CITY COUNCIL MINUTES October 27, 2015 SPECIAL MEETING OF THE CARTERVILLE CITY COUNCIL The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He called the meeting to order at 7:00 p.m. ROLL CALL Bradley M. Robinson Mayor Present Michele A. Edwards City Clerk Present Khristina Hollister Deputy City Clerk Absent Mark Carney City Treasurer Present Doug Brinkley Alderman/Ward 3 Absent Phyllis Emery Alderman/Ward 4 Present Tom Gentry Alderman/Ward 1 Present John Gooden Alderman/Ward 3 Present Mike Helfrich Alderman/Ward 2 Present James Houseworth Alderman/Ward 1 Absent Tom Liebenrood Alderman/Ward 4 Present Curt Oetjen Alderman/Ward 2 Present The Mayor declared a quorum present. Others present were: Retia Watson, Secretary/Bookkeeper; Ralph Graul, Building and Codes; Bill Kirk, Zoning/Planning Committee; Marvin Oetjen, Kamper Supply; Janice McConnaughy, Human Resources Specialist; and Ron Rains, Fire Chief. The Mayor asked for comments from the audience with no response. The Mayor asked for action on the variance hearings that were held prior to this meeting. The Zoning and Planning Commission have approved both of these requests unanimously. Motion 1: Gooden moved and Helfrich seconded to allow the variance for placement of a carport on property owned by Phyllis Emery at 433 E. Illinois Avenue. Roll call vote: Emery, abstain; Gentry, yea; Gooden, yea; Helfrich, yea; Liebenrood, yea; and Oetjen, yea. The Mayor declared the motion carried. Motion 2: Emery moved and Liebenrood seconded to allow the variance for placement of a double-wide mobile home on property owned by Greg and Pam Meracle at 102 Carter Street in an R-2 zone. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Special Meeting of the Carterville City Council Tuesday, October 27, 2015 Page 2 The Mayor explained a request for pole barn storage building that is being built by McBride Mack that did not have a building permit before beginning instruction. Mike Helfrich approached McBride about this and they did not realize that a building permit was required in the TIF District. They have since completed this permit and the Council is being asked to approve the construction of a post framed building. It will have a gravel floor and be used for storage only. Motion 3: Oetjen moved and Helfrich seconded to allow the construction of a post framed building on Brayfield Road owned by Charles and Doris McBride of McBride Mack Sales. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor stated that the Fire Department is asking for an increase in pay for the part-time firefighters who are filling shifts and on-call time. The request is for an additional $1.64 per hour for Fire Department employees who are working a rotation shift with on-call time. Motion 4: Emery moved and Gooden seconded to authorize a $1.64 hourly increase for part-tine Fire Department employees who are working a rotation shift. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor asked the Council to consent to moving the December Council meeting to the Community Center to facilitate the Downtown Christmas Party and Santa’s House which is in the Council Chambers. The Mayor indicated that we have a request from Boy Scouts Troop 77 to camp at Cannon Park the first weekend in November while they are doing “Scouting for Food”. Motion 5: Gentry moved and Oetjen seconded to allow Boy Scouts Troop 77 to camp at Cannon Park for the “Scouting for Food” project. All voted yea and the Mayor declared the motion carried. Motion 4: Helfrich moved and Emery seconded to adjourn the meeting. All voted yea and the Mayor dismissed the meeting at 7:12 p.m. ___________________________ Next Ordinance No. 1389-15 Michele A.
