SPECIAL MEETING OF THE CARTERVILLE CITY COUNCIL
The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He called
the meeting to order at 7:00 p.m.

The Mayor declared a quorum present.
Others present: T. J. Fricke, Irons in the Fire; Ralph Graul, Building Inspector; Frank Columbo,
Developer; Janice McConnaughy, H R Specialist; and Marvin Oetjen, Kamper Supply.
Recognition of Guest
Marvin Oetjen reminded the Council of the 44th Annual Open House for Kamper Supply on May 3 & 4.
Motion 1: Emery moved and Sievers seconded to rescind the April 9, 2019 approval of the 2019 Motor
Fuel Tax program and pass this by Resolution No. R438-19, A RESOLUTION TO I.D.O.T. FOR
APPROPRIATION OF FUNDS FOR THE 2019 MOTOR FUEL TAX PROGRAM. A roll call vote was
taken, and all present voted yea. The Mayor declared the motion carried.
Ralph Graul presented information regarding the request for a new Fireworks Control Box for the
people who are firing these for our July 4th fireworks event. This is a new upgraded control box, which
electronically fires the fireworks. The price is $392.00 plus shipping for unit, batteries, expansion panel and
handheld remote.
Motion 2: Oetjen moved and Emery seconded to purchase a new Fireworks Control Box for the
fireworks display at a cost of $392.00 plus shipping. A roll call vote was taken, and all present voted yea. The

The Mayor presented a copy of the Draft Liquor Ordinance. He asked the Council members to review
this draft and approve the referral to the Liquor Advisory Board for review. This new draft adds additional
types of liquor licenses including a Pour License and an “F” License, which is temporary for caterers and
events. There was a lengthy discussion regarding these changes and the entrances required to sell both
convenience items and liquor in fuel stations.
Motion 3: Helfrich moved and Emery seconded to approve the Draft Liquor Ordinance as presented
and send this document to the Liquor Advisory Board for an opinion. Roll call: Sievers, yea; Oetjen, yea;
Liebenrood, no; Helfrich, yea; Emery, yea; Edwards, no; Brinkley, yea; Allsopp, yea. The Mayor declared the
motion carried.
The Mayor will contact the Liquor Advisory Board and have them schedule a meeting so that we can
have this opinion by our May 14, 2019 meeting.
Motion 4: Liebenrood moved and Emery seconded to adjourn the meeting. All voted yea and the
Mayor dismissed the meeting at 7:40 p.m.
