City of Carpinteria Carpinteria Open Space Management Advisory Board Special Meeting Minutes May 27, 2026 at 2:00 PM City Hall Council Chambers 5775 Carpinteria Ave Board Members Present: David Allen, Chair Ted Rhodes, Vice-Chair Jon Lewis Patrick Crooks Evan Hobson, Secretary Scout Vernon James McElvain Board Members Absent: N/A Others Present: Jeanette Gant (Parks, Rec., & Comm. Services Director) Torrie Culberth (Parks, Rec. & Comm. Services Program Manager) Member(s) of the Public Meeting Notes 1. Call to Order/Roll Call a. Attendance per above, David Allen as Chair. Meeting called to order at 2:00 PM. 2. Public or Board Comments regarding matters not on the agenda a. Handicap parking pad maintenance off Bailard Ave at Carp Bluffs parking lot. b. Non-motorized bike signs at Rincon Gateway (bluffs III) not impactful and still issues with non-motorized vehicles. Suggestion for additional temporary A-frame signage. 3. Approve the Minutes of the Special Meeting held on March 17, 2026 a. Member Rhodes moved to approve the minutes of the Special Meeting held on March 17, 2026. The motion was seconded by Member Lewis and approved unanimously. 4. Upcoming Events/Announcements a. Nothing Discussed COSMAB Meeting Summary 1 5. Bluffs Projects Updates a. County Funding i. Submitted for initial $200k, with the total amount of funding provided by the County needing to be spent by 2029. b. Next Steps i. Jeanette Gant provided a staff report with draft notes after meeting with Community Development department going over County funding status and next steps. Next steps include establishing project vision and scope, project management structure, technical studies and assessments, community engagement and preliminary timeline. 6. “Leash your dog” campaign data review a. Brief staff report highlighting code enforcement data from quarterly report, but more details needed for further discussion. Proposed agenda item for next meeting. 7. One page “field guide” for Showcapes a. Brief discussion but more time needed to develop. Proposed agenda item for next meeting. 8. Map of the Bluffs a.
