9) PUBLIC HEARINGS:
a) Biennial Budget: A public hearing will be held by the Carnation City Council to
consider the proposed 2025 and 2026 preliminary budget. Any person may
appear at the hearing and may be heard in support of or in opposition to this
proposal.
10) PRESENTATIONS:
a) Sno-Valley Pride Presentation – Carnation Fund
b) Meisha Robertson - Open Gym at Tolt Middle School
11) COUNCIL REPORTS AND REQUESTS: During this item, Councilmembers report on
activities and meetings from the previous two weeks. This space is important, as it
provides an opportunity for the Council, Staff, and public to understand how the
Councilmembers spend their time.

a) AB24-93 An ordinance repealing Chapter 8.22 Parades and Public Assemblies
and adding Chapter 5.60: Special Events to the Carnation Municipal Code.
b) AB24-94 An ordinance amending the Carnation Municipal Code Section
13.86.024 “Low-Income Rate Discount – Sewer Customers”, and Carnation
Municipal Code section 13.88.044 “Low Income Discount Rate – Water
Customers”.

15) EXECUTIVE SESSION
a) RCW 425.30.120(c) To consider the minimum price at which real estate will be
offered for sale or lease when public knowledge regarding such consideration
would cause a likelihood of decreased price. However, final action selling or
leasing public property shall be taken in a meeting open to the public.
16) INFORMATION, CLARIFICATION, GENERAL DIRECTION ITEMS:
Councilmembers may introduce new topics, ask clarifying administrative questions,
debate legislative issues and provide direction on new agenda items.
