Due to the current Coronavirus public health emergency, no members of the public are being permitted entry into the Council Chambers during this public hearing. The hearing will be conducted electronically via remote teleconferencing using the Zoom application. To facilitate public participation, however, this hearing will be available by livestream on the City's website (http://ci.carson.ca.us), and broadcast on cable television channels 35 (Spectrum) and 99 (AT&T). Spanish translators will also be available. Residents interested in using this option must contact the Planning Division (malexander@carsonca.gov or 310-952-1700 ext. 1326) the day before the hearing by 5:00 p.m. to request call-in information; and must call-in no later than 5:00 p.m. on the date of the hearing and follow the instructions provided by the meeting administrator. Residents who call in will be placed on hold until the hearing begins, and the meeting administrator will unmute and call upon residents by name when it is their turn to provide public comment. If your name is called and there is no immediate response, the meeting administrator will move to the next public commenter and will not be obligated to return to you. Residents utilizing this option are requested to please follow these instructions very carefully so as to avoid creating unnecessary technical difficulties for City staff and the hearing participants. • Community Center: You can provide live public comment in-person including Spanish translation from the City’s Juanita Millender-McDonald Community Center, Hall A/B, during the public hearing on the following terms and conditions: • A projector screen, podium and microphone will be set up, allowing members of the public to observe the hearing (with Spanish translation) and provide public comments to the Council (with Spanish translation) in real-time. • To prevent the spread of COVID-19, a contactless temperature screening will be performed at the entry; anyone with a temperature over 100.3 F will be required to leave the premises. • Execution of a liability waiver and release form provided by the City related to COVID-19 will be required prior to entering the Community Center. • Face coverings will be required at all times. • A microphone cover will be used and changed out between speakers to ensure compliance with applicable COVID-19 sanitation protocols. • To ensure social distancing, chairs will be spaced at least six feet apart, and no CITY OF CARSON Page 13 Housing Authority/Successor Agency/City Council AGENDA TUESDAY, JUNE 1, 2021 standing or overflow attendance will be permitted. As such, capacity will be limited to 100 persons. • Chairs will be available on a first-come, first-served basis, and members of the public who do not arrive in time to get a chair will be required to leave the premises. • Any person who refuses to strictly adhere to these measures will be required to leave the premises. For the protection of your own health and the health of others related to the spread of COVID-19, the City urges you to consider other options for public participation first, and to consider the risks involved with the in-person Community Center option, before making a decision to participate in the hearing via the Community Center option.
