CITY OF CARUTHERSVILLE June 20, 2023 Page 740 Be it remembered the Council of the City of Caruthersville met in regular session Tuesday June 20, 2023 in the Council room of the Municipal Building at which time and place the following were present: Sue Grantham Mayor Takella Motton City Clerk Lawrence Dorroh City Counselor Tony Jones Sergeant at Arms Grable (Absent) Councilperson Hood Councilperson Spence (Absent) Councilperson Robinson Councilperson Glass (Absent) Councilperson Bullington Councilperson Lyons Councilperson Fales Councilperson The number of members necessary to consider a quorum being present, the Mayor called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes for June 5, 2023. Councilperson Hood motion for approval, second by Councilperson Lyons with all in favor. Councilperson Lyons motion for approval of the closed session minutes for June 5, 2023, second by Councilperson Bullington, with all in favor. Councilperson Hood motion for approval of reports and bills, second by Councilperson Lyons, with all in favor. Police report; Chief Tony Jones presented to the Council a quote for a 2023 Tahoe from Don Brown Chevrolet at $43,746.00 to be taken out of Asset Forfeiture. Councilperson Lyons motion for approval, second by Councilperson Hood, which resulted in the following vote: Hood Yes Robinson Yes Bullington Yes Lyons Yes Fales Yes Humane report; Karol Wilcox reported that they had sealed the last kennel inside, and all the runs were complete. The two outside kennels will need to be finished with a tin roof, and the sides and bottoms repaired. They are also looking at pricing for the cat kennels. The Shelter is now available with their normal business hours. Intake was 27 animals and 19 were sent out; gearing more towards adoptions at this point. The Shelter will be participating in a Safety webinar on Situational Awareness. There are grants available for safety in securing the facility that will be looked into applying for. There is also a Telehealth available for employees to tap into in response to fatigue and any other issues Page 741 associated with the job. Counselor Dorroh made mention that it would be in order to vote on the authorization to make application for a Safety grant. Councilperson Lyons motion for approval, second by Councilperson Hood, with all in favor. Fire report; Chief Lynn Moss reported responding to seven fire calls with three being out of the City. Fire calls from May 26, 2023 to June 20, 2023 are as follows: 5/26/23; Mutual aid to Kennett for a structure fire, 6/9/23; Tree on fire threatening a structure on Hwy D, 6/16/23; Tractor trailer on fire on I55/412 exit ramp at Stubtown. Approximately 100 Rural Fire Subscription notices were sent, and he has received 60 renewals as of date. Public Works; Dustin Sterling/Alliance Operations Report for May 2023 is as follows: Administrative/The electronic Discharge Monitoring Report for May was submitted to DNR. The Compliance Monitoring Report for Groundwater Systems was also completed and submitted to DNR. Treatment/The Third St Plant is operating normally, Wastewater Treatment performing with a 98.4% BOD removal efficiency, and a 99.5% TSS removal efficiency. Regulatory/Eight Bac-T samples were taken, and 34 Wastewater samples were taken and passed DNR. Collection Distribution/There were 30 services orders, 59 locates all completed, and the Truman Water Tower was cleaned and inspected. A water tap was done on East 18th St., four meters were replaced, and a leak was repaired on East 18th St. Project Updates/The new check valves for the Third St. Water Treatment Plant were delivered and are scheduled to be installed. Safety/The Safety meeting was held on Arc Flash and Electrical Safety. April Repair expenses YTD $19,928, Budget YTD $54,170 Under Budget ($34,242). Code Enforcement; Barry Gilmore reported that the Wastepro Grapple truck was down awaiting a part. Wastepro is looking at possibly coming up Monday with the Residential truck to pick up limbs, and leaves. There will be a change to the garbage pickup which will occur Tuesday, Wednesday, Thursday, and Friday, look for the FACEBOOK post. There have been a lot of trash cans picked up that weren’t being paid for, five street breaks were repaired, and potholes were done. The permitting is in place for Good Day Farm, and the temporary building can be here within a week. Parks & Recreation; Lamonte Bell reported that the car wash was a success, but the Stop The Violence Event was a little slow with all the other activities taking place during the weekend. They are looking forward towards next weekend. Mayor Grantham thanked Leighan Fales for donating evergreens and bushes for City Hall and Reynolds Park. Counselor Dorroh introduced a grant application resolution for the purpose of constructing an exit ramp and roadway from Viserion over the St. Francis Levee District levee to provide an enhanced flow of traffic in and out of the Viseron Grain facility. Councilperson Bullington for approval with the understanding that Viserion would be responsible for any cost not supported by the grant. The Council made reference to being able to fire fireworks on Thursday July 3, 2023 between the hours of 12:00 p.m. to 10:00 p.m., and on Friday July 4, 2023 between the hours of 12:00 p.m. to 12:00 a.m. Councilperson Bullington motion for approval, second by Councilperson Robinson, which resulted in the following vote: Hood Yes Robinson Yes Bullington Yes Lyons Yes Fales Yes In addition the Fireworks Display will start at 9:00 p.m. at Viserion the old Bunge property.
