CITY COUNCIL MINUTES August 19, 2016 SPECIAL MEETING OF THE CARTERVILLE CITY COUNCIL The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He called the meeting to order at 6:00 p.m. ROLL CALL Bradley M. Robinson Mayor Present Michele A. Others present were: Retia Watson, Secretary/Bookkeeper; Janice McConnaughy, Human Resources Specialist; and Garry Wiggs, Public Works Director. The Mayor asked for comments from the audience with no response. The Mayor introduced information regarding a proposal from the Carterville Soccer Association. They are trying to facilitate field space for Little League Soccer (three temporary fields on the existing ball diamond and the existing soccer field). The fields that were being utilized behind the Fellowship in Christ Church on Route 13 frontage are no longer available. The original proposal asking for nine fields in Cannon Park was denied by the Park Committee. Since that time a new director has been appointed, James Williams, and he is trying to work with the City to find temporary facilities for this fall while they are trying to find a permanent home for their program. The parking will be off of the gravel drive that runs east/west through Cannon Park and not at the Community Center. The Mayor further indicated that he had researched the original documentation for Cannon Park regarding use and the only regulation he could find is that the area must be used for public park use. Therefore, we are assuming that the only restrictions are, for example, that we could not use the property as an industrial park or sell it off as residential property. Gentry mentioned that he remembered that we were not to install lighting on the ball diamond at Cannon Park. The Mayor found no such restriction in his research. Special Meeting of the Carterville City Council Tuesday, August 19, 2016 Page 2 Motion 1: Liebenrood moved and Gentry seconded to permit the Carterville Soccer Association to use the Cannon Park ball diamond for three temporary soccer fields for the Fall Little League Soccer Program. All voted yea and the Mayor declared the motion carried. (The season will not begin until after the Free Fair and the Association will make sure that cleanup is completed on this field. Also, they will not be installing any bleachers and they will do their own mowing). Motion 2: Gentry moved and Houseworth seconded to approve a $200.00 donation to the Carterville Lion’s Club Free Fair. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor introduced a request for a road closure for the Chamber of Commerce 5K Run/Walk on September 9, 2016. No one was present to explain the road closure being requested but we are assuming this is Greenbriar Road for the duration of the run. This event is scheduled a little later this year because there is a home football game and the Chamber is planning to begin the event after the football game begins so that traffic to the school will not be obstructed. The Mayor feels that it will take Council action to close the road and we need to get this information to the media well in advance of the event. The event will last approximately one hour. Motion 3: Houseworth moved and Gentry seconded to allow Greenbriar Road to be closed for the Chamber 5K Run/Walk on Friday evening, September 9, 2016. All present voted yea and the Mayor declared the motion carried. (This information will be discussed with the Police Department and the media will be notified prior to the event). Motion 4: Oetjen moved and Gentry seconded to move to EXECUTIVE SESSION for the purpose of discussing personnel, possible litigation and possible acquisition of property. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried and the Council left Chambers at 6:22 p.m. Motion 5: Oetjen moved and Gentry seconded to return to REGULAR SESSION. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried and the Council returned at 6:46 p.m. The Mayor explained that he and Mickey Edwards traveled to Freeburg to discuss the final draft of our codification with Frank Heilegenstein. We reviewed the entire book except for changes in zoning. These changes require review by the Zoning/Planning Committee and public hearings. Therefore, we are working toward making all the necessary changes in all of the other parts of the code book and then after its passage by the Council we will rewrite and have the necessary hearings to approve the zoning changes. One of the things we found when discussing this with Mr. Heilegenstein is that some of the information in the zoning section should be in property maintenance. Therefore, we are expecting to have a final draft in the next couple of weeks and putting this on the September agenda for review and approve this book in October or November. Special Meeting of the Carterville City Council Tuesday, August 19, 2016 Page 3 The Mayor indicated that he has been working with Donnie Smoot, Crawford and Associates, on the corrected zoning map. This will be reviewed by the Council and there will need to be a Public Hearing before approval and publication. Motion 8: Oetjen moved and Liebenrood seconded to adjourn.
