SPECIAL MEETING OF THE CARTERVILLE CITY COUNCIL
The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He called
the meeting to order at 7:02 p.m.

The Mayor declared a quorum present.
Others present were: Garry Wiggs, Public Works Director; Retia Watson, Bookkeeper/Secretary; Janice
McConnaughy, H R Specialist; Marvin Oetjen, Kamper Supply; and Retia Watson, Bookkeeper/Secretary.
Recognition of Guests – No Comments
The Mayor introduced several ordinances to be reviewed and approved.
Motion 1: Helfrich moved and Edwards seconded to move to approve ORDINANCE NO. 1435-18,
ORDINANCE TO CONFORM TO AN ACT REGULATING WAGES OF LABORERS, MECHANICS AND
OTHER WORKERS EMPLOYED IN ANY PUBLIC WORKS BY THE STATE, COUNTY, CITY OR ANY
PUBLIC BODY OR ANY POLITICAL SUBDIVISION OR BY ANY ONE UNDER CONTRACT FOR
PUBLIC WORKS, APPROVED JUNE 26, 1941, CODIFIED AS AMENDED, 820 ILCS 1 30/1 ET SEQ.
(1993), FORMERLY ILL. REV. STAT., CH 48, PAR. 39S-1 ET SEQ. A roll call vote was taken, and all
present voted yea. The Mayor declared the motion carried.
Curt Oetjen gave a detailed explanation of the electronic metering system that we will be installing.
The rate increase that is being proposed will cover the cost of annual payments on this new system. John
Allsopp questioned cutting costs by sending email statements rather than postcards. The new water system will
have capability of allowing customers to opt out of paper statements.

Motion 2: Helfrich moved and Oetjen seconded to approve ORDINANCE NO. 1436-18, AN
ORDINANCE AMENDING PRIOR ORDINANCE NO 1420-17 AND REVISING AND
ESTABLILSHING WATER RATES. A roll call vote was taken, and all present voted yea. The Mayor
declared the motion carried.
Motion 3: Edwards moved and Helfrich seconded to approve RESOLUTION #R432-18.
A RESOLUTION REGARDING A PURCHASE AGREEMENT FOR THE PURPOSE OF FINANCING
A WATER METER PROJECT and to authorize Mayor Robinson to complete the paperwork for this project.
A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried.
Motion 4: Allsopp moved and Liebenrood seconded to approve the Rotary Club Dog Jog on July 28,
2018 including road closure and police presence. All voted yea and the Mayor declared the motion carried.
The Mayor thanked all the City employees who had a hand in handling the water outage from Rend
Lake last week. The Illinois Environmental Protection Agency and the U. S. Department of Agriculture
contacted us about low interest loans and grants available for construction of a new water tower that will give
us additional storage.
Motion 5: Oetjen moved and Brinkley seconded to adjourn. All voted yea and the meeting was
dismissed at 7:33 p.m.
