Page 386 CITY OF CARUTHERSVILLE July 1, 2019 Be it remembered the Council of the City of Caruthersville met in regular session Monday, July 1, 2019 at 5:00 p.m. in the Council room of the Municipal Building at which time and place the following were present: Sue Grantham Mayor Takella Motton City Clerk Lawrence Dorroh City Counselor Tony Jones (Absent) Sergeant at Arms Hood (Absent) Councilperson Reeves (Absent) Councilperson Rodgers Councilperson Duckworth Councilperson Bullington Councilperson Lyons Councilperson Cheek Councilperson Grable Councilperson The number of members necessary to consider a quorum being present, the Mayor called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes of June 24, 2019. Councilperson Duckworth motion to approve, second by Councilperson Grable, with all in favor. The next order of business was the approval of the closed session minutes. Councilperson Lyons motion for approval, second by Councilperson Grable, with all in favor. Councilperson Duckworth motion for approval of reports and bills, second by Councilperson Lyons with all in favor. Governor Parson signed an executive order for State offices to be closed Friday, July 5, 2019, and Councilperson Grable motion for the City offices to be closed also. Councilperson Rodgers motion for approval, and the motion carried unanimously. Fire report; Fire calls from June 27, 2019 through July 1, 2019 are as follows: 6/27/19; Vehicle accident on Truman Blvd., 6/28/19; Fire alarm sounding on East 18th St. The outdoor warning sirens were inspected last week, with 4 batteries and 2 chargers being replaced. Training for the month of June was a fire drill with rescue at Lady Luck Casino. There have been 71 fire calls to date compared to 67 last year. J & M Displays will conduct the annual fireworks display on July 4, 2019 weather permitting. Public Works; Paul Shaw reported that City officials met with FEMA last week assessing damages caused by the flooding. One of City workers encountered a sinkhole while mowing a ditch by the Page 387 Nursing Home. The backhoe was pulled out of the ditch and a tire came off the rim that has to be replaced, the limb pile was also burned. Code Enforcement; Sonya Fuller reported sending out 17 letters, continuing with the door hangers, and follow up. The old Tiger Hut current owner was contacted, and he has boarded up the building. Park & Recreation report; Wes Deere reported that the Recreation Center will resume their regular hours on Saturday, July 6, 2019 and Sunday July 7, 2019. The Recreation Center will be partnering with Silver Sneakers; an organization that allows seniors’ membership through their insurance if it’s linked to Silver Sneakers. The membership is on a monthly basis, age limit is 65 plus, and the startup is August of 2019. Library report; Teresa Tidwell reported that the Library has Gentle Yoga for seniors on Monday and Wednesday at 11:00 a.m., in which the entire session is done in a chair. Ms. Tidwell recently wrote and received a grant from the National Network Library of Medicine. In September of 2019 the Library will start a program, Lunch and Learn. It will allow participants to have lunch and learn about a health topic. This program also allows for 5 hotspots which enable participants to look up current health information without having to have internet. The Library is continuing serving meals twice a day, and will be open Saturday, July 6, 2019 and Sunday, July 7, 2019 at their regular business hours. Business from the floor; Paul Shaw reported that the hydrant flushing started today on South Ward; the water will have a brown tint. With no further business to come before the Council, Mayor Grantham entertained a motion to adjourn. Councilperson Duckworth made motion, second by Councilperson Rodgers, the meeting adjourning at 5:17 p.m. ATTEST: _________________________________ __________________________________ City Clerk
