Item No. 2. 2017-632 CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (CITY COUNCIL) Recommendation: A closed session will be held, pursuant to Government Code Section 54956.9(d)(1), to confer with legal counsel regarding pending litigation to which the City is a party. The title of such litigation is as follows: Frank Lindsay V. City of Carson; Case Number 2:16 cv-06559-GHK-RAO, Central District of California. Farfsing, City Manager and Dr. Jim Hart, Interim Assistant City Manager/Acting Director of Human Resources, its negotiators(s), regarding labor negotiations with AFSCME Local 809. Item No. 4. 2017-670 CONFERENCE WITH REAL PROPERTY NEGOTIATOR (SUCCESSOR AGENCY) Recommendation: A closed session will be held, pursuant to Government Code Section 54956.8, to enable Successor Agency to consider negotiations with Mike Easton of TJR Strategic Investments and to give direction to its negotiators, Kenneth C. Farfsing, Executive Director, John Raymond, Director of Community Development and Sunny Soltani, Agency Attorney, regarding that certain real property known as 17505 Main Street, APN: 7339-003-900. The Successor Agency's real property negotiator will seek direction from the Agency member regarding the price and terms of payment for the property. Item No. 5. 2017-672 CONFERENCE WITH REAL PROPERTY NEGOTIATOR (CITY COUNCIL) Recommendation: A closed session will be held, pursuant to Government Code Section 54956.8, to enable the City Council to consider negotiations with Steve Gregory, CBC, Inc. with whom City is negotiating, and to give direction to its negotiator(s) Kenneth C. Farfsing, City Manager, and John Raymond, Director of Community Development regarding that certain real property at 7315-012-900. Item No. 8. 2017-646 CONSIDER AUTHORIZING A BUDGET AMENDMENT FOR THE CITY OF CARSON'S CONTRACT WITH MV TRANSPORTATION, INC. (CITY COUNCIL) Recommendation: TAKE the following actions: 1. AUTHORIZE a budget amendment in the amount of $41,339.88 to pay for the City of Carson's June invoice with MV Transportation, Inc. 2. APPROPRIATE an additional $20,669.94 to Proposition A account number 18-90-999-180-6045, and an additional $20,669.94 to Proposition C account number 19-90-999-180-6046. 3. WAIVE further reading and ADOPT Resolution No. 17-110, "A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2016-17 BUDGET IN THE TRANSPORTATION SERVICES DIVISION, PROPOSITION A AND PROPOSITION C FUNDS. (CITY COUNCIL) Recommendation: TAKE the following actions: 1. AUTHORIZE a six-month contract extension for Tree Maintenance Services with West Coast Arborists, Inc. for the term July 1, 2017, through December 31, 2017, at a monthly cost of $32,600.00, and a total of $195,600.00. 2. AUTHORIZE an additional expenditure up to $39,120.00 (20%), for unforeseen additional trimmings outside the normal scope of work. 3. AUTHORIZE the Mayor to execute the contract amendment following approval as to form by the City Attorney. 4. APPROVE entering into a participant agreement between the County of Los Angeles for the Los Angeles Region - Imagery Acquisition Consortium 5 ("LARIAC5") Project for an amount not to exceed $48,384.00. 2. AUTHORIZE the Mayor to execute the agreement, after approval as to form by the City Attorney. AWARD a contract services agreement to HR Green for the period of August 15, 2017 through March 1, 2018. 2. AUTHORIZE an additional contract amount up to $8,602 for contingencies. 3. AUTHORIZE the Mayor to execute a contract services agreement following approval as to form by the City Attorney. 4. AUTHORIZE a budget transfer in the FY 2017/18 Budget through Resolution Number 17-116. 5.
