AWARD a purchase agreement for on-site bulk purchasing of gasoline and diesel fuel from Shell Retail and Convenience Operations LLC DBA Shell TapUp at a not-to-exceed cost of $100,000.00 for the period of July 1, 2022 through June 30, 2023. 2. AUTHORIZE the Mayor to execute the purchase agreement following approval as to form by the City Attorney. Item No. 22. 2022-156 CONSIDER APPROVING AMENDMENT NO. 3 TO AN AGREEMENT WITH HDL SOFTWARE, LLC TO PROVIDE SOFTWARE FUNCTIONALITY, WEB-BASED BUSINESS LICENSE APPLICATIONS AND FALSE ALARM BILLING SOFTWARE (CITY COUNCIL) Recommendation: 1. APPROVE the proposed Amendment No. 3 to the agreement for contract services between the City of Carson and HdL Software for Prime Business License and False Alarm billing software. 2. AUTHORIZE the Mayor to execute the HdL Software Amendment No. 3, after approval as to form by the City Attorney. TO PROVIDE AUDIT SERVICES FOR THE OIL INDUSTRY BUSINESS LICENSE TAX (CITY COUNCIL) Recommendation: 1. WAIVE the bidding requirements of the Carson Municipal Code (CMC) pursuant to CMC Section 2611(e) ("Sole Source Purchasing"); and 2. APPROVE Amendment No. 1 to Agreement for Contract Services by and between the City of Carson and BRI Consulting to increase the contract sum to $250,000 and extend auditing services to February 30, 2024 and 3. WAIVE the bidding requirements in Chapter 6 ("Purchasing System") of Title II of the Carson Municipal Code, pursuant to Carson Municipal Code Section 2611(e) ("Sole Source Purchasing"); and 2. APPROVE the three-year contract services agreement with Granicus, Inc., for Legistar software, streaming media, and video and CampaignDocs hosting services in the not-to-exceed amount of $110,730.11 (Exhibit No. 1; "Agreement"); and 3. AUTHORIZE the Mayor to execute the Agreement upon approval as to form by the City Attorney. Item No. 32. 2022-405 CONSIDERATION OF LOCAL APPOINTMENTS TO THE CITY’S COMMISSIONS, COMMITTEES AND BOARDS; AND/OR CITY COUNCIL SUB-COMMITTEES; AND/OR CITY-AFFILIATED ORGANIZATIONS BY MAYOR AND CITY COUNCIL (CITY COUNCIL) Recommendation: TAKE the following actions: 1.
