12. EXECUTIVE SESSION – City Manager Review
RCW 42.30.110 (g) To evaluate the qualifications of an applicant for public
employment or to review the performance of a public employee. However,
subject to RCW 42.30.140(4), discussion by a governing body of salaries,
wages, and other conditions of employment to be generally applied within the
agency shall occur in a meeting open to the public, and when a governing body
elects to take final action hiring, setting the salary of an individual employee or
class of employees, or discharging or disciplining an employee, that action shall
be taken in a meeting open to the public.

14. AGENDA BILLS:
a) AB23-95 - Ordinance 980 of the Carnation City Council of the City of
Carnation, Washington relating to specifically authorizing a property tax
increase in terms of both dollars and percentages, to be collected in the
2024 Tax year, as pursuant to RCW 84.55.120; adopting findings of fact;
providing severability; and establishing an effective date.
b) AB23-96 - Ordinance 981 of the City Council of the City of Carnation,
Washington, relating to passing the regular property Tax Levy for 2023 for

collection in 2023; adopting findings of fact; providing for severability; and
establishing an effective date.
c) AB23-97 –Ordinance 982 of the city council of the city of carnation,
Washington, amending section 8.26.030 of the carnation municipal code
entitled “types of nuisances” to include provisions related to City Manager
designees, tire and wood accumulation, commercial buildings, and right-of-
way obstruction, providing for severability and effective date.
d) AB23-98 - Resolution 506 amending personnel policies to create an
incentive program to allow employees who waive City medical benefit
coverage to share in a portion of the cost savings the City realizes from not
providing this coverage to employees.
e) AB23-99 - Resolution 507 of the City Council of the City of Carnation
Washington authorizing City Manager to include an annual allocation in the
legislative budget under fund 001 of $1,500 for each council seat.
f) AB23-107 - Resolution 508 authorizing City Manager to enter into a contract
with KPG Psomas for on-call engineering services.
g) AB23-108 - A motion to select Michael Pendleton as facilitator
for the City of Carnation Council 2024 annual retreat.
