CITY COUNCIL MINUTES Tuesday, November 13, 2018 REGULAR MEETING OF THE CARTERVILLE CITY COUNCIL The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. Motion 1: Oetjen moved and Emery seconded to approve the minutes of the Regular Meeting of October 9, 2018 as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Mark Carney, City Treasurer, was not present at the meeting and the Mayor asked that action be taken on the October 2018 Treasurer’s Report as presented. Motion 2: Emery moved and Oetjen seconded to approve the October 2018 Treasurer’s Report as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Minutes of the Carterville City Council Tuesday, November 13, 2018 Page 2 Recognition of Guests – No Comments Motion 3: Emery moved and Sievers seconded to pay the monthly bills as presented by the City Clerk. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor asked the Council to make a decision regarding the zoning change that was requested and discussed before the meeting, Alderman Helfrich indicated that the Zoning/Planning Commission recommended that this request be denied. Motion 4: Helfrich moved and Edwards seconded to deny the request for rezoning of the property at 1111 W. Grand Avenue. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor introduced the Levy Ordinance that was reviewed at the October meeting and discussed at the Truth in Taxation Hearing. He asked the Council to take action on this levy in the amount of $647,747.00. Motion 5: Emery moved and Oetjen seconded to approve ORDINANCE NO. 1440-18, AN ORDINANCE PROVIDING FOR THE ANNUAL LEVY OF TAXES FOR THE CITY OF CARTERVILLE, ILLINOIS FOR THE FISCAL YEAR 2018-19. Roll call vote: Allsopp, yea; Brinkley, no; Edwards, yea; Emery, yea; Helfrich, yea; Liebenrood, yea; Oetjen, yea; Sievers, yea. The Mayor declared the motion carried. The Mayor asked the City Clerk and Police Chief to swear in five part-time Police Officers. The five new officers are Dylan Pyron, Bradley Thornton, Zachery Smith, Gabriel Ridings, and Ryan Hudson. City Clerk Khrissy Hollister administered the Oath of Office to each individual officer and each signed the oath. Motion 6: Brinkley moved and Edwards seconded to approve the cleaning bid from LuAnn Taylor for weekly cleaning at the Police Department at a cost of $300.00 per month. All present voted yea and the Mayor declared the motion carried. Chief Flaningam asked the Mayor to introduce the donation from Fred G. Harrison Foundation. There was an article in the Courier about the purchase of a used police vehicle for the Police Department. After reading the article, the Harrison Foundation came to the office to donate $45,000.00 to purchase a new fully equipped police vehicle. The Chief has located a State bid vehicle on a lot and it is being held for us. Motion 7: Brinkley moved and Emery seconded to accept and allocate the donation from the Fred G. Harrison Foundation for the purchase of a new equipped Police Vehicle at a cost not to exceed $45,000.00. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Chief Flanningam reported that the department did complete the purchase of a used police vehicle from the Missouri Highway Patrol. This vehicle is in house and being equipped. Cannon Park and James Street Park Garry Wiggs, Public Works Director, gave a brief report of the Cannon Park Concession Stand. The Mayor announced a request for a Community Building fee waiver from the Carterville Band Boosters for a Glow Bingo Event to be held on Friday, February 15, 2019. Motion 8: Emery moved and Oetjen seconded to allow a waiver request from the Carterville Band Boosters for the Community Center on Friday, February 15, 2019. All present voted yea and the Mayor declared the motion carried. The International Survivors of Suicide Loss Day will be hosting a gathering at Cannon Park this year. This is a Candlelight Vigil that is being held on November 17th. Fire Department Fire Chief Ron Rains gave the Council an overview of the monthly activities including 82 Ambulance Calls and 16 Fire Calls (for a monthly total of 98). Year to date we have made 979 calls. Rains explained that Fire Prevention Week programs were presented at the Carterville schools. Firefighters addressed approximately 800 students in the classroom and presented them with material. Also, the volunteers voted to replace about $1,000.00 worth of equipment in the kitchenette of the conference room at the Fire Station. Two of our full-time firefighters will attend the Active Shooter Response Training at Benton Fire Department on December 1-2, 2018. The volunteers will be spending approximately $8,000.00 to replace extrication equipment. The EMT Basic class will begin on December 27th and will be taught in the Conference Room in the Fire Station. The cost will be $300.00 per student, book not included. The Fire Department is asking for a projection system for this room. The cost is $645.99 through our IT provider, Mayer Networks. This can also be used by other organizations who use this room. Minutes of the Carterville City Council Tuesday, November 13, 2018 Page 4 Motion 9: Emery moved and Helfrich seconded to approve the purchase of a new projection system for the Fire Station Conference Room at a cost of $645.99 through Mayer Networks. