Page 860 CITY OF CARUTHERSVILLE December 2, 2024 Be it remembered the Council of the City of Caruthersville met in regular session on Monday December 2, 2024 at 5:00 p.m. in the Council room of the Municipal Building at which time and place the following were present: Sue Grantham Mayor Takella Motton City Clerk Lawrence Dorroh City Counselor Jerry Hudgens Sergeant at Arms Grable (Absent) Councilperson Hood Councilperson Spence (Absent) Councilperson Robinson Councilperson Glass Councilperson Bullington Councilperson Lyons Councilperson Fales Councilperson The number of members necessary to consider a quorum being present, the Mayor called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes of November 18, 2024. Councilperson Lyons motion for approval, second by Councilperson Hood with all in favor. Councilperson Lyons motion for approval of reports and bills, second by Councilperson Hood with all in favor. Mayor Grantham made reference to the Notice of Election as follows: NOTICE OF GENERAL MUNICIPAL ELECTION CITY OF CARUTHERSVILLE PEMISCOT COUNTY, MISSOURI Notice is hereby given to the qualified voters of the City of Caruthersville, Pemiscot County, Missouri, that a general Municipal election will be held on Tuesday, April 8, 2025, beginning at six o’clock a.m. and closing at seven o’clock p.m. of said day. Offices open to candidates for the year 2025 are as follows: Councilperson Ward I - 2 year term Councilperson Ward II - 2 year term Councilperson Ward III - 2 year term Councilperson Ward IV - 2 year term Any person desiring to file as a candidate for the above-mentioned offices may do so by filing a Declaration of Candidacy in the City Clerk’s office in the Municipal Building at 200 West Third beginning December 10, 2024, at 8:00 a.m., through December 31, 2024, at 4:00 p.m. On the opening day of filing, the City Clerk’s office will be open from the hours of 8:00 a.m. through 5:00 p.m.  Page 861 Police report; Chief Hudgens reported that there had been 8,325 calls for service for the year end, and he would be working on his year-end report to present at the next meeting. Chief Hudgens also made mention that he would be talking with the Housing Authority about the details of the Housing agreement before submittal. Counselor Dorroh and Chief Hudgens will bemaking amendments to the agreement before the Council votes. Humane report; Karol Wilcox report is as follows: Intake 48 cats/kittens and 44 dogs/puppies, Adopted out 12 dogs/puppies and 13 cats/kittens, Euthanized 9 animals and 4 died, Owner redeemed 1. There was a parvo outbreak November 20, 2024, which would have put the Shelter on a freeze, but there were four dogs dumped by a car from Dyersburg at 8:00 p.m. On December 1, 2024 they were pushed into taking six more dogs, and the second of a third litter broke with parvo. There has to be a freeze on intake in order to get the parvo under control. There was a serious bite attack on Playground Rd., and it was too dangerous to hold for the 10 day rabies quarantine. The owner signed an agreement to isolate, but the victim and the Shelter recommends the dog to be euthanized. There have been 191 calls since the last meeting, and 57 required responses. The Shelter expects more dumping in the area. Fire report; Chief Moss reported seven calls since the last meeting as follows: 11/7/24; Extrication on Womans Club Rd. 11/15/24; Gas leak in Midtown Apts. 11/19/24; Gas leak on Jefferson St. 11/24/24; Extrication on I55 11/28/24; Grass fire County Rd. 553 12/1/24; Mattress on fire on 7th & Bushey 12/1/24; Smoke alarm on Truman. The department will be participating in the Christmas Parade in Caruthersville and Hayti. Fire training for December 13, 2024 and December 14, 2024 will be “Active Shooter”. Code Enforcement; Barry Gilmore report is as follows: The 311 Ward demolition will take place December 9, 2024, and the 409 Grand demolition will take place December 4, 2024. Flynn Drilling will put in the motor, pump, and casing for the Third St. well, which will be back in service within a few days. Training has been set up with CUSI; dates are not yet scheduled. The three estimates for the airport hanger’s termite infestation is as follows: Deprow $2,500.00 plus $1,100.00 annual treatment, Okeena $1,740.00 plus annual treatment $1,360.00, United Termite $4,160.00 plus $750 annual treatment. Councilperson Bullington recommended United Termite with the readily availability being local, and their experience. Councilperson Robinson second the motion, which resulted in the following vote: Hood No Robinson Yes Glass Yes Bullington Yes Lyons No Fales Yes Parks & Recreation; Lamonte Bell reported that they were still waiting on another contractor to come look at bathroom stalls. Basketball signups are underway, there’s been an increase in membership, and the yearly membership discount starts in January. Library report; Tacara Sullivan reported that the conference room, auditorium, lobby area, kids rooms, and genealogy were cleaned and buffed. The DAR held a program honoring the Revolutionary War Patriots commemorating the 250th anniversary. Winners were announced for the Be Grateful Together Campaign for the Thanksgiving holiday on November 26, 2024 during story and activity time. Ms. Sullivan attended the Business and Community meeting at R3 School District. The front sliding doors were checked, and screws were tightened; not threat of any danger determined. A Bingo Hour Page 862 was held November 15, 2024 by White and Associates, and a service technician determined that once the password was changed it threw off the copy/fax/email, and it is now in sync. City Collector report; Paige Gillock collections from November 1, 2024 through November 30, 2024 are as follows: Real Estate $84,767.44 Personal Property $30,813.68 Drainage Districts $290.00 Miscellaneous $2,415.00 Total Taxes $116,627.82 Interest & Fees $1,658.32 Total Collections $118,286.14.
