CARTER LAKE CITY COUNCIL MEETING
Monday, March 17, 2025
Mayor Ronald Cumberledge called the regular meeting to order at 7:00 p.m.
Roll call of the council, present: Mayor Ronald Cumberledge, Jacob Hanika, Jackie Wahl, Aaron Grell, Victor Skinner
and Jason Gundersen; City Attorney David Levy and Clerk Jackie Carl.
Grell moved to approve the agenda, seconded by Hanika, unanimously approved. Gundersen moved to approve the
consent agenda with updates to minutes per Wahl, seconded by Skinner; unanimously approved. Consent agenda
includes the following: Department head reports from Parks, Library, Community Center, Senior Services,
Maintenance, Police, Fire/EMS; City council minutes from December; Overtime and comp-time reports, abstract of
claims, receipts and financial reports for February 2025.
The Developers from “The Landings Reserve” were present to discuss rezoning and request public hearing; there
was a discussion to consider a conditional use permit instead of rezoning. Gundersen moved to set a public hearing
for April 21 to consider a text amendment and conditional use permit for the property, seconded Grell; homeowners
in the area were presented and voiced concerns. Roll Call: Gundersen-Yes, Skinner-yes, Wahl-no Grell-yes, Hanika-
no; Gundersen moved to set public hearing for April 21, 2025, seconded by Grell; Skinner-yes Wahl-no Grell-yes,
Hanika-yes Gundersen-yes.
Mayor Cumberledge asked for council support to appoint Linda Weatherby to the Library Board, Gundersen moved
to approve appointment, seconded by Grell; unanimously approved. N Attorney Levy presented quit claim deeds to
clean up come real estate matters along an existing alley near 5th and Avenue Q; Gundersen moved to approve the
mayor signing the deeds for transfer to adjacent property owners, seconded by Hanika; unanimously approved.
Gundersen explained that there is a list of homeowners whose water shut off in their front yards are not operational.
Gundersen moved to send letters to property owners notifying them that they have 90 days to make the repairs;
motion died for second, Grell moved to send certified letters that state the city wants a written response within 60
days of the owners’ plan to make the repairs and the repairs are to be completed within 60 days of the owner written
response to the city. At a later date the council will need to draft a resolution for assessments if the city is required
to complete the work. Yes, the letter will go to the property owners. Unanimously approved.
Gundersen would like to see employees using daily logbooks. Allows to look back if there are questions of what was
done on a certain day to see what the time sheets, maintenance and building inspection departments. Jason will
have a sample for next month.
Skinner moved to hold City Motors salvage yard permit until they come into compliance and to get some stuff
cleaned up, clean up
Gundersen moved to approve the third reading to adopt the “Carter Lake Code of Ordinances” seconded by Skinner,
unanimously approved. Skinner moved to approve the second reading of the ordinance to adopt the city
administrator ordinance, seconded by Wahl; unanimously approved. Grell moved to hold on approving payment to
the contractor for the trail project, due to failure to complete per agreement; seconded by Gundersen, unanimously
approved. Skinner moved to approve wage resolution for Levi Terril at $22.14 at the Community Center, seconded
by Gundersen; unanimously approved.
Public Comment request: Sara Sechrest introduced the junior high students who are part of the Junior Jackets
Robotics Team heading to competition next month. Terry Hite, Matt Seminara, Ranelle Moraski, and Greg Stephans
asked the council to consider vacating the platted street of 18th to the adjacent neighbors. The request was turned
down.
At 7:55 p.m. the Carter Lake City Council adjourned to closed session to discuss real estate matters. Returned to
open session at 8:30 p.m. Grell moved to return to open session, seconded by Skinner, unanimously approved. Grell
moved to proceed with eminent domain for easement for the Avenue H flood control issue for 2.5 acres along the
stormwater pond adjacent to the golf course; unanimously approved. Adjourned at 8:35 p.m.

will be held on Monday, March 17, 2025, at 7:00 p.m.,
in the City Hall Council Chambers, 950 East Locust Street, Carter Lake, Iowa,
for the purpose of taking official action on the agenda items shown hereinafter and for such
other business that may properly come before the Council. This is a formal meeting during
which the Council may take official action on various items of business. If you wish to speak on
an item, please follow the seven participation guidelines adopted by the Council for speakers:
1. Anyone may address the Council on any agenda item.
2. Speakers should approach the microphone one at a time and be recognized by the Mayor.
3. Speakers should give their name, spell their name, give their address, and then their statement.
4. Everyone should have an opportunity to speak. Therefore, please limit your remarks to three
minutes on any one item.
5. At the beginning of the discussion on any item, the mayor may request statements in favor of
an action to be heard first, followed by statements in opposition to the action.
6. Any concerns or questions you may have which do not relate directly to a scheduled item on
the agenda will also be heard under “Citizen Concerns”.