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Phyllis Emery thanked the Fire Department personnel for all their hard work with the renovation of the Fire Station. Street/Maintenance Department Garry Wiggs, Public Works Director, indicated that we have all the wiring materials for the Downtown Lighting and the contractor will begin within the next two weeks. There is a problem with one of the services. The culvert at 1609 W. Grand was discussed in Committee and this is being evaluated by the Engineer and Public Works. Building and Codes Ralph Graul, Building Inspector, circulated his monthly report which includes 38 active permits (these include 11 single family dwellings, 3 commercial permits, and various pools, room additions and garages). There is a request to the Council from Jason Crain at 11830 Hafer Road asking to construct a pole barn. There is no issue with spacing and it meets all the necessary setbacks. Motion 10: Allsopp moved and Emery seconded to allow the construction of a pole barn on the property at 11830 Hafer Road. All voted yea and the Mayor declared the motion carried. Engineering Report The Mayor gave the report as Crawford staff was unavailable. Garry Wiggs and the engineer have been working on obtaining proposals for cleaning the Whippoorwill ditch. Therefore, we need sealed bids on clearing, cleaning, shaping and strawing the ditch as these estimates were more than $20,000.00. This must be completed to meet drainage requirements of the Eagle Estates development. There will be permission slips required and property owners will be fined if the ditch is not maintained on their private property after this work is complete. Motion 11: Liebenrood moved and Sievers seconded to advertising for sealed bids for cleaning, clearing, shaping and applying straw to the Whippoorwill ditch. All voted yea and the Mayor declared the motion carried. The City Clerk presented a request for a Bucket Collection on Saturday, November 17th from high school students who are raising funds for the Bret Cooper Football Junior Academic All-American Bowl in Texas. Four Carterville students were selected to participate in this game. Motion 12: Oetjen moved and Allsopp seconded to approve the Bucket Brigade on November 17, 2018 for the Bret Cooper Football Junior Academic All-American Bowl Game in Texas. All voted yea and the Mayor declared the motion carried. The renewal of the Unemployment Insurance from ICRMT was presented for review and approval by Gentry Couch Insurance. The 2019 rate is reduced to 1.254% Motion 13: Liebenrood moved and Brinkley seconded to approve the renewal of the Unemployment Insurance from ICRMT at a rate of 1.254%. There is a list that includes two DVD Television Sets with Carts and a two piece vending machine from the Community Center. There are also items that will be listed from the Water and Sewer Department. Motion 14: Oetjen moved and Sievers seconded to declare the televisions and vending machine from Cannon Park Community Center as surplus property. All present voted yea and the Mayor declared the motion carried. Motion 15: Helfrich moved and Allsopp seconded to approve ORDINANCE NO. 1441-18, AN ORDINANCE PROHIBITING PARKING ON CHERYL DRIVE IN CARTERVILLE, ILLINOIS. A roll call vote was taken, and al present voted yea. The Mayor declared the motion carried. Motion 16: Emery moved and Oetjen seconded to approve ORDINANCE NO. 1442-18, AN ORDINANCE TO ANNEX PROPERTY AT 11644 HAFER ROAD. All voted yea and the Mayor declared the motion carried. Motion 17: Edwards move and Emery seconded to move the December 11, 2018 City Council Meeting to the Cannon Park Community Building. All present voted yea and the Mayor declared the motion carried. The Water and Sewer Board will not meet until Thursday, November 15, 2018 so there was no report. However, Curt Oetjen asked Garry Wiggs to explain the repair to the waterline on Jackson Street that we hope will decrease the problems that we have had in this area.
