CALL TO ORDER The meeting was called to order at 6:35 PM by Chair Lawrence. 1 ROLL CALL Present: Chair Shannon Lawrence, Secretary Kisa Hilliard, Commissioners, Cesar Dahilig, Walter Gonzalez (entered 7:03 PM), Edwina Hunter, DeAnthony Langston, Jo Jacqueline Johnson, Kelvin Brown, Rudolfo Brillantes Excused : Vice-Chair Jesus-Alex Cainglet, Commissioner Kim Cortado Absent: Secretary Kisa Hilliard Action: It was moved to excuse the absence of Commissioner Cainglet and Cortado on a motion of Chair Lawrence, seconded by Commissioner Brown, and carried by a unanimous vote of 5-0. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Brown. PRESENTATIONS 1. PARKS/CONSTRUCTION PROJECTS UPDATES Attachments: Parks/Construction Projects Update_PPT Community Services Superintendent Bobby Grove introduced the agenda item by reading the staff report aloud to the commissioners. Recreation Superintendent Tim Grierson then presented various slides updating commissioners of progress on the park construction projects. He shared photos of the work that contractors have completed. Park Maintenance Superintendent Modesto Bolanos discussed laser leveling the fields and the intent for aquatic slides to be gel recoated, in time for summer. Commissioner Brillantes asked if Moneta St. will remain open for easy access to the park. He claimed several residents have asked him. Superintendent Grierson clarified that Moneta St. would indeed remain open. Commissioner Hunter asked if the gel recoat would be for both Hemingway and Dominguez Park. Superintendent Grierson confirmed that both parks would be recoated. Action: There was a motion to Receive and File this item, on a motion from Commissioner Hunter, seconded by Commissioner Brown, and carried by a unanimous vote of 6-0. PUBLIC ORAL COMMUNICATIONS ON AGENDA ITEMS The public may address the Commission on any matters within the jurisdiction of the Carson Parks, Recreation and Cultural Arts Commission or on any items on the agenda of the Carson Parks, Recreation and Cultural Arts Commission, prior to any action taken on the agenda. DISCUSSION PUBLIC ORAL COMMUNICATIONS FOR MATTERS NOT LISTED ON THE AGENDA The public may at this time address the members of the Carson Parks, Recreation and Cultural Arts Commission on any matters within the jurisdiction of the Carson Parks, Recreation and Cultural Arts Commission. No action may be taken on non-agendized items except as authorized by law. Speakers are requested to limit their comments to no more than three minutes each, speaking once. COMMISSIONER'S ORAL COMMUNICATIONS/PARK REPORT Commissioner Brown/Mills Park: Will be attending a meeting that is being held tomorrow to discuss plans for the Juneteenth Celebration. Commissioner Hunter/Dominguez Park: Nothing to report. Commissioner Langston/Del Amo Park: Met with three (3) staff members and discussed various changes they can make to improve the park. He reported that the fences near the far end of the park are rotting. The rust poses a hazard for young children. Commissioner Dahilig/Dolphin Park: Relayed a reoccurring question from the pickleball players; they asked when the construction of the additional pickleball court would begin. Many people play on Saturdays, and there is a long line of players. The commissioner said he would gather details from city staff and report back. Commissioner Brillantes/Carriage, Carson Park: Was pleased to report that the plants are well kept and the grass is taken care of. Residents are generally happy except for the continuous lighting issues. There is a great amount of activity going on inside and outside the park. 3 Commissioner Lawrence/Stevenson Park: Suggests that all staff are trained and motivated to operate the scoreboards at full capacity, since taxpayer money funded them, and a lot of work went into installing them. Scoreboards keep all sides honest and it is important to use them to their full capacity. STAFF ORAL COMMUNICATIONS Community Services Superintendent Bobby Grove: • Autism 5K Walk/Run: Had over 400 participants. The Carson Event Center chose to host it this year instead of at CSUDH, and it worked out very well. The money that was saved by hosting it on our turf will go back into the program. • Mental Health Awareness event: Will be held on May 23 at the Event Center from 9 AM to 1 PM. • The Event Center is growing very busy with graduations, weddings, etc. Park Maintenance Superintendent Modesto Bolanos: • Quick upgrades: Completion for chain link fence and other small upgrades will be finished by May 8. • Pickleball Court: Will be ready in June. • Del Amo Park: Confirmed that there is a lot of water in the area due to the water table. Staff have been shutting off the water and squeegeeing it out. • Sharefest/Del Amo Park beautification: The tentative date is June 9. Recreation Superintendent Tim Grierson: • Cinco de Mayo: Will be held at Carson Park on May 3, 2026, from 1 PM to 4 PM. This year’s event will include a walk/run and there will be a shuttle running from 12 PM to 5 PM. • Scoreboards: Will discuss training with the park supervisors at their next Wednesday meeting. He agreed that there was a lot of work put into installing them, and it is important they are used to their full capacity. There was recently a requisition submission to purchase a scoreboard with shot clock timer for Stevenson Park. • Special events & park programs: Many events are listed on the PAAG. Earth Day was postponed due to weather, but management is looking at new dates for May and working with vendors. • 4th of July: Staff are working with CSUDH to produce a drone show. There are more details that will follow on the flyer. Administrative Secretary Kimberly Madrigal: Nothing to report. Chair Lawrence gave Commissioner Gonzalez the floor, as he entered the meeting late. Commissioner Gonzalez asked for us to keep a close eye for street vendors since sports season is nearing. This will help the volunteer association raise more funds for the parks and their activities. ADJOURNMENT This Board/Commission/Committee is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Board/Commission/Committees agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to comment on agenda items 4 before the Board/ Commission/ Committee and items not on the Board/Commission/Committee agenda but are within the subject matter jurisdiction of the Board/ Commission/ Committee. The Board/Commission/Committee may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Action: It was moved to adjourn the meeting at 7:06 PM on a motion of Commissioner Brillantes, seconded by Commissioner Dahilig, and was unanimously carried on a vote of 7-0. 5
