Item No. 1. CONFERENCE WITH REAL PROPERTY NEGOTIATOR
A closed session will be held, pursuant to Government Code § 54956.8, to enable
the Successor Agency to consider negotiations with Mark Payne, with whom the
Successor Agency is negotiating, and to give direction to its negotiators, Nelson
Hernandez, Executive Director and Abelardo Avalos, Community Development
Director regarding that certain real property at 2254 East 223rd Street. The
Agency’s real property negotiator will seek direction from the Agency Board
regarding the price, conditions and terms of payment for the property.

A closed session will be held, pursuant to Government Code § 54956.8, to enable

Recommendation: Mayor Dear to TAKE the following actions:
1. CONSIDER the status of any City Council Sub-Committee as
listed on Exhibit No. 1.
2. CONSIDER and CREATE any new City Council
Sub-Committees in accordance with Standard Management
Procedure No. 1.45 and DETERMINE if the same are "standing
sub-committees" or "ad hoc sub-committees." (Exhibit No. 2)
3. DESIGNATE member assignments to the City Council
Sub-Committees.
4. APPOINT a chairperson to each City Council
Sub-Committee.

Item No. 30. 2015-023 CONSIDERATION OF CARSON BEAUTIFICATION
PROGRAM
Recommendation: TAKE the following actions:
1. APPROVE the concept of a beautification program;
2. DIRECT staff to create program guidelines and procedures to
implement the proposed concept; or
3. CREATE a committee exclusively to advise staff regarding
the program guidelines and procedures; or
4. Refer the matter to an existing body, such as the
Beautification Committee, Planning Commission, Environmental
Commission, or some other existing Commission, Committee, or
Board deem appropriate by the Council to advise staff regarding
program guidelines and procedures; and
5. DIRECT staff to propose funding for the program in the fiscal
year 2015/16 budget.
