a request for donation to support the NLC campaign for H.R. 1484 and all related matters. A. Pam Borda was not present. City Manager David Jones gave a brief explanation of the hand out. Pointing out the highlights of the packet that this will be a positive money maker for the State of Nevada. B. Discussion was held on the benefits of the State of Nevada managing the land in Nevada vs how the Federal Government had been managing the land. The possibility of bringing revenue into the state and the possibility of it helping the education department. The process to purchase land would be quicker. C. MOTION: Councilperson Jay Duke made a Motion to approve a donation to support the NLC (Nevada Lands Council) campaign for H.R. 1484. Councilperson Bob DeMars Seconded the Motion. The Motion was passed unanimously. 3. Public Comment may be taken prior to any Discussion Being Taken by the Council: Review, discussion and possible approval of City expenditures for the period’s 07/09/2016 to 07/22/2016 and all related matters. (Possible Action Item) A. Vice Mayor Lincoln Litchfield disclosed that he receives a commission from NAPA and will abstain from voting on this agenda item. B. Motion: Councilperson Bob DeMars made the Motion to approve the City expenditures for the period 7/09/2016 to 7/22/2016. Councilperson Jay Duke seconded the motion. The Motion was passed, with Vice Mayor Lincoln Litchfield abstaining from any approval on the One Stop Auto Parts (NAPA) payments. 4. City Council Members Report (Non-Action Item) A. Vice Mayor Lincoln Litchfield has nothing to report at this time. B. Mayor Dana Holbrook met with representative from Dean Heller’s office. C. Councilperson Jay Duke met with NRDA and talked briefly about the Nevada Lands Council. Really proud to announce that this will benefit all the cities in Elko County with the acquisition for Eureka and White Pine County being an addition $90,000 plus dues that is paid annually will allow for hiring of another Regional Development Assistant. This is a great opportunity for everyone. Also wanted to mention the Letter from the Nevada Division of Environmental Protection Bureau of Waste Management thanking Kristi Moffett from Public Works for her professionalism and support throughout the site visit. Thank you to Kristi Moffett for that. (Document of the letter was provided in packet for City Council.) D. Councilperson Bob DeMars wants to thank the Carlin City Police Department for making the rounds at the event this last weekend. Still need to talk to Dennis about a certain individual from that weekend. The event was a great success. About 480 wristbands were handed out. A couple of the Mug Boggers stayed at our local motels. 2 Carlin City Council City of Carlin Meeting Minutes July 27, 2016 5. City Clerk’s Report (Non-Action Item) A. Report given by City Clerk LaDawn Lawson: Jana Moyes was the past Assistant City Clerk and she has offered to do the minutes for the meetings until we can decide if we want to go digital. 6. City Manager’s Report (Non-Action Item) A. Report given by City Manager David Jones: a. Met with Dean Heller’s group on the Railroad Lands through the City of Carlin, hope for them to be an advocate. Discussed annexation of land east of Carlin, the benefits that the Brownfield’s grant has brought to the City of Carlin, the Sage Grouse issues, the loss of 23% monetary with the consolidated tax and the Nevada Lands Bill. b. Working on Reports for the State of Nevada due on August 1. c. Adverting for 3 positions: Senior Center Director, Senior Center Assistant Cook, and Assistant City Clerk. 7. Carlin Police Department Report (Non-Action Item) A. No Report at this time. 8. Carlin Fire Department Report (Non-Action Item) A. No Report at this time. 9. The Motion was passed unanimously.
