PUBLIC INFORMATION
The public may address the members of the City Council on any matters within the
jurisdiction of the City Council or on any items on the agenda of the City Council
during the designated public comment periods. There will be two Oral
Communication sessions: one for Agendized Items (comment about items ON the
agenda) and the other for non-Agendized items (comment about items NOT on the
Agenda). The Oral Communications portion of the agenda is limited to a duration of
one hour unless otherwise approved by the City Council. Comment time is normally
3 minutes depending on the number of speakers.
Mayor Pro Tempore / District 1 Councilmember Jawane Hilton will be participating at
a remote teleconference location as follows: Marriott Alpharetta located at 5750
Windward Parkway, Alpharetta GA 30005 (precise location to be determined; inquire
with front desk). Mayor Davis-Holmes and Councilmembers Dear, Hicks, and Rojas
will be participating in the City Council Chambers.
The remote teleconference location is accessible to the public to provide public
comment from that location using the teleconference instructions noted below. A
copy of the agenda will be posted at the remote teleconference location.

complete video surveillance and access control systems,
conditioned upon no bid protest being filed pursuant to the City's
Purchasing Ordinance that results in any change to City's ability to
award the contract to Johnson Controls, Inc.
2. AUTHORIZE the Mayor to execute contract with Johnson
Controls, Inc., following approval as to form by the City Attorney.

1. WAIVE any irregularities or informalities in the proposals;
2. APPROVE the proposed Contract Services Agreement with
Sami's Referees, LLC, for a not-to-exceed Contract Sum of
$540,000.00 over the initial three-year term from April 1, 2023,
through March 31, 2026, with City options to extend the term for up
to two one-year periods thereafter (the "Sami's Agreement";

3. APPROVE the proposed Contract Services Agreement with
Hangtime Sports, a sole proprietorship, for a not-to-exceed
Contract Sum of $180,000.00 over the initial three-year term from
April 1, 2023, through March 31, 2026, with City options to extend
the term for up to two one-year periods thereafter (the "Hangtime

Recommendation: 1. AWARD a Construction Contract to Elite Elevator Service for
Project No. 1720 - Modernization of the City Hall Elevator

1. APPROVE Amendment No. 6 to the Agreement for Contract
Services by and between the City of Carson and West Coast
Arborists, Inc. to increase the contract sum by $400,000.00 to
provide increased tree maintenance services through the end of
the final extension period of September 30, 2024, such that the
total cost of the Contract Agreement does not exceed
$4,478,179.03.
2. AUTHORIZE the Mayor to execute the amendment after
approval as to form by the City Attorney.

Recommendation: TAKE the following actions:
1. OPEN the public hearing, TAKE public testimony, and CLOSE
the public hearing.
2. AWARD two (2) Non-Exclusive Towing and Storage Franchise
Agreements, one with Falcon Towing and one with Kruger Towing.
3. AUTHORIZE the Mayor to execute both agreements, following
approval as to form by the City Attorney.
